Offerors shall provide a minimum of three (3) contracts, existing or completed, including name, address, phone and email of point of contract (POC) of the contract with the same or similar type and magnitude as the requirement identified within this solicitation. Past performance received will be evaluated and rated in descending order reflecting the Governments assessment of solicitation compliance with an order of precedence as follows;

Rating
DESCRIPTION
Very Relevant
Past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant

Cost/Price: The Government is anticipating that through solicitation of this requirement, a fair and reasonable price can be obtained from prospective offerors.

a. The offer shall be expressed as an hourly rate for each line item, for each year. The offer must be extended for the total estimated cost for the entire contractual period.

Technical and past performance, when combined, are OF SIGNIFICANTLY GREATER IMPORTANCE WHEN COMPARED TO PRICE.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
