About this file
This is an amendment to a previously issued solicitation for the CTX Dental Instrument Air System Replacement in Building 163 at the Department of Veterans Affairs Central Texas VA Medical Center in Temple, Texas. The amendment extends the response deadline from August 10, 2026 to August 17, 2026 at 3:00 PM Central Daylight Time and provides answers to 38 questions submitted by prospective offerors. The solicitation is for the replacement of an existing Ohio Medical dental instrument air compressor system with a specified quadruplex configuration of four 15 horsepower compressors capable of delivering 180 standard cubic feet per minute at 50 pounds per square inch gauge. The work encompasses demolition of existing equipment, installation of piping, electrical work including potential upgrades to existing electrical infrastructure, structural pad preparation, and factory startup and commissioning by Ohio Medical. Work must be performed within a 120-calendar-day period of performance and is restricted to Friday 5:00 PM through Sunday 10:00 PM to avoid disrupting patient care operations.
The solicitation is classified under NAICS code 238220 (special trade construction contractors) with a product/service code of N065. The contracting office is the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas, with Crystal Carabajal serving as the point of contact. The procurement is subject to Davis-Bacon prevailing wage requirements and does not involve set-asides, recovery act funds, or bonding requirements. Key clarifications in the amendment confirm that the Statement of Work governs the scope, no "or equal" alternatives to the specified Ohio Medical system will be accepted, the 180 SCFM capacity represents redundant N+1 capacity with three compressors operating and one in reserve, and dental instrument air does not require medical gas installer certification or third-party verification. The amendment also addresses electrical capacity verification, control wiring integration, access restrictions, hazardous materials procedures, and required closeout deliverables including as-builts, operations and maintenance manuals, commissioning reports, and warranty documentation.

Questions - Solicitation No. 36C25726Q0789 CTX Dental Instrument Air System Replacement, Building 163
1. Section C.4, VAAR 852.219-75, has both the "Services" box at paragraph (a)(1)(i) and the "Special trade construction contractors" box at paragraph (a)(1)(iii) marked. These establish different and mutually exclusive limitations on subcontracting (50 percent versus 75 percent). Please confirm which single limitation applies to this requirement.
The SOW describes demolition, piping, electrical work, and installation under NAICS 238220 (construction). Therefore, the Special Trade Construction Contractor 50% limitation is the correct interpretation. Special Trade box was checked by accident.
2. Section C.2 incorporates FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, which applies to Service Contract Labor Standards work, and Section D references a Bell County wage determination. The scope of work includes demolition, electrical installation, piping, patching, and painting under NAICS 238220, which is normally construction subject to Davis-Bacon. Please confirm whether this contract is subject to the Service Contract Labor Standards or the Davis-Bacon Act, and identify the controlling wage determination.
The SOW includes demolition, installation, piping, electrical feeders, structural pad work, etc., all typical Davis‑Bacon tasks. Classify this as Davis‑Bacon construction.
3. Section D references attachment "P07 WD 2015-5237 rev30 05-13-2026 Bell County," but the wage determination was not included in the posted solicitation package. Please post the wage determination.
WD is found in section D https://sam.gov/wage-determination/2015-5237/30
4. SF 1449 Block 27a indicates that FAR 52.212-3 and FAR 52.212-5 are attached, and the Instructions to Offerors state that all clauses and provisions with fill-ins must be completed and returned and that versions from SAM.gov will not be accepted. Neither provision appears in the posted package. Please post the VA versions of FAR 52.212-3 and FAR 52.212-5.
Addendum to 52.212-2 and 52.212-4 is added as incorporated by reference. Every vendor can look up clause.
5. The Instructions to Offerors and the Evaluation addendum repeatedly reference a Performance Work Statement (PWS), but the solicitation contains a Statement of Work (SOW) at Section B.4. Please confirm that the SOW at Section B.4 is the governing scope document and that no separate PWS exists.
PWS is the same as SOW in this solicitation.
6. SF 1449 Block 8 and the Combined Synopsis state that questions and quotes are due at 3:00 pm CDT, while the Addendum to FAR 52.212-1 states 3:00 pm CST. Please confirm the controlling time zone for the August 3, 2026 question deadline and the August 10, 2026 quote deadline.
CST – Central Time Zone as address states San Antonio, Texas.
7. Please confirm whether attendance at the July 28, 2026 site visit is mandatory for an offeror to be eligible for award.
Site Visit was optional
8. The solicitation does not state any bid bond, performance bond, or payment bond requirement. Please confirm that no bonds are required for this procurement.
This is not a construction project therefore; there is no Bond Requirement
9. SOW paragraph 3.1 specifies the system as Ohio Medical AOM1500-460-S4/S6-V240-DD-X with SCFM 180, PSIG 50, Hp 15, Voltage 460, while SOW paragraph 5.3 refers to "50 HP compressor loads." Please confirm the correct compressor horsepower per compressor and the total connected load for the quadruplex configuration and for the future sixplex configuration.
15 HP compressors (Quadruplex) expandable to Sixplex.
The “50 HP loads” mention likely refers to electrical disconnect sizing, not compressor HP.
