About this file

This is a Justification and Approval (J&A) document for a sole source contract award by the Department of Veterans Affairs (DVA) to a service-disabled veteran-owned small business (SDVOSB).

The contracting activity is the DVA's Network Contracting Office 19 (NCO 19) in Greenville Village, Colorado, procuring services for the Cheyenne VA Medical Center (VAMC) in Cheyenne, Wyoming. On February 7, 2026, an expansion tank on the domestic cold-water line in the VAMC's penthouse ruptured, causing significant water flooding to the Specialty and Physical Therapy (PT) Clinics. The resulting damage forced relocation of clinical operations, impacting patient care. The acquisition is for cleanup and restoration of the affected areas on a firm fixed-price basis. The NCO immediately received written approval on February 7, 2026, to proceed with an emergency acquisition. The incumbent contractor, Bridger Richard JV LLC (a certified SDVOSB), was notified to begin demolition and remediation efforts. On February 27, 2026, the contractor submitted their proposal to the Government.

The J&A justifies the sole source award under 38 U.S.C. §8127(c) and VAAR 819.7008, citing the contractor's unique qualifications: Bridger Richard JV is already certified as an SDVOSB performing similar work on the VAMC campus and can immediately mobilize for emergency response. Due to the emergent nature, only one company was solicited. The Contracting Officer determined the proposed price is fair and reasonable compared to an independent Government cost estimate. This is a one-time procurement for remediation and reconstruction; future construction projects will be solicited to the maximum extent possible. The J&A was signed by Contracting Officer Josiah Benton (March 18, 2026), approved by Andrew Stigen, Chief Division I, and Michelle T. Gray, Director of Contracting (both March 18, 2026), and endorsed by Curtis M. Jordan, Executive Director of the Regional Procurement Office West and Head of Contracting Activity (March 20, 2026).
