About this file
This is a Consolidation/Bundling Requirements Strategy document for wheelchair transportation services at the Dallas VA Medical Center. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 17 (Network Contracting Office 17) is consolidating multiple existing procurements into a single solicitation to streamline operations and reduce administrative burden. Currently, the incumbent contractor is Priority Care Transit EMS Central, a Service-Disabled Veteran-Owned Small Business (SDVOSB), which operates under four separate market research reports, four solicitations, and 20 task orders. The consolidation will reduce this structure to one market research report, one solicitation, and approximately five task orders over the five-year contract period.
The solicitation number is 36C25726R0014, classified under NAICS code 485991 (taxi and limousine service). The contracting office is located in San Antonio, Texas (zip code 78240), with primary contact Anitra Carter and secondary contact Astrid McKinney at the Network Contracting Office 17. The procurement method will be set aside exclusively for SDVOSB vendors, as approved through the Consolidation Determination and Findings memorandum. The consolidation has been determined to be necessary, justified, and in the Government's best interest based on market research findings. This consolidation effort aims to improve efficiency while maintaining the SDVOSB set-aside requirement.

DESCRIPTION
Network Contracting Office 17 (NCO 17) plans to solicit offers for Wheelchair Transportation Services for the Dallas VA Medical Center and has conducted market research that demonstrates the consolidation of this procurement to be necessary, justified, and in the best interest of the Government.
Currently, there are four market research reports, four solicitations, and 20 task orders under the incumbent, Priority Care Transit EMS Central, a SDVOSB vendor/contractor. We’re proposing a consolidation to reduce it to one single market research, single solicitation, and possibly five task orders instead of 20 over the five-year period. The proposed procurement method is an SDVOSB set aside.
Attached is the approved Consolidation Determination and Findings memo.
