The purpose of this amendment is as follows:
1. Provide responses to submitted questions below.
This amendment DOES NOT change the quote due date for this solicitation.
Q&A VISN 22 Fixed Wing Air Ambulance Services
Q: On the FBO page for the solicitation the small business set aside lines shows NA but in the document block 10 is checked and the clauses are checked as if it is a Small Business Set Aside but also open for a Large Business to compete as long as they show how they are utilizing small businesses. Can you please let me know if this is truly a Small Business Set Aside or if a Large Business, can provide all of the services that you need in a timely manner, can compete as long as they can meet all of your small business utilization requirements
A: This is a true Small Business Set-Aside.
Q: Who is the incumbent contracted air ambulance provider
A: R&M Aviation
Q: What was the volume of flights over the past 12 months Were all the pick-ups from the 3 hospitals (Prescott, Phoenix, Tucson)
A: Yes, all the pickups were just from these hospitals.
Prescott- 1 Tucson – 4 Phoenix -7
Q: What was the previous contact value
A: The previous Contract Ceiling Amount was $878,000.00
Q: If the awarded contractor is unavailable for a flight due to being on other air ambulance flights, what are the implications to the awarded contractor from the VA.
A: This will need to be addressed in your contingency plan mentioned in the Instructions to Offerors. Essentially, your company will need to make arrangements within the stated timeline if all of your aircraft are occupied. Any amount over the contractor’s quoted rates, will need to be paid by the contractor.
A: Tucson concur with the above statement. Contractor must assume the cost of another company providing said transport.
Q: II.B.5. states “Payment shall be based upon one-way direct air mileage (nautical mile) …”; however, the Bid Schedule is based on pricing from specific origins to specific destinations only. There is no reference to per mile fees. Please expand on this requirement.
A: This area is correct in that you need to base your prices on the nautical mile of the distance between the origin and destination. Additionally please include your rate per nautical mile on the Bid schedule in an easily identifiable location.
Q: II.D. states “The Air Ambulance Medical Team shall provide a bedside-to-bedside continuum of care for all patients.” For transplant recipients which are at home and not admitted to a medical facility at the time of a transport:
-Is a medical team required onboard the aircraft? Or is a chartered aircraft acceptable?
-If the medical team is onboard, is bedside-to-bedside transport required for these types of patients?
A: -Is a medical team required onboard the aircraft? Or is a chartered aircraft acceptable?- YES -If the medical team is onboard, is bedside-to-bedside transport required for these types of patients?-NO
Q: III.B.1. references a helicopter. Does this solicitation require rotor-wing air ambulance transport in addition to fixed-wing?
A: This is for strictly fixed-wing aircraft this verbiage was supposed to be amended, and will be removed before time of award.
Q: What is the intended effective date of this contract?
A: Currently looking at mid-to-late October 2019.
Q: Please provide the number of flights and routing for FY18 and/or current 2019.
A: 2/28/19: Prescott To SLC, UT 9/5/19: Prescott to Saginaw, MI
A: 12/21/18: Yuma, AZ to Tucson VAMC 1/17/19: Tucson VAMC to Portland VAMC 1/18/19: Tucson VAMC to Long Beach VAMC 2/14/19: Tucson, AZ to SLC, UT
A: 9/18/19:Phoenix to SLC, Portland, Houston 4/26/19: Phoenix to Houston, TX 09/25/18 Phoenix to Portland, or 10/1/18 Phoenix to Portland, or 10/18/18 Phoenix to Portland, or 11/29/18 Phoenix to SLC, UT 01/10/19 Phoenix to Portland, or
Q: Are there specifications on the type of fixed-wing aircraft, i.e. turbo prop, light jet, etc?
A: Defer to contractor due to technical requirements with specific aircrafts abilities.