10. SOW paragraph 3.1 lists PSIG 50 for the instrument air system. Instrument air for dental and surgical instrument use is typically delivered at a higher pressure. Please confirm the required system operating pressure and the required delivery pressure at the point of use.
SOW states 50 PSIG operating pressure. No alternate pressure requirement is listed.
11. SOW paragraph 5.10 states the "Systems Control Panel shall be Simplex for two future pumps," while SOW paragraphs 3.1 and 3.2 specify a quadruplex system expandable to sixplex with a single integrated UL-listed control panel with HMI. Please clarify the required control panel configuration.
Quadruplex system has a single integrated UL‑listed panel with HMI.
12. SOW paragraphs 3.1, 3.2, and 5.10 specify a single named manufacturer and model with no "or equal" provision, and SOW paragraph 5.10 and Evaluation Subfactor (c) require a factory start-up by Ohio Medical. Please confirm that no approved equal will be accepted and that offerors are required to price the named Ohio Medical unit.
The SOW list Ohio Medical model with mandatory factory startup.
13. SOW paragraph 3.3 states the packaged unit shall be warranted for 30 months from date of shipment or 24 months from date of start-up. Please confirm which period controls and confirm the required contractor warranty period for installation labor and workmanship, which is not stated.
24 months from startup.
14. SOW paragraph 5.10 requires that piping be sized and piped for future pumps and that the air treatment module be sized for two future pumps. Please identify the termination points and the extent of the rough-in piping required for future expansion.
The air intake and the system connection sizes are as follows, taking into consideration the future expansion of the system to a (6)-plex configuration:
| - | Air Intake Size: 4” NPT |
| - | System Connection from dryer module: 2” NPT |
15. SOW paragraph 5.10 requires the system to be installed "on a hard surface pad." Please confirm whether the existing equipment pad will be reused, or whether a new housekeeping pad is to be furnished and installed by the contractor and provide the required pad dimensions and construction.
SOW requires installation on a hard pad that supports the weight and dimension of the new unit.
16. SOW paragraph 5.10 requires that piping be certified as clean and debris free. Please confirm whether medical gas installer certification (ASSE 6010) and independent medical gas system verification (ASSE 6030) per NFPA 99 are required, and whether a third-party verification report is a required deliverable.
SOW requires piping certified clean and debris‑free. Dental instrument air is not patient breathing air.
17. SOW paragraph 5.9 states that any existing pump or motors that are operational will remain Government property. Please identify the delivery or storage location for those items and confirm who determines which components are operational.
Operational pumps/motors remain Government property and will be stored in Bldg 53.
18. Please confirm whether any hazardous materials survey or abatement is anticipated in connection with demolition, patching, and painting in Building 163, including asbestos-containing pipe insulation, lead-based paint, or compressor lubricants and refrigerants.
Contractor must stop working and report if discovered (standard VA practice).
19. SOW paragraph 5.2 requires the contractor to verify existing panelboard capacity and available fault current. No electrical drawings, one-line diagrams, panel schedules, or short circuit study data were provided. Please provide existing electrical documentation for Building 163, Room BV115, or confirm that field verification during the site visit is the only basis available to offerors.
Contractors must rely on field verification.
20. SOW paragraph 5.2 requires the contractor to provide upgrades including breakers, feeders, fuses, raceways, and wire if existing infrastructure is insufficient. Because existing capacity is unknown at the time of quoting, please confirm how offerors are to price this contingent scope, or whether an allowance or unit pricing should be included. Note that the Instructions to Offerors prohibit option pricing.
SOW prohibits optional pricing. The Contractor shall provide estimates if upgrades are needed for approval.
21. SOW paragraph 5.8 requires arc flash labels per NFPA 70E. NFPA 70E labeling generally requires an incident energy analysis or arc flash study. Please confirm whether an arc flash study is included in the contractor scope, and whether existing VA study data will be provided.
No arc flash study provided or required.
22. SOW paragraph 5.6 requires control wiring to the Johnson Controls panel for monitoring purposes. Please confirm whether the contractor is responsible for Johnson Controls’ programming, point mapping, graphics development, and integration testing, or whether the contractor scope is limited to wiring terminations at the panel.
SOW requires control wiring with conduit from Johnson Controls panel. Does not require programming, graphics, or integration.
23. Please identify the required alarm points and remote monitoring points to be connected and confirm whether existing conduit and pathways to the Johnson Controls panel are available.
SOW does not list alarm points.
24. SOW paragraph 7 restricts work to Friday 1700 through Sunday 2200, excluding federal holidays, while SOW paragraph 4 sets a 120-calendar day period of performance. Please confirm that all demolition, electrical, piping, installation, testing, and start-up work must occur within that weekend window, and confirm whether daytime weekday work is available for non-disruptive activities such as material staging and delivery.
SOW states all work must be performed Fri 1700–Sun 2200. Work must be completed over the weekend to avoid patient care interruptions. The weekend could include a holiday.
25. Please confirm whether the Ohio Medical factory start-up and commissioning may be performed during the Friday 1700 to Sunday 2200 window, or whether the Government will approve a weekday window for factory start-up.
