About this file
This is a Solicitation/Contract/Order for Commercial Products and Services (Standard Form 1449) issued by the Department of Veterans Affairs Network Contracting Office 17 for bread delivery services to VA North Texas Health Care System facilities.
The contract is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for the provision and delivery of bread products to the Nutrition and Food Services departments at two locations: Dallas VA Medical Center (4500 S. Lancaster Rd., Dallas, TX 75216-7167) and Sam Rayburn Memorial Veterans Center (1201 East 9th St., Bonham, TX 75418-4059). The solicitation number is 36C25727Q0073 with an issue date of October 30, 2026, and quotes are due by November 13, 2026, at 10:00 AM Central Standard Time via email to Maria Orosco-Hofmann at Maria.Hofmann@va.gov. Technical questions are due by November 4, 2026, at 10:00 AM CST. The contract period consists of a base term from December 1, 2026, through November 30, 2027, followed by four one-year option periods extending through November 30, 2031. Deliveries must occur weekly on Tuesdays between 7:00 AM and 10:00 AM to both facilities' walk-in coolers, with replacement of rejected products required the same day by 3:00 PM. Bread products must maintain a minimum seven-day shelf life from delivery and include white sandwich loaves, whole wheat sandwich loaves, white hamburger buns, wheat hamburger buns, and rye bread loaves, with annual estimated quantities totaling 16,594 units across both locations.
The contract is an indefinite-quantity, requirements-based procurement with estimated annual quantities but no guaranteed minimum purchases. Payment is by Electronic Funds Transfer through the System for Award Management, with monthly invoicing required through VA's Tungsten Network electronic invoicing system at http://www.fsc.va.gov/einvoice.asp. Award will be made on a best-value basis considering technical capability, price, and past performance, with the Government reserving the right to conduct discussions and reject any or all offers. Offerors must be certified SDVOSBs registered in the SBA certification database and comply with limitations on subcontracting requirements for supplies, which restrict payments to non-certified SDVOSBs to 50 percent of the contract amount (excluding material costs). The principal NAICS code is 311812 (Commercial Bakeries), and the acquisition incorporates standard FAR clauses and VA-specific regulations governing contractor conduct, security prohibitions, payment procedures, and quality management.
