About this file

This is a Sources Sought Notice issued by the Department of Veterans Affairs, Network Contracting Office 17, for market research purposes regarding ground ambulance transportation services. The VA seeks to identify potential contractors capable of providing Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services to support the Central Texas Veterans Health Care System (CTVHCS) catchment area. The estimated requirement encompasses approximately 4,692 patient trips annually, with services needed on an as-needed basis for both emergent and non-emergent transports in compliance with all federal, state, and local regulations. The response deadline is August 4, 2026, at 3:00 PM Central Time, and responses should be submitted to both the Contract Specialist (Erika N. Taylor at Erika.Taylor@va.gov) and Contracting Officer (Astrid McKinney at Astrid.McKinney@va.gov).

Prospective vendors must submit comprehensive information including business name and address, point of contact details, SAM UID number and registration status, NAICS code (621910 specified), business size classification, business type (with specific interest in Small Businesses, Service-Disabled Veteran-Owned Businesses, and other designated categories), and past performance in patient transport services within the preceding five years. Vendors should disclose their current fleet size, capability to acquire additional vehicles to cover the entire catchment area, and estimated percentage of subcontracting work. While market research pricing is requested but not mandatory, the VA specifically requests detailed pricing breakdowns (per mile, base rate mileage, etc.) to inform future procurement strategy decisions. Contractors with existing GSA or VA Federal Supply Schedule contracts should include those contract details in their responses. This notice is solely for informational purposes and does not constitute a formal solicitation; responses will inform the VA's decision regarding procurement strategy, including potential set-asides for future solicitation.