SOW requires factory startup but also requires weekend work.
26. Section B.3 shows a delivery date of 120 days ARO for Item 0001, and SOW paragraph 4 states a period of performance of 120 calendar days ARO. Please confirm whether all installation, testing, start-up, and closeout must be complete within 120 days ARO, given that equipment lead time for the specified Ohio Medical system may consume a substantial portion of that period.
POP is 120 days regardless of equipment lead time. The POP can be extended on a case-by-case basis.
27. Please confirm the expected duration of the instrument air system outage that the Government will allow, and whether temporary instrument air or an alternate supply is required to maintain dental clinic operations during changeover. Temporary air is not addressed in the SOW.
SOW does not address temporary air.
The work will be completed while the clinic is closed. The weekend or holiday completion requirement is critical.
28. SOW paragraph 6 requires compliance with VA ICRA requirements levels 1 through 4. Please identify the ICRA class and risk group applicable to Building 163, Room BV115, and confirm who performs the ICRA assessment and issues the permit.
SOW references ICRA levels 1–4.
29. Please confirm badging, background investigation, escort, and after-hours facility access requirements for contractor and subcontractor personnel, and confirm whether FAR 52.204-9, Personal Identity Verification of Contractor Personnel, will require PIV cards for this scope.
SOW requires escorts where needed. Badging will be clarified after award.
30. Please confirm laydown, staging, parking, and dumpster locations available to the contractor, and confirm the equipment delivery route and any door, elevator, or ceiling height restrictions for access to Room BV115. SOW paragraph 3.2 states the components are modularly assembled to accommodate most existing doorways.
COR will define access route and restrictions after award.
31. SOW paragraph 8 requires a written service report at completion. Please confirm the full closeout submittal package required, including as-built drawings, O&M manuals, commissioning test reports, and warranty documentation, since Evaluation Subfactor (b) references as-builts and test reports but the SOW documentation paragraph does not.
Full closeout package should include:
As‑builts O&M Commissioning Warranties
32. SOW paragraph 3.1 specifies the packaged system capacity as SCFM 180 at PSIG 50, but the SOW does not identify the equipment served, the number of connections, or the expected simultaneous demand. Before offerors can propose an "or equal" system responsive to actual operational need, please confirm: (a) what equipment or dental instruments the compressor system supplies; (b) how many operatories, users, or instrument connections are served; (c) how many users are expected to operate simultaneously; and (d) the required pressure and airflow at each point of use.
The compressor system will support at least 32 dental chairs.
33. Please confirm whether the stated 180 SCFM in SOW paragraph 3.1 represents the calculated peak simultaneous user demand, or the packaged-system rating after applying redundancy (i.e., an N+1 rating with one compressor held in reserve).
System is quadruplex, 15 HP each. Three compressors operating = 180 SCFM.
Yes, 180 SCFM appears to be N+1 redundant capacity.
34. SOW paragraph 3.2 states that the dryers are "sized to provide for the peak-calculated demand." Please confirm whether the stated 180 SCFM capacity is measured before or after desiccant-dryer purge-air losses.
180 SCFM is after dryer losses.
35. Please provide the capacity, operating pressure, and configuration (number and horsepower of compressors) of the existing instrument air system being replaced, for comparison against the specified replacement capacity.
SOW notes an existing Ohio Medical system is being removed but does not list specs.
Contractors must rely on field verification.
36. SOW paragraph 3.2 requires an "NFPA 99 compliant air compressor system" but does not identify whether the facility has assigned this application Category 1, Category 2, or Category 3 risk classification under NFPA 99. The SOW describes the application as a dental "Instrument Air System" rather than a patient medical air or breathing air system. Please confirm the NFPA 99 risk category the facility has assigned to this application.
Dental instrument air.
37. The specified Ohio Medical AOM1500-460-S4/S6-V240-DD-X is a quadruplex configuration of four 15 HP compressors. At an approximate rating of 60 CFM per compressor at 50 PSIG, three compressors operating with the fourth held in reserve would yield approximately 180 SCFM, consistent with the stated capacity in SOW paragraph 3.1; at a more typical dental operating pressure of 80 PSIG, the corresponding three-compressor redundant capacity would be approximately 175 SCFM. Please confirm whether this N+1 redundancy (three compressors operating, one in reserve) is the intended basis for the specified 180 SCFM rating, and whether the facility's actual connected demand requires this capacity with one compressor out of service.
Yes, 180 SCFM based on three active compressors with one reserve (N+1).
38. If the facility confirms that this application is not assigned NFPA 99 Category 1 life-safety classification, please confirm whether the Government would consider an "or equal" compressed air system that provides comparable redundant capacity (approximately 175-180 SCFM with one compressor out of service) and complies with the applicable NFPA 99 Category 3 support/instrument-air requirements, without incorporating the additional design features associated with a Category 1 medical air plant. This question relates to Question 12 above regarding the sole-source Ohio Medical specification and the absence of an "or equal" provision.
SOW list Ohio Medical system
