In the solicitation the government is requiring a general contracting license not an electrical contracting license. My question is will the government accept a California C10 license for this scope of work? As a C10 we only perform electrical work or work incidental to electrical work for example wall repair.
A C-10 license is acceptable for this scope of work.

Paragraph E “Endstate Performance” states “Completed work will be inspected by a licensed installer in the appropriate trade.” Can the work be inspected by the same electrical company that performed the installation? Does the inspector need to be an independent third party?
The VA will inspect all completed work.

Will the VA set-up a conference call for contractors to call into the public bid opening to hear results?
The VA will not set up a conference call. You will need to be present at the Phoenix office to witness the bid opening.
