About this file
This is Amendment 0001 to a federal solicitation for CTX Fire Sprinkler Reconfiguration for Dental Expansion services, issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas. The solicitation number is 36C25726Q0827, effective August 6, 2026, with a project code of 36C257.

Questions and Answers CTX Fire Sprinkler Reconfiguration for Dental Expansion
1. The SOW references "RCP Drawings" for sprinkler head relocation/layout, but no drawings appear to be attached to this solicitation package. Can the Government issue the RCP drawings and any existing fire sprinkler as-built/hydraulic calculation drawings via amendment?
Safety is the one in charge of the fire suppression system
2. Is an existing fire alarm/sprinkler system as-built or hydraulic calculation set available for reference (system type, zone, riser location, existing head count/coverage)?
Safety would be the ones with that information.
3. Will the Government hold a site visit or walkthrough prior to quote submission, given the scope depends heavily on existing conditions (ceiling type, existing head locations, occupied space)?
No site visit will be available
4. The Price Schedule (B.2) lists CLINs 0001-0004 (Fire Suppression Parts, Labor, Project Management, Overhead) at Qty 1.00 EA with no unit breakdown. Is the Government expecting a single lump-sum FFP per CLIN, or should offerors submit a detailed bill of materials/quantities (e.g., number of heads relocated/added, linear feet of flex line)?
This shall and will be a detailed breakdown
5. How many sprinkler heads are estimated to be added and/or relocated to support the 14 additional dental chairs?
There will be 30 sprinkler heads that need to be relocated
6. Are the areas affected finished ceiling (chrome semi-recessed/VS2 flex head) or exposed (brass sprinklers), or a mix, and can the ratio/quantity be identified?
Yes, the ceiling grid is in and yes you can identify ratio/quantity
7. Will the Dental Clinic (or adjacent areas) remain occupied and providing patient care during construction, or will the affected area be vacated?
The adjacent sections will be occupied and will be providing patient care. Our area will be vacant since it is under construction
8. Is an asbestos-containing materials (ACM) survey available for the work areas, given this is an occupied VA hospital building?
Yes, this information is available from our safety team.
9. What ICRA class (I-IV) is anticipated for this scope, and will the Government provide the ICRA permit template/checklist, or is the contractor expected to develop it independently?
You will be able to work under our current ICRA and PCRA
10. Who is the point of contact for the Local Fire Marshal that must be coordinated with, and is a specific impairment/notification procedure required (e.g., fire watch during system shutdown)? The SOW states that the system must in accordance with NFPA 13 and local fire marshal requirements, the coordination must be done by the contractor if the requirements aren’t known.
11. Is a fire watch required during system impairment/shutdown, and if so, is that a contractor-furnished responsibility or provided by VA Fire/Life Safety? Coordinate shutdowns with COR five (5) days ahead.
12. What acceptance testing is required after installation (hydrostatic test, flow test), and who is required to witness it (COR, VA Fire Protection Engineer, AHJ)? Hydrostatic test and flow test. COR will witness. The contractor will ensure proper operation of the system.
13. Are permits from the local Authority Having Jurisdiction (AHJ) required in addition to VA internal approvals, and if so, does the contractor or VA obtain them The contractor will obtain all required permits.
14. Section C.5 (852.219-75) only checks the "Services" limitation-on-subcontracting box (50%), not "General Construction" (85%) or "Special Trade Construction" (75%). Given this scope is fire sprinkler installation/reconfiguration work, please confirm the Government intends this to be evaluated and administered as a services contract (50% LOS) rather than construction. This is services, the construction box was checked on accident.
15. Is a payment and/or performance bond required for this effort, given it involves fire suppression system modification in an occupied federal building? No bond, this is not construction.
16. Please confirm the Wage Determination "P07 WD 2015-5237 rev30 05-13-2026 Bell County" referenced in Section D is the complete and correct attachment intended to accompany this solicitation, as it was not visible in the version received. WD is correct and it can be looked up in SAM.gov
17. Given the 15-day ARO period of performance, does that timeline account for ICRA permit approval lead time, or does the 15 days begin only after ICRA approval is granted?
The timeline starts when ICRA is granted.
18. Can we be supplied with the current drawings and locations of the installed sprinkler heads? Not available.
19. Are the number of heads increasing, or are they just moving locations The number should not be increasing just need relocation
20. SOW states “Add and relocate sprinkler heads as needed per wall and ceiling layout on RCP Drawings.” Can you supply these drawings so that we can have at minimum a count and an idea of locations for the service? Drawings are attached.
21. Can you please share the demo reflected ceiling plan showing existing sprinkler locations? Or will a site visit be provided so offerors can determine where existing sprinklers are located? Drawings are attached. No site visit is available.
22. Can you please share the new reflected ceiling plan showing the new wall locations so offerors can determine how many new sprinklers will be needed and compare to existing sprinkler locations to determine the extent of work required for the relocation. Drawings are attached.
23. Will this work be performed during active construction of the new ceiling and walls, or is it stand alone work that needs to be coordinated around an active dental clinic schedule? Stand-alone work during active construction
24. Please confirm that design and engineering work is required to be approved by NICET and FPE per the VA Fire Protection Design Guidelines. Yes
