B.2 STATEMENT OF WORK (SOW)

Brand Name or Equal Solicitation

1. GENERAL INFORMATION

Title of Project: Laboratory Instrumentation — QuantStudio 7 Pro Real-Time PCR System, or Equal

Scope of Work: The VISN 17 Center of Excellence, located at 4800 Memorial Drive, Building 93, MRI W93, Waco, TX 76711, requires new laboratory instrumentation described as an Applied Biosystems QuantStudio 7 Pro Real-Time PCR System, or equal product. This solicitation is issued on a BRAND NAME OR EQUAL basis. The brand name product is cited solely to describe the salient physical, functional, and performance characteristics required by the Government and is not intended to restrict competition. Offerors proposing an equal product must demonstrate, through descriptive literature and technical documentation submitted with their offer, that the proposed product meets or exceeds all salient characteristics identified in Section 4 below. The vendor shall provide the system, associated consumables/accessories, training for laboratory technicians and designated personnel, and option-year preventive maintenance services as described herein.

2. BRAND NAME OR EQUAL STATEMENT

This is a Brand Name or Equal acquisition in accordance with FAR Part 11 and RFO FAR guidance. The brand name product identified is the Applied Biosystems QuantStudio 7 Pro Real-Time PCR System (or "QS7 Pro"), manufactured by Thermo Fisher Scientific. This reference is used only to describe the level of quality, performance, and salient characteristics necessary to meet the Government's minimum needs and is not intended to limit competition to that specific brand.

Offerors may propose an equivalent ("equal") product manufactured by any responsible source, provided the offered product meets or exceeds each salient characteristic listed in Section 4, Salient Characteristics. Offerors proposing an equal product must:

• Clearly identify the manufacturer, model number, and country of manufacture of the proposed equal product.

• Submit descriptive literature, technical specification sheets, and/or manufacturer's documentation sufficient to demonstrate compliance with each salient characteristic listed in Section 4.

• Identify, in a side-by-side comparison format, how the proposed equal product meets or exceeds each individual salient characteristic (a general statement of equivalency is not sufficient).

• Disclose any salient characteristic the proposed equal product does not meet, along with a technical rationale explaining why the deviation does not adversely affect form, fit, function, or the Government's research and clinical requirements.

Failure to provide sufficient descriptive literature and a salient characteristics comparison may result in the offer being determined technically unacceptable and ineligible for award. The Government will evaluate all "equal" product submissions in accordance with the evaluation criteria at FAR 52.212-2, incorporated elsewhere in this solicitation.

3. BACKGROUND

The Center of Excellence laboratory requires a QuantStudio 7 Pro Real-Time PCR System, or equal, to support current and future research initiatives. The QuantStudio 7 Pro is a high-performance, research-grade qPCR platform that provides advanced multiplexing capability, automation integration, enhanced security and auditing features, and flexible block-format interchangeability — all essential to modern research workflows.

The system must align closely with the Center of Excellence's existing RT-PCR instrumentation, enabling a seamless transition to updated technology while maintaining consistency across ongoing studies. Improved precision, reproducibility, and workflow-automation features are required to reduce variability within current assays and expand capacity to incorporate advanced qPCR methods in future research.
