Questions and Answers

RFQ Amendment 36C25727Q0040 0001

El Paso Lift Station Piping Repair

Q1. Will both discharge pipes be replaced or is it just the broken line?

A1. The scope of work is limited to the replacement of the piping located at the south pump.

Refer to the sketch below, where the affected piping is highlighted in yellow:

Q2. Please confirm whether the replacement piping is limited to the connection between the pump discharge (connection and the existing check valve located immediately above the lift station lid, or whether the replacement piping is intended to extend farther downstream beyond the valves?

A2. The scope of work shall include the replacement of all piping components extending from the pump discharge connection to the first flange above the lift station lid. Please refer to the sketch provided in response to Question No. 1 regarding limits of replacement. The piping to be replaced is highlighted yellow for clarity.

Q3. Is the after-hours designation strictly 5:00PM-12:00AM MDT? Would any time after midnight be included/allowed?

A3. To minimize impacts on facility operations, the El Paso VA Medical Center has determined that the work should be performed during weekend hours. The lift station is a critical system and cannot be fully taken out of service. Accordingly, the Contractor shall plan and schedule the work to reduce operational disruptions. A detailed work plan and construction schedule shall be submitted to the COR for review and approval prior to the start of any work activities.

Q4. Solicitation states after-hours include Saturdays and Sundays. Will it be the same times or the entire day for those two days.

A4. All work is expected to be performed during a single weekend (Saturday and Sunday).

The Contractor shall provide a detailed hourly work schedule for review and coordination prior to the start of work. Work activities shall commence no earlier than 7:00 A.M. each day.

Q5. During the site visit, it was noted that Mechanical Room C106 is located more than 100 feet from the exterior access doors through an interior corridor. The temporary pumping equipment may require an exterior access door to remain open during operations, potentially creating an unsecured point of entry into the facility. Will the VA provide or require specific security measures, such as dedicated security personnel or controlled access procedures, to prevent unauthorized entry while the exterior doors are open during pumping operations?

A5. The El Paso VA Medical Center will provide an authorized escort to accompany the Contractor and its personnel throughout the duration of on-site activities. The escort will facilitate exterior access and oversee construction operations to ensure compliance with all applicable facility requirements, safety standards, and security procedures.

Q6. Please Clarify the required pipe material (E.G., Carbon Steel or stainless steel) and the corresponding material requirements for the Sch 80 reinforced flanges in order to ensure compliance with the VA’s specifications.

A6. The Contractor shall provide replacement flanges with a minimum ASME Class 150 pressure rating. All proposed flanges shall be compatible with the existing piping system and designed to meet the operational requirements of the lift station. The Contractor is responsible for submitting complete product data, including manufacturer specifications and pressure ratings, for VA review and approval prior to procurement and installation.

Q7. Can a floor plan showing the location of Mechanical Room C106 and the exterior entry doors on the same floor be provided.

A7. Yes. Please refer to the sketch below for the requested information.

Q8. Can a spec sheet be provided for the pump that gives connection type?

A8. The Contractor shall be responsible for field-verifying all dimensions, pipe sizes, and existing conditions required for the successful execution of the project. Any measurements necessary for fabrication and installation shall be confirmed by the Contractor prior to commencing work.

Q9. Please clarify what is meant by “Schedule 80 reinforced flanges,” including the required flange type, material, pressure class, applicable standard, and whether a standard Schedule 80-compatible flange is acceptable.

A9. Please refer to the response to Question No. 6.

Q10. Limitation on subcontracting (SF 1449, page 1; clause C.8, VAAR 852.219-75, page 31).

The SF 1449 assigns NAICS code 238220, Plumbing, Heating, and Air-Conditioning Contractors. The certificate in clause C.8 marks paragraph (a)(1)(i), "Services," and leaves paragraph (a)(1)(ii), "General construction," and paragraph (a)(1)(iii), "Special trade construction contractors," unmarked. Under 13 CFR 125.6(b), "The contracting officer's selection of the applicable NAICS code is determinative as to which limitation on subcontracting and performance requirement applies," and "In no case shall more than one limitation on subcontracting requirement apply to the same contract." Which limitation applies to this contract:

the special trade construction limitation in paragraph (a)(1)(iii), at 75 percent with the cost of materials excluded, or the services limitation in paragraph (a)(1)(i), at 50 percent? If paragraph (a)(1)(iii) applies, will VA issue an amendment marking it before quotes are due?

A10. An updated VAAR 852.219-75 is attached to this amendment.

Q11. Past performance references (Addendum to FAR 52.212-1, page 36; E.4, Basis for Award, page 37). The addendum asks for "three past performance references" for services "rendered by the Offeror as the prime contractor only," and also for "the name(s) and SAM UEI(s) of subcontractor(s), if applicable." Under 13 CFR 125.2(g), when the offer of a small business prime contractor "specifically identifies the first-tier subcontractor(s)," the agency "must consider the capabilities, past performance, and experience of each first tier subcontractor that is part of the team as the capabilities, past performance, and experience of the small business prime contractor" if the prime's own record "does not independently demonstrate capabilities and past performance necessary for award." If a quote names a small business first-tier subcontractor with its SAM UEI and lists three references for that subcontractor's work, each identified as the subcontractor's, will VA treat the quote as complete under E.4 and evaluate those references? If VA will consider only the prime contractor's own references, will a quote from an offeror without three such references be treated as complete?

A11. Past performance review will be in accordance with 13 CFR 125.2(g).

Q12. Is there a sewer manhole near dock area that sewage can be pumped into?

A12. No. The Contractor is responsible for providing all pumping and disposal services required for the execution and completion of the project.

Q13. Do you have a layout from mechanical room C106 to the back door area by loading dock?

A13. Please refer to the response to Question No. 7.

Q14. To be clear, piping is only for one pump that being south pump ONLY?

A14. Yes. Please refer to the sketch provided in response to Question No. 1 regarding limits of replacement. The piping to be replaced is highlighted yellow for clarity.

Q15. According to General information 1.4 Hours of operation: 7am -5 pm and AFTER HOURS 5 pm to 12 am as well as Saturdays and Sundays. So building is unoccupied during 12 am to 7am? But 1.4.1 states work to be done after hours. Was the intention for work to be done during 12am and 7am?

A15. Please refer to the response to Question No. 4.

Q16. Will the existing supports handle the ductile and valving once the leader from the pump to the check valve is removed or will additional supports be required?

A16. Due to the age and condition of the existing lift station, the Contractor shall include provisions for additional pipe supports, as necessary. If the existing supports are determined to be inadequate or incompatible with the replacement piping, the Contractor shall provide and install suitable supports to ensure a stable and properly supported piping system.

Q17. Since there is no electrical work will Facilities do the LOCK OUT TAG out for the pumps while work is being done?

A17. Yes. VA Facilities Management will perform the Lockout/Tagout (LOTO) of the pumps prior to the start of work.
