About this file

This is a Sole Source Justification for a Federal Supply Schedule (FSS) Task Order under GSAR 538.7104-3.

The Department of Veterans Affairs (VA), Network Contracting Office 19, is seeking to award a sole source task order to ScriptPro USA, Inc., 5828 Reeds Rd., Mission, Kansas 66202, for maintenance and support services for ScriptPro automated pharmacy dispensing systems. The requirement supports eight VA Medical Centers within Veterans Integrated Service Network (VISN) 19, located across Colorado, Montana, Utah, Wyoming, and Oklahoma. The anticipated period of performance is October 1, 2026, through September 30, 2027, with a potential option to extend services for up to six months under FAR clause 52.217-8. The current FSS contract (36F79719D0135/36C25926F0005) expires September 30, 2026, and the overall VA FSS expires June 30, 2029. The estimated contract value is redacted in the document.

The required services include 24x7x365 Help Desk support, on-site field service repair, preventive maintenance, parts supply, software updates, drug database updates, and interface maintenance. The justification for sole source acquisition is based on GSAR 538.7104-3(b)(1)(ii), establishing that only ScriptPro is capable of providing the required services because the equipment and software are proprietary and highly specialized. ScriptPro is the only approved outpatient pharmacy automation system for Cerner Electronic Health Record Management (EHRM) integration and VISTA system integration at the VA. Market research conducted in July 2026 confirmed no other authorized service providers exist in any socioeconomic category. The justification emphasizes that switching to alternative systems would exceed $16 million in procurement, installation, and training costs and would delay EHRM deployment, which is a top priority for the VA Secretary.

30, 2029, and the estimated value of the proposed TO is . The anticipated period of performance is October 1, 2026, to September 30, 2027. The TO will include the Revolutionary FAR Overhaul (RFO) clause 52.217-8 - Option to Extend Services. If exercised for up to six months, the 52.217-8 option will be exercised at the same rates as those in effect under the contract at the time the contract is extended.

(3) Description of Supplies or Services:

The Contractor shall provide maintenance and support for the ScriptPro automated pharmacy dispensing systems utilized by all VISN 19 VAMCs, including 24x7x365 Help Desk support, on-site field service repair, preventive maintenance, parts, software updates, drug database updates, and ongoing interface maintenance. The ScriptPro equipment and software utilized by all VISN 19 VAMCs is proprietary, and the required services can only be performed by ScriptPro personnel. Services that are not performed or authorized by ScriptPro would void all equipment warranties, according to the terms and conditions of the VA FSS.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

GSAR 538.7104-3(b)(1)(i): The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need

GSAR 538.7104-3(b)(1)(ii): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized:

ScriptPro is used in over 140 VAMCs for pharmacy automation and has been in place since 1996. All VISN 19 stations are currently standardized to ScriptPro for outpatient pharmacy automation. ScriptPro is the only approved outpatient pharmacy automation system for Cerner Electronic Health Record Management (EHRM) integration. ScriptPro is also the only approved outpatient pharmacy automation system that integrates into the current VISTA system and will integrate into a future Cerner/Oracle EHRM system. There are no other systems approved to interface into VA Cerner/Oracle for outpatient pharmacy automation. All work must be performed by authorized ScriptPro USA, Inc., representatives.

GSAR 538.7104-3(b)(1)(iii): The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

GSAR 538.7104-3(b)(1)(iv): It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA.

GSAR 538.7104-3(b)(1)(v): A law expressly authorizes or requires that the purchase be made from a specified source.

Acquisition ID#: 36C259-26-AP-3244 Page 3 of 4 meet the Government’s needs would result in significantly increased costs, unnecessary duplication of efforts associated with procuring and installing different pharmaceutical dispensing and management systems, training VA staff, and potential delays in EHRM deployment. Current estimates indicate that approximate costs of procuring, installing, and training employees on alternative systems for all VISN 19 locations would exceed $16 million, not including costs associated with integrating other VA systems. Therefore, alternatives for the existing ScriptPro systems are not currently being sought and acquiring the required services utilizing the VA FSS represents the best value to the Government.

(6) Describe the Market Research Conducted Among Schedule Holders and the Results:

Market research conducted in July 2026 confirms that only one source can provide the required services. A search of the VA National Acquisition Center (NAC) catalog indicates that the required services are available on VA FSS 36F79719D0135. Acquisition history for the previous TO, 36C25926F0005, was reviewed. There are no authorized small business service providers in any socioeconomic category that can provide the required services; therefore, neither the VA nor the Small Business Administration Rule of Two can be met. Searches conducted on General Services Administration (GSA) Advantage utilizing the North American Industry Classification System (NAICS) code for this requirement (811210) and the keyword “ScriptPro” confirm that there are no other schedule holders capable of meeting the requirement. A sole-source confirmation letter from the manufacturer states that ScriptPro is the only source for maintenance/updates, or modifications and upgrades to its systems, and is contained in the contract file briefcase.

(7) Any Other Facts Supporting the Justification: Utilization of ScriptPro systems are integral to accelerated EHRM deployment, which is currently one of the Secretary of the VA’s top priorities. Delays in EHRM deployment are estimated to have cost the VA over $20 billion since 2019. Furthermore, services facilitated by ScriptPro equipment and software enable the VA to provide life enhancing and sustaining pharmaceuticals to VISN 19 Veterans.

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: There are currently no actions available to avoid restricting competition for this requirement. This justification will be made publicly available in accordance with (IAW) GSAR 538.7104-3(b)(3).

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, is accurate and complete to the best of my knowledge. I understand that processing of this sole source justification restricts consideration of FSS contractors IAW GSAR 538.7104-3(b)(1)(ii).
