About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs for bread delivery services to the South Texas Veterans Healthcare System.
The contract is a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with an indefinite-quantity structure covering a base period from December 1, 2026, through November 30, 2027, plus four one-year option periods extending through November 30, 2031. Delivery will be made to two locations: Audie L. Murphy Memorial Veterans Hospital in San Antonio and Kerrville VA Medical Center in Kerrville, Texas. The contractor must deliver bread products twice weekly (Tuesday and Friday for San Antonio; Tuesday only for Kerrville) during specified hours (6:00 AM to 4:30 PM). Required bread products include sandwich loaves (white and whole wheat), rye bread, English muffins, hamburger buns, hot dog buns, Parker House rolls, and hoagie rolls, with annual quantities specified for each location and product type. All delivered goods must have a minimum shelf life of seven days from delivery date and must be inspected upon receipt with rejected items replaced the same day by 3:00 PM at contractor's expense. Orders will be placed on an as-needed basis by the Contracting Officer's Representative, and the contractor must not substitute items or modify quantities without prior approval.
The quotes are due by November 13, 2026, at 10:00 AM CST, with technical questions accepted until November 4, 2026. Evaluation will be based on technical capability, price reasonableness, and past performance using comparative analysis procedures. The contractor must provide electronic invoices monthly through VA's Electronic Invoice Presentment and Payment System, be registered in the System for Award Management (SAM), and comply with all SDVOSB limitations on subcontracting requirements, including the certification on VAAR 852.219-76. The contract incorporates numerous FAR clauses and VA-specific regulations addressing security prohibitions, personnel requirements, records management, and compliance with federal procurement standards.
