Question
Answer
1
Are we required to submit candidate resumes and licenses/certifications with our quote?
Not at proposal/quote submission time. Please follow the instructions to offerors starting on page 72 of the RFQ. All RFQ’s submitted will be evaluated as noted in E.5 starting on page 74.
2
Acknowledging the addendum- Can we send the assigned addendum page with the solicitation or should it be a separate email?
You can send the signed addendum back with your completed proposal.
3
Do we include the entire solicitation back with our response? or should we include the standard form 1449 with the Technical Capability?
Your response needs to be sent back according to the instructions to offeror’s and in the format noted in the instructions. It is always best to submit your proposal via e-mail as noted in the instructions to offerors.
4
Do we complete this section? E.6 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL ITEMS (FEB 2021)
All sections must be completed as noted in the instructions to offerors.
5
For the pricing line items do we need a separate document? If not, do we list our pricing directly on the Price/ Cost Schedule Section on pg. 12 of 92
All sections must be completed as noted in the instructions to offerors.
6
Will this award be given strictly on lowest price available? Or will past performance and quality come into play at all?
This is a competitive solicitation that will be evaluated and awarded using the comparative evaluation procedures in accordance with FAR 13.106-2(b)(3). The contract will be awarded to the responsible offeror/s whose offer best meets the government’s needs. Offers submitted in response to this solicitation will be evaluated for acceptability against the requirements identified in this RFQ. Once one offeror is found to meet the government’s needs, it will be compared side by side to the remaining offerors in a uniform and fair manner, with the “best” one being chosen. The Contracting Officer has the discretion to accept an offeror other than the lowest price that provides additional benefit to the government which the Contracting Officer can document and describe.
7
On this bid do we have to present Resumes for the entire number of providers needed or just one for each specialty and then if awarded we can present candidates?
Not at proposal/quote submission time. Please follow the instructions to offerors starting on page 72 of the RFQ. All RFQ’s submitted will be evaluated as noted in E.5 starting on page 74.
8
Also is this going to be a multiple award contract?
We do not anticipate any multiple awards.
9
What proposal section should contain the SF 1449, Amendment acknowledgements, and representations and certifications? Should this information be submitted as part of the Factor 1 – Technical Capability response or submitted as a separate file labeled as “Business Proposal”? Page 72 states that the submission should consist of two separate PDF or Word Document files.
Amendment acknowledgements/reps & certs can be submitted in the technical capability folder or price folder. The only thing that has to be separated out is the pricing information cannot be included in the Technical capability folder.
10
Should the acknowledgements and certifications on these pages be returned with the proposal or submitted after the contract is awarded?
All acknowledgements and certifications must be included in your RFQ submission.
11
Submittal instructions: are there any page limits to the Solicitation response?
There are no page limitations.
12
Past Performance be referenced in the submission stating that CPARS are available or should the submission consist of Factor 1 – Technical Capability (including Business Proposal information) and Factor 3 in two separate files?
As noted on page 72, Instructions to Offerors. Factor 2: Past Performance (no submittal necessary). Page 75 Factor 2: Past Performance Evaluation Factor: The Government reserves the right to use data obtained from other sources as well as information provided in the technical submission, including information contained in the Contractor Performance Assessment Reporting System (CPARS) and Federal Awardee Performance and Integrity Information (FAPIIS). Offeror will receive a neutral rating if no past performance information is found in these systems. What this means is you do not need to submit past performance as the Government will look at CPARS, FAPIIS for any past performance information.
