| Answer 1: | Site visit attendance is not a requirement to bid and additional arrangements will not be made. |
| Question 2: | Will you consider including FAR Clause 52.208-9 Contractor Use of Mandatory Sources of Supply or Services? |
| Answer 2: | Solicitation will not include FAR Clause 52.208-9 as the facility will provide all supplies. |

| Answer 3: | There is no incumbent for these services. |
Question 4: Ref the subject PWS:
13.4 Commercial Standards/Advisory Recommendations: The following commercial standards and advisory recommendations are applicable to this effort:
b. International Sanitary Supply Association (ISSA) and Cleaning Industry Management Standard for Green Buildings (CIMS-GB). The contractor shall maintain ISSA CIMS- GB certification throughout the contract period.
Is the CIMS-GB certification a requisite to bid on this effort?
If not, can a company be in the process of earning the certificate during the solicitation and award process?
Answer 4: The Certification(s) listed in the PWS are required to perform on a subsequent contract resulting from this solicitation. Certifications should be active at time of quote submittal.
Question 5 : Is this the first time the Phoenix VA is doing this type of service?
Answer 5: This solicitation is to augment the Phoenix VA staff while recruitment and hiring of additional VA personnel is accomplished.
Question 6: Under the Technical Portion of the above referenced solicitation it states the following:
· Provide a copy of valid license in the State of Arizona as Contractor, to include the required licenses and certificates needed for aseptic cleaning.
· Submit current and valid personnel training certification and/or licenses related to the scope of services specified in this solicitation. Contract personnel shall have the proper training to meet the specifications of this solicitation at the time of award.
Could you clarify:
1. What license in the State of Arizona is needed for aseptic cleaning?
2. What certifications/licenses is needed for the personnel training?
3. Are the above licenses/certification due with our proposal submission?
Answer 6:
1. There is not a State of Arizona specific certificate for aseptic cleaning. Any certifications received by a training institute or governing body should be submitted with quote. This section in the PWS is being revised to request active Vendor Business Certificate, Proof of Insurance and certifications from a training institute/governing body related to janitorial/housekeeping services.
2. Submit explanation of training program completed by personnel. This may be a formal third-party training program or internal training contractor personnel receives to provide housekeeping/janitorial services in a medical setting. This section is being revised in the PWS.
3. Yes, all certificates, applicable licenses and description of training program by personnel should be received at the time of quote submission.
Question 7: Will the areas be populated with staff and/or patients for cleaning?
Answer 7: The hours of performance are mainly during 2nd shift with some 3rd shift hours. The identified areas should be unoccupied.
Question 8: What hours are required to work?
Answer 8: During 2nd shift and some 3rd shifts Monday – Friday IAW PWS Section 3.2.
Question 9: Will cleaning be required in ICU/Operating rooms?
Answer 9: No, cleaning is not required in ICU/operating rooms. Areas to be cleaned can be found in the PWS, Section 15, Cleaning Schedule.
Question 10: Will the schedule be done by the COR for the contractor?
Answer 10: Yes, areas to be cleaned will coordinated by the COR based on cleaning needs. A schedule or plan will be provided by the COR.
Question 11: Will equipment be provided by the Government?
Answer 11: All equipment shall be provided by the Contractor.
Question 12: Does the grout in the bathroom require professional grout cleaners or can contractor scrub the grout?
Answer 12: The grout shall be cleaned in a manner that will satisfy cleaning requirements of the PWS.
Answer 13: Is there a housekeeping closet in building 21?
Answer 13: Yes, a housekeeping closet is located in building 21.
Question 14: Is exterior cleaning required? What about windows?
Answer 14: Exterior cleaning is not required. The interior windows within the areas identified in the PWS will need to be cleaned IAW the PWS.
Question 15: Do curtains and blinds need to be removed to clean?
Answer 15: Blinds shall not be removed to clean. All cleaning and dusting will be done with blinds in place to satisfy requirements of the PWS. There are disposable curtains in the areas of the clinics identified in the PWS. These curtains have a date when they should be replaced. The contractor is not required to remove or replace these but should identify any and all curtains that are past the replacement date.
Question 16: Will the Government issue keys to the housekeeping closets?
Answer 16: Yes, the Government will issue keys to access the housekeeping closets.
Question 17: Will contractor use medical “robots” to clean and sterilize areas?
Answer 17: The contractor will not use medical “robots” to clean and sterilize areas.
Question 18: Do the wall partition(s) in the quad room need to be cleaned?
Answer 18: The cloth wall partition(s) in the quad room do not need to be cleaned or dusted.
Question 19: How will the Government verify that an area has been cleaned? Will inspections be daily, weekly, etc.?
Answer 19: The COR will work with the Contractor and determine the frequency of inspections.
