The amendment modifies the original RFQ by revising the Statement of Work to reduce the total line items from eight to six by removing two items and modifying one item. The revised solicitation requires delivery of 470 units total across six CLINs: 125 Sig Sauer ROMEO-X Reflex Sights (Part # SS SORX1060), 105 Blackhawk T-Series Level 3 Duty right-handed holsters (Part # BH 45ND61BKR), 20 Blackhawk T-Series Level 3 Duty left-handed holsters (Part # BH 45ND61BKL), 160 Streamlight TLR-1 HL tactical lights (Part # STL 69260), 25 Blackhawk T-Series Level 2 Compact holsters (Part # BH 410361BKR), and 35 Zero 9 Double Mag Cases (Part # Z9S-Z9-4006-BLK-TEK). All products must be brand-name only with exact manufacturer specifications and no substitutions permitted. Delivery is required within 60 days After Receipt of Order (ARO) for all items except the left-handed holsters, which are extended to 90 days ARO due to known manufacturer backlogs. The quote deadline is extended from August 31, 2026 to September 4, 2026 at 4:30 PM Central Time. Delivery shall be FOB Destination to VA North Texas Health Care System Warehouse Building 44, Dallas, Texas. Partial quotes are accepted, and contractors must submit pricing through a revised price schedule template provided. Payment follows satisfactory delivery and government verification with invoicing through the Tungsten System. The manufacturer's standard commercial warranty applies to all supplied items. AMENDMENT TO RFQ 36C25726Q0839

The purpose of this amendment is to modify several aspects of RFQ 36C25726Q0839 as follows:

1. Statement of Work (SOW): The Statement of Work is revised to remove two (2) line items (6 and 8 on old SOW) and modify one (1) line item (8 on old SOW). As a result, the revised SOW will now reflect a total of six (6) items being requested. Except for the changes specifically identified in this amendment, all other requirements of the SOW remain unchanged. Please see revised SOW below and submit quotes based on it.

1. Price Schedule: An updated price schedule, reflecting the revised items requested has been provided below. When submitting, please ensure you are using the new revised P/S included below. Or, if providing your own P/S, ensure the items match the items that are reflected on the revised SOW and Price Schedule.

1. Delivery Requirements: The Government is aware of current manufacturer backlog/backorder conditions affecting the Blackhawk left-handed holster. According to manufacturers, the issue should be resolved by the end of August and /or the beginning of September. Accordingly, the required delivery timeframe for this specific line item is extended to 90 days After Receipt of Order (ARO). All other line items remain subject to the original delivery requirement of 60 days ARO.

1. Partial Quotes: Partial quotes will be accepted for this requirement. Offerors shall refer to the Offeror Submittal List section of the RFQ for applicable submission requirements.

1. Quote Due Date: The deadline for receipt of quotes is extended from August 31, 2026, to September 4, 2026, at 4:30 PM Central Time (CT).

Except as specifically modified by this amendment, all other terms, conditions, requirements, and provisions of RFQ 36C25726Q0839 remain unchanged and in full force and effect.

(SEE REVISED SOW BELOW)

STATEMENT OF WORK

North Texas Veterans Health Care System

1. REQUIREMENTS

The contractor shall be responsible for providing all materials needed for VA facility: North Texas Veterans Health Care System (VANTHCS). The P320/firearm accessories (found in Table 1 of this document) will be required to be delivered to VA North Texas Health Care System, Warehouse Building 44, 4500 South Lancaster Rd, Dallas. TX. 75216. After all materials have been delivered, the contractor will submit an invoice for final payment.

BRAND NAME ONLY: The contractor shall furnish and deliver the exact manufacturer products and part numbers listed in Section B.3. No substitutions or equivalents are permitted. The specified brand-name firearm accessories are required to ensure compatibility, interoperability, and standardization with the VA facility’s existing firearms and issued equipment. Use of alternate products could result in fit, function, or operational compatibly issues and would require additional testing, training and configuration changes. Furthermore, use of non-standard or incompatible accessories could also create potential safety risks for agency personnel during firearm operations and deployment.

2. OBJECTIVES:

The contractor shall furnish and deliver the supplies identified in Section B.3, complete, new, authentic manufacturer products, in original unopened packaging, FOB Destination. All CLINs shall be delivered no later than 60 calendar days after date of award. The receiving official will inspect for count, part-number match, condition, completeness, and visible damage. Acceptance occurs only after written confirmation by the Government. Nonconforming supplies may be rejected and must be replaced at no added cost. The manufacturer’s standard commercial warranty applies.
