Is there any abatement anticipated for this project? If yes please see next four questions
Building 51 was built around 2006, so no abatement is expected. Abatement is expected in renovation area. Reference Attachment 19, Asbestos and Lead reports, for second floor area being renovated.
What is the notification period? Refer to specification 01 35 26.
Does an abatement plan have to be submitted; within what time frame?
Yes, reference specification 01 35 26 "Plans Required". This will be part of the Accident Prevention Plan. "Submit the APP to the COR for review for compliance with contract requirements in accordance with Section 01 33 23, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES 15 calendar days prior to the date of the preconstruction conference for acceptance. Work cannot proceed without an accepted APP."
What is the certification/clearance process required (clean environment to work) who would be responsible for providing inspection?
From the specs, "A Certified Safety Professional (CSP) with specialized knowledge in construction safety or a certified Construction Safety and Health Technician (CSHT) shall randomly conduct a monthly site safety inspection. The CSP or CSHT can be a corporate safety professional or independently contracted. The CSP or CSHT will provide their certificate number on the required report for verification as necessary.
1. Results of the inspection will be documented with tracking of the identified hazards to abatement.
2. The COR will be notified immediately prior to start of the inspection and invited to accompany the inspection.
3. Identified hazard and controls will be discussed to come to a mutual understanding to ensure abatement and prevent future reoccurrence.
4. A report of the inspection findings with status of abatement will be provided to the COR within one week of the onsite inspection."
Would abatement period count towards 60 day schedule? Yes, abatement can happen in conjunction with demo work of building 51.
During the jobwalk, it was mentioned that we would be tearing down the smoker patio in order to gain access to the site with equipment, wanted to clarify if that is the case See above.
Yes
Is there an asbestos and lead paint survey performed on the building? See above.
Will contractor have to maintain the silt fence and straw waddles placed around the building perimeter, once the project is complete? Once project is complete there is no expectation for contractor to maintain site.
SOW says to “relocate” audio booths. Does this include final electrical connections? If so, is there enough power at the new location or does additional power need to be run to the location? Sufficient power exists at new location. See sheet E4.5 deductive alternate #7 narrative for specific power requirement.
If audio booths require additional power run, where and how far is the nearest source? Service bay 6 is in very close proximity.
To what extent will the VA empty Building 51 prior to contractor’s start of work? Will all items not attached to the building be removed prior to start? If not, what will remain for contractor to include? Expect to remove and dispose of equipment, desks, chairs, and furniture not attached to walls in addition to items attached to wall.
Room IG-210 is a “Laser” room. Will the laser equipment be removed by VA prior to construction start? If not provide product data for this equipment. Yes, this will be removed.
Are there any items in building requiring special consideration prior to or during demo? Refer to Attachment 12 Bldg 51 As-Built drawings for Bldg 51.
There appears to be a large awning or canopy over the fountain and hardscape. What is this made of?
The awning remains and is not going to be demo'd. Part of the awning may need to be disconnected and temporarily pulled back, but this will need to be put back to original state prior to completion of contract.
Can contractor fence off fountain area at northeast corner of building from patients/staff/visitors? Fountain does not exist. A portion of the northeast area may be fenced off.
The southwest corner of the building goes right up to sidewalk.
How much of the surrounding sidewalks can be closed to foot traffic around the building? Sidewalk should be kept open as much as possible. When necessary, patients will be re-directed west through the parking lot to alternate sidewalks.
Is the red line around the building shown on Attachment 3 (Site Plan) the location of temp fencing? If so, recommend extending fencing to include closing off the sidewalk between Bldg. 51 and Nursing Home Building to the east and between Bldg. 51 and Main Bldg.
The north side will require the extension of the fence when the duct bank and sidewalk is removed and the sidewalk repaired. Fence line location will be close to the red line, yes. Final location will be approved by COR prior to start of demo. Access to Nursing home building should be maintained as much as possible.
Can VA provide plan showing location for temporary fencing?
This will provide contractor with limits of work area, possible sidewalk repair quantities and foot traffic control needs. See above.
Please provide a conference call number for contractors to call in and listen to the public bid opening. This is important feedback and required by our bonding agent. When only an award is posted we are unable to provide the number of bidders, range in pricing and how we placed.
This is not an option. Bids will be opened in a public location. Bidders have the option to attend in person or submit their bids in accordance with the solicitation. An abstract of received bids will be posted after the bid opening.
Refer to Attachment 12 Bldg 51 As-Built drawings for Bldg 51.
Provide structural framing and roof plans.
Drawing C-1 has a note at Building Section C on the south side of the building states “Cut and cap northern SD line at this point.” This conflicts with Section C-C on C-3 which states “Protect in place.” Should the storm drain be cut and capped or protected?
The note on C-1 should be moved to the west, to the westerly side of the most western SD lateral coming from the building's roof drain. The "protect in place" note on C-3 is refering to the southern most SD line coming from the drain inlet.
The audio booths are provided with floors depending on the existing building and what is part of the build out (if any): Information on the flooring for the audio booths can be found in the as-built drawings for building 51, see attachment 12.
If the build-out includes a depression or pit in the building, to install the booths then we provide a floor as part of the booth and it can come with or without carpet. The floor is generally a 4” steel floor on isolation rails to reduce vibration noise into the chamber/booth (double wall note 1 or 2)). This is not a question. See response above.
If no depression but the build-out allows for a raised floor around the booth (audiology area) then the above occurs. This is not a question. See response above.
If not depression or raised floor we will provide a special low profile floor to comply with ADA entry by laying down a noise reducing pad (3/8”) with a 1/8” steel plate on with we mount the booth. This reduces any noise due to not having the standard isolated floor (see low profile drawing This is not a question. See response above.
