The purpose of this amendment is to provide answers to questions that have been asked.

1. Limitations on Subcontracting — which certificate should offerors return?

Reference: Section E.3, item 5, page 30; Section C.5(d), page 23; Section C.6, pages 24-26.

Section E.3, item 5 directs offerors to complete, sign and return 852.219-75, Certificate of Compliance for Services and Construction, as a standalone document. This acquisition is for supplies (three trailers, NAICS 336214). The solicitation incorporates at Section C.6 the text of 852.219-76, Certificate of Compliance for Supplies and Products, including its fill-in certification block at page 26, while Section C.5(d) at page 23 directs offerors to "see 852.219-75 or 852.219-76 as applicable." The text of 852.219-75 does not appear in the solicitation, and Section C.6(d) states that offers not providing the certification will not be considered.

Please confirm which certificate offerors should complete, sign and return — 852.219-75, 852.219-76, or both. If 852.219-75 is required, we would appreciate its text.

Please see page 24, 25, and 26 for what is required to be completed.

2. Required delivery date. 1 NOV 2026

Reference: Section B.4, page 8.

The Delivery Schedule at B.4 lists item 0001, the ship-to address, quantity 3.00 and the MARK FOR contact, but the DELIVERY DATE column is blank, and we can locate no required delivery date or window elsewhere in the solicitation.

Please state the required delivery date, or the maximum acceptable number of days after receipt of order.

3. Do the 26' x 8' dimensions refer to the body or to the overall trailer?

26' x 8' dimensions refer to the body, not the overall length.

Reference: Section B.2, page 4; Section B.3, page 8.

The requirement is a "3 Station 26' X 8' Handicap Accessible Combo Lowering Trailer." The dimensions appear only in these two places and are not further defined.

Please confirm whether 26' x 8' refers to the enclosed body/box or to the overall trailer length (including tongue) and width (including fenders). Manufacturers designate units both ways, and the answer affects which units qualify.

4. Will products equal to the described configuration be accepted? No, require specific brand name specific.

Reference: Section B.2, pages 4-5; Section E.2.A, pages 28-29.

The Statement of Work lists approximately 46 individual features, and the solicitation does not state whether the requirement is brand-name-specific or brand name or equal. Section E.2.A.3 provides that quotations may exceed the minimum requirements, while Section

E.2.A.4 provides that failure to meet a requirement will result in removal from further consideration.

Please confirm whether products equal to the described configuration will be accepted, provided they meet the minimum requirements of the Statement of Work.

5. Predator generator — may an equal be substituted, and how does the named brand relate to Buy American? No, All parts are assembled in USA.

Reference: Section B.2, page 4; Section C.1, page 9 (FAR 52.225-1); Section E.7, page 34 (FAR 52.225-2); page 35 (FAR 52.225-18).

The SOW specifies a "Predator 11,500 Watt Tri Fuel Super Quiet Inverter Generator" by brand name — the only brand named in the requirement. The solicitation also incorporates FAR 52.225-1 Buy American — Supplies, requires the FAR 52.225-2 Buy American Certificate, and lists FAR 52.225-18 Place of Manufacture.

Please confirm whether a generator of equal or greater capability may be substituted, and how the named generator should be treated for purposes of the Buy American requirements of this solicitation.

6. Graphics — square footage and artwork.

Reference: Section B.2, page 4; Section E.3, item 10, page 30.

The SOW requires "Customer supplied Graphics for Streetside, Curbside and Rear of Trailer (Per square foot Decal installed)" but states no square footage, and no artwork is furnished.

Section E.3, item 10 requires flat-rate pricing per line item. Artwork provided, see below.

Please state the approximate square footage of decal per trailer and confirm when artwork will be furnished, so that offerors can include this element in flat-rate pricing.

7. The posted solicitation appears to be incomplete.

Reference: SF 1449, page 1 (page-count block and Block 27a); Section D, page 27.

The SF 1449 states "PAGE 1 OF 52." The posted document contains 39 pages, with footers reading "Page N of 39" throughout. Block 27a states that FAR 52.212-3 and FAR 52.212-5 are attached, yet neither provision appears in the document, and Section D — Contract Documents, Exhibits, or Attachments — contains only its heading with no content.

Please confirm whether the complete solicitation package has been posted. If any pages are missing, we would appreciate the complete document, including FAR 52.212-3 and FAR 52.212-5 and any drawings or diagrams. Alternatively, please confirm that the 39-page document is complete as issued and that the offeror's representations and certifications completed in SAM satisfy FAR 52.212-3 for this acquisition.

Typos. They happen. You have the solicitation in its entirety.

8. Sustainable products and permits — do any apply?

Reference: Section C.3, page 11; Section E.3, item 9, page 30.

FAR 52.223-23 at Section C.3 requires the contractor to provide sustainable products "identified in the statement of work or elsewhere in the contract," but none are identified in the SOW.

Section E.3, item 9 requires "copies of applicable permits, licenses, and certifications in accordance with the SOW," but the SOW identifies none — and Section E.3 states that items 1 through 10 are minimum requirements of a complete offer.

Our available ADA-compliant trailer options differ slightly from the specified dimensions. We can offer either of the following alternatives:

• 26' x 8' ADA Portable Restroom Trailer – 2-station configuration

• 6' x 19' ADA Portable Restroom Trailer – 3-station configuration

Would the Agency be willing to consider either of these units as an acceptable equal or alternative to the requested specification? Required 8’ X 26’ -Three Station Portable Restroom Trailer with one station being ADA compliant.

Are these trailers required to be Made In America?

Yes.

Customer supplied Graphics for Streetside, Curbside and Rear of Trailer (Per square foot Decal installed)

-Could you please elaborate on what exactly you are looking for? We would like to know how big are the decals and if the VA plans on putting on the decals themselves? We are not in the graphic design business so we would feel much more comfortable with the VA applying them than us.

See #6 for details on graphics.

Outlets - GFI protected: One outlet by each sink.

-Where are you looking for the GFI outlets to be installed? We do provide outlets in the mechanical room of the trailer as standard practice. We sometimes advise against putting them inside of the trailers, unless it has a lock box around it, because sometimes people will abuse access to these outlets and will stay longer than necessary in restrooms to charge their phone, tablets, computers, etc.
