1A. No, there is not currently an incumbent. The previous contractors were Alarm Control Systems, Inc for the alarm system 36C25918P4311.

2. I have questions about the opportunities posted under the following solicitation numbers:

36C25919Q0243 Combined Synopsis/Solicitation - on FBO (Life Safety).

2A. 36C25918P4311 (Fire Extinguishers, Eye Washes, and Emergency Showers) If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers?

Answer: Please see the associated contract number above.

If not, could you please tell me whether these are new requirements?

Answer: (1) The Life Safety requirement has added AEDs which were not previously covered. This is a new requirement.

3. Are we just providing a SF1449 and a detailed price breakout? Is any past performance information required?

C. Page 62, E.5 ADDENDUM to FAR 52.212-2 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, is replaced in its entirety with the following.

LPTA EVALUATIONFACTORS FOR AWARD

a. BASIS FOR CONTRACT AWARD

(1) Award will be made to a single Offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer. Evaluation Factors under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all factors must be acceptable to obtain a pass rating for the technical proposal. Award will be made to the lowest priced, technically acceptable, responsible Offeror.

(2) Trade-offs between cost/price and non-cost/price factors is not permitted. The VA will evaluate proposed prices for reasonableness using price analysis techniques. The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, unreasonably high/unrealistically low, unbalanced, inaccurate or incomplete price proposals, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

b. AWARD FOR ALL OF THE WORK The VA intends to award 1contract as a result of this solicitation. Offers received for less than the stated number of items listed in the Quote Schedule will be considered ineligible for award. The Offeror’s initial proposal should contain the Offeror’s best terms from a cost or price and technical standpoint. The VA reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

c. EVALUATION CRITERIA

(1) Evaluation criteria may consist of factors and sub-factors. The proposals will be evaluated under the evaluation factors listed below:

Evaluation Factor 1: Technical Acceptability Evaluation Factor 2: Price Evaluation Factor 3: Past Performance

Factor 1 - Technical Acceptability: The Technical Acceptability evaluation provides an assessment of the Offeror’s capability to satisfy the VA’s minimum requirements as specified in section B Schedule/CLIN Structure and in the SOW. Quotes will be evaluated on the extent to which the offeror provides a sound approach to performing, accomplishing, and managing all aspects of the requirement. Failure to meet any of the minimum requirements shall result in the offer being considered unacceptable and thus be excluded from consideration.

Factor 2 – Price: Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques. Through these techniques the VA will determine whether prices are reasonable, complete and balanced.

The Technical Factors will receive one of the ratings defined below. Each sub-factor (if applicable) rating will be used to determine an overall rating for the factor:

Rating Description Pass - Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Fail - Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Evaluation Factor 3: Past Performance: Past Performance will be rated on Satisfactory/Unsatisfactory/Unknown rating. No award will be made to a contractor who receives an unsatisfactory rating.

Satisfactory– Based on the offeror’s performance record, the government has an expectation that the offeror will successfully perform the required effort.

Unknown-Neutral – No performance record is identifiable or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned.

Unsatisfactory – Based on the offeror’s performance record, the government has no expectation that the offeror will be able to successfully perform the required effort. Evidence past performance by listing the relevant and current (within past three years), similar jobs performed by the offeror (Client, POC, Phone Number, Contract Number, Title, Short Description).

d. OPTIONS (If Applicable) The VA will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The VA may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the VA to exercise the option(s).

(b) Unbalanced Pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices

e. DEFINITIONS Reasonableness: A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy: The Offeror’s proposal is in compliance with the Price Volume instructions in the solicitation.”
