SAVAHCS TUCSON AZ

Project 678-21-201, Paint Campus Handrails

CONSTRUCTION SERVICES – PERFOMANCE WORK STATEMENT

11 May 2021

I. PURPOSE

The purpose of this project is to renovate and repaint the metal handrails around campus. Due to the age and exterior condition of the rails in the facility, it was deemed necessary to repaint and renovate them to maintain the functionality and appeal of the facility. The rails serve both patients and personnel.

II. BACKGROUND

The Southern Arizona VA Health Care System (SAVAHCS) in Tucson, AZ completed construction in 1908 and is a VA rated B-1 facility. This project will renovate and paint existing railings throughout the campus.

III. SCOPE OF WORK

A. Contractor will provide all labor, material, equipment and qualified supervision for the removal, replacement, cleaning, and painting of handrails throughout the campus. All work will be in accordance with the drawings, narrative, and specifications detailed for SAVAHCS Project Number 678-21-201 Paint Campus Handrails. Some of the areas containing handrails are highlighted in the Handrail Site Map attachment, it gives an idea of the size, variety and conditions of the rails. The VA approximated the total surface area of all handrails around campus at 100,000 square feet. All building systems and components will always remain 100 percent operational during the project.

B. The performance period for this contract will be 90 days.

C. It is mandatory for the contractor to survey the site and get an accurate estimate of how much materials and labor the project will require. All the attachments and measurements are for reference only.

D. Replacing Handrails

a) Contractor will follow VA Construction Guidelines such as Section 05 50 00 METAL FABRICATIONS unless instructed otherwise by the VA COR. The VA design team estimated less than 300 linear feet of handrails that might need replacement. Prior to any work, the contractor will perform a full site inspection to determine the quality and accurate quantity of the handrails around the campus. The contractor will discuss their findings with the COR and together decide the number of handrails that will be removed and replaced. Replaced handrail sections will be done to match existing in shape and material. Any hot work (cutting, welding, etc.) will require a permit, qualified personnel, and approval of VA Safety.

b) Based on VA findings there are two existing lead paint covered handrail sections, see attachment Lead Test Survey Results. Contractor will use qualified personnel to abate, remove, and replace said sections (approx. 120 linear feet) while adhering to OSHA and VA safety guidelines

E. Painting Handrails

a) Contractor will follow VA Construction Guidelines such as Section 09 91 00 PAINTING and manufacturers specs. For this project, PWS and paint manufacturer specs supersede VA Construction Guidelines with approval of the COR. After deciding which handrails to remove and replace, all the handrails will be painted in Sherwin-Williams Mexican Sand SW 7519 color scheme. Surfaces must be clean of rust, dirt, and debris prior to painting. Water-blasting and hand scrubbing will be used to clean the surfaces (alternative methods suggested by the contractor will be considered). Old paint will not be stripped unless it is rusted or peeling off. Any gaps or cracks found will be welded or sealed if it’s cheaper and more sensible than replacing the entire handrail, will need to verify with COR.

b) One coat of Sherwin-Williams ProCryl Universal Primer and 2 topcoats of Pro Industrial Pre-Catalyzed Waterbased Urethane will be applied. All coats will be applied by hand brush or roll (alternative methods suggested by the contractor will be considered). There will be a minimum 24-hour drying period for the primer and each coat.

c) Primer - Sherwin-Williams ProCryl Universal Primer Paint - Pro Industrial Pre-Catalyzed Waterbased Urethane Paint Color - Sherwin-Williams Mexican Sand SW 7519

d) A 100 square feet sample of what the finished product looks like after drying will be provided as a mockup by the contractor before continuing any further work. If the result is found acceptable by the COR, the contractor will continue with the rest, otherwise a different color scheme and/or paint will have to be agreed upon.

F. The Julian Wash that runs throughout the campus has a depth of 15 feet. The contractor will have to provide a method (scaffolding, scissor-lift, etc.) to paint the railings around it that abides by VA safety guidelines. The COR and VA Safety Officer will have to approve as well. A certified competent person will perform and document daily equipment safety inspections.

G. Proper planning and measures will be taken to protect surrounding vehicles and facilities, this can range from afterhours work to protective covers, ultimately it will have to be approved by the VA COR in charge. The contractor will replace or repair any damage to the following items including but not limited to: landscaping; concrete curbs, crosswalks, and other structures; shrubbery; underground utilities; or any existing material or equipment as a result of any activities related to completing this scope of work to the satisfaction of the COR. In addition, the Contractor will ensure each work area is safe for workers, staff, patients, and visitors by providing the appropriate safety precautions and traffic control measures. The Contractor will provide a schedule and phasing plan with proposed plans for temporary parking, if deemed necessary, for the affected areas prior to starting any work. Due to a high demand for parking in these areas, it is anticipated that each lot should be done in phases so this will be accounted for in the bid.

IV. ADMINISTRATIVE PROCEDURES

A. A pre-proposal meeting including the General Contractor, VA Contracting, and the COR will be held prior to preparation of the proposal. The performance work statement, the existing conditions of the site, and the existing as builds will be reviewed.

B. After award of the Task Order and issuance of the Notice to Proceed, the General Contractor will coordinate all site visits through the COR. A copy of the COR’s authorized duties and responsibilities will be provided with the Notice to Proceed.

C. The only government employee authorized to commit Federal funding is the designated VA Contracting Officer. No other VA employee (including the COR) is authorized to approve cost add change orders, or other added costs to the contract. All funding approvals will only be issued in writing by the VA Contracting Officer.

D. All Contractor personnel will receive VA facility temporary access badges, to include all contract personnel, their subcontractors, and representatives. Temporary badges require two forms of identification at the time of the request. If a permanent badge is required, which is usually unnecessary, a written request form will be completed, which can be obtained by the COR or Contracting Officer. Once completed, it will be returned to the COR or Contracting Officer for approval.

V. MEASURES OF PERFORMANCE

A. The General Contractor (GC’s) is responsible for the Quality Control of their work. The VA’s Engineering Department is responsible for the Quality Assurance of the GC’s process. GC’s will submit their Quality Control Plan to the VA for approval prior to beginning construction operations. As areas are ready for turn over to the VA, the results of the quality control plan will be presented to the VA. The GC’s superintendent will present the Contractors pre-final acceptance walk through (punch list) to the VA. Only then will the GC and the VA will conduct the final acceptance inspection. Once satisfactory, area will be turned over for VA use.

B. The General Contractor will have their site superintendent present whenever their subcontractors are present. The site superintendent must be an employee of the General Contractor.

C. All work will be in compliance with Federal, State and Local laws, rules and VA regulations and specifications. The final work will be completed to meet all applicable building codes, project drawing and specifications. The VA M&O Standard specifications are part of the project specifications.

D. A warranty will be in effect for one calendar year period from owner acceptance. It includes parts and labor.

E. All permits to include NESHAPs notification for abatement that are required are the responsibility of the general contractor.

F. Upon completion of the project the Contracting Officer’s Representative will complete a Contractor’s Evaluation Form and forward it to the Contracting officer.
