Statement of Work (SOW) Zinc/Orthophosphate Potable Water Corrosion Inhibitor Service
Introduction The New Mexico VA Health Care System (NMVAHCS) requires semi-monthly (twice a month) Zinc-Orthophosphate Potable Water Corrosion Inhibitor Service to maintain the facility’s potable water within the conditions and parameters set by the National Sanitary Foundation (NSF) and the Safe Drinking Water Act (SDWA). The contractor will provide and maintain the chemical(s) and chemical injection system necessary to prevent corrosion and regularly monitor the system while making adjustments to ensure appropriate chemical levels are maintained.
New Mexico VA Health Care System (NMVAHCS)
1501 San Pedro Dr. SE
Albuquerque, NM 87108
Normal Business Hours: 7:30 AM – 4:00 PM
The service is to be done in the Water Softener Mechanical Room located in Building No. 6. The contractor will be required to determine, provide, and track the amount of Zinc-Orthophosphate Potable Water Corrosion Inhibitor chemical(s) required to maintain the parameters called for in the SDWA regulations. Furthermore, the contractor will conduct regular water testing and adjust the chemical treatment accordingly to prevent corrosion. Currently, the Walchem E-Class model #EHB10R1-PEH pump is used in conjunction with the contractor’s chemical(s) to achieve proper settings and treatment. The Walchem pump and associated equipment are owned by NMVAHCS.
Additionally, the contractor will complete any maintenance and repairs needed on the corrosion inhibitor system. Approximately 70,000,000 gallons of water will need to be treated throughout the year. All work must be coordinated with the Green Environment Management (GEMS) Manager and Plumbing Shop Supervisor before ordering and/or installing any equipment.
The service will require the contractor to collect and analyze two (2) water samples to maintain the conditions and parameters called for in this PWS. One (1) water sample will be collected semi-monthly at the base of the Soft Water Tower and one (1) water sample will be collected semi-monthly at different locations in the facility to ensure the Zinc-Orthophosphate Potable Water Corrosion Inhibitor is being distributed successfully throughout the facility’s domestic water system. The incoming contractor may be required to conduct additional rounds of testing to ensure compliance with the United States Environmental Protection Agency and New Mexico Environment Department levels. The contractor will coordinate with the GEMS Manager to determine the best locations to collect the water samples.
The contractor will provide all labor, supervision, equipment, equipment upgrades, tools, chemicals, and transportation required to thoroughly inspect, make adjustments to, test for operating efficiency, and other such items, per the terms and conditions contained herein, and in accordance with the manufacturer’s instructions and specifications. Furthermore, the contractor will comply with the standards of the Joint Commission, any applicable VA Directives, federal, state, and city regulations, and any other law, regulation, or provision that may apply.
Service will include equipment upgrades needed for the general operation of the government owned equipment. All necessary intervening service calls required to replace any worn or defective parts needed to maintain the equipment in optimum operating condition are included.
Inventory of chemical(s) on-site will be restricted to what can be stored in the existing chemical feed tanks owned by NMVAHCS. The contractor will be responsible for maintaining the chemical inventory in the on-site tanks and will deliver, and transfer, the chemical(s) into the tanks and feeders as needed.
Scheduling Service inspections shall be scheduled at least three (3) days in advance with the COR, and will be performed within five (5) working days of the 1st and 15th of each month designated for service, unless otherwise agreed upon by the COR and the contractor. Service shall be performed between the hours of 7:30 a.m. and 4:00 p.m., Monday through Friday, excluding national holidays- barring emergencies.
Only the Contracting Officer (CO) is authorized to request unscheduled (emergency) repair action and intervening services will be rendered as directed by the Contracting Officer’s Representative (COR).
1) During Normal Working Hours:
a) The contractor will notify the COR or their designee when they arrive on station, before commencing work for any repairs or service. The contractor is to report to the GEMS Manager or Plumbing Shop Supervisor in Building No. 8 upon arrival on station.
2) During Other Than Normal Working Hours:
a) The contractor must obtain authorization from the COR before any services or repair work that will be performed during other than normal working hours. When this authorization is given for the convenience of the contractor, there will be no additional cost to the Government.
b) Upon arrival, the contractor is required to contact the Energy Plant if the COR is not available. After work has been completed, a service ticket must be signed by the Energy Plant staff on-duty and the original service ticket, or a legible copy, must be left with the Energy Plant staff. Unauthorized contractor’s service tickets, or non-submittal of a service ticket, will be considered non-performance of work.
c) Both the check-in and check-out procedures defined above are mandatory and will be strictly enforced.
d) A separate, pre-authorized obligation number will be used for services or repairs rendered after-normal working hours, on weekend or on holidays (if an emergency).
The contractor will provide unlimited technical support via telephone, e-mail, and/or fax. The contractor will respond to service calls within four (4) hours and be on station for repair within eight (8) hours after receipt of a telephone, written, or verbal notification. The contractor shall proceed to accomplish repair without undue delay.
Reports After the completion of work for any service call, the contractor is mandated to provide a detailed and legible copy of the service report for signature. During normal working hours the COR, Plumbing Shop Supervisor, or GEMS Manager will sign and receive a copy of the service report. The Energy Plant staff on-duty will sign and receive a copy of the service report for services provided after normal working hours, on the weekends or holidays. The contractor will document any problems along with their corrections, and all performance verifications, on the field service report.

Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—

(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
