About this file
This is a Standard Form 30 (SF 30) amendment to solicitation 36C25726Q0762 issued by the Department of Veterans Affairs Network Contracting Office in San Antonio, Texas. The amendment extends the offer due date to August 5, 2026 at 4:00 PM CDT and provides answers to 30 technical questions submitted by offerors regarding a handrail and wall protection replacement project at a VA facility.
The solicitation concerns installation of brand-name Inpro products including handrails (2,688 linear feet), wall protection (3,584 linear feet), and wall guards (2,688 linear feet), for a total of 8,960 linear feet across approximately 71 rooms plus common areas in multiple buildings. Key technical clarifications include confirmation that this is a brand-new contract with no incumbent, that existing stainless-steel corners will remain in place, approximately 2,000 linear feet of 6-inch rigid vinyl strips are required, and that "or equal" products to the specified Inpro brand are acceptable per the SOW. The work is restricted to Monday through Friday, 9:00 AM to 5:00 PM, with any outside-hours work requiring advance approval, and operates under ICRA class level 4 protocols. The contractor must remove all waste daily without onsite dumpsters provided by the government, secure its own material storage with a small laydown area identified post-award, and follow facility security procedures including badging and background investigations. The 120-day period of performance requires detailed floor plans showing installation locations and requirements, and monthly invoicing is submitted after service completion. No bonding is required for this service acquisition.

Technical Questions - 36C25726Q0762
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
Answer: Brand new.
2. If not brand new, could you please provide the current / previous contract number?
Answer: N/A.
3. Will all site-access details be coordinated directly with Gregory Williams?
Answer: Gregory Williams or Alfred Stall.
4. Do questions submitted after the site visit need to be submitted through a formal RFI process?
Answer: See Addendum to FAR 52.212-1 Instructions to Offerors in solicitation.
5. Will detailed plans be provided showing the installation buildup or assembly for each area?
Answer: Yes.
6. How many total rooms are included in the buildings identified in the solicitation?
Answer: Approximately 71 rooms plus common areas. Floor plans will be made available.
7. Are all rooms the same in terms of dimensions, layout, and installation requirements?
Answer: Yes.
8. Will the building plans identify the proposed installation height for each component?
Answer: Yes.
9. How many stainless-steel corners are required, and where will they be installed?
Answer: The existing corners will remain in place.
10. How many linear feet of 6-inch rigid vinyl strips are required, and where will they be installed?
Answer: Approx 2000 LF.
11. What is the process if unforeseen conditions cause the project to exceed the proposed performance timeline?
Answer: Any unforeseen conditions will be assessed to confirm if any further action will be required.
12. Will secure, dry storage be available onsite for materials and tools?
Answer: A small area will be provided after award.
13. The solicitation requires all waste to be removed from VA property daily. Does this mean contractors will not be permitted to place a dumpster onsite?
Answer: Yes. Government will not provide dumpsters for contractors.
14. Are any additional certifications, licenses, or qualifications required for personnel performing the work beyond those identified in the solicitation?
Answer: No.
15. The quantity table shows a grand total of 8,960 LF (2,688 LF handrail, 3,584 LF wall protection, 2,688 LF wall guard), but the line immediately below the table states a total estimated footage of 6,272 LF. Which figure should offerors use as the basis for pricing?
Answer: 8,960 is the correct estimate. The figures provided by the government are estimates only. A site visit was conducted to allow the contractors to verify site conditions and all measurements needed to make competitive proposals on this requirement.
16. The Statement of Work identifies all three products as "brand name or equal," but both product specifications attached to the solicitation state that substitutions are not permitted and require all wall guards and wall protection to come from a single source. Please confirm whether "or equal" products will be accepted. If they will, please state the required submittal content and the deadline for submitting an "or equal" determination request.
Answer: The SOW states handrails, wall protection, and wall guards shall be brand name or equal to the specified Inpro products.
17. Descriptive Literature is incorporated by reference, but no instruction is given on what literature is required, in what quantity, or in what format. Please confirm what descriptive literature must be submitted with the offer and whether it counts toward any submission limit.
Answer: Descriptive Literature provision has been added in full text.
18. Color-matched caulk is included as Attachment D, but caulk is not listed in the scope of work, the technical requirements, or the quantity table. Please confirm whether color-matched joint sealant is required, at what locations, and whether the quantity should be estimated by the offeror.
Answer: This requirement will require the use of some caulk. The color shall match as closely as possible.
19. No drawings, floor plans, or room schedules were provided. Please confirm whether plans showing corridor layouts, wall guard and handrail runs, mounting heights, and corner and end conditions will be issued, or whether offerors are to rely entirely on the quantities in the Statement of Work and observations from the site visit.
Answer: See attached floor plans.
20. The solicitation does not include a bid guarantee, performance bond, or payment bond requirement. Please confirm that no bonding is required for this acquisition.
Answer: Service requirement – a bond is not required.
21. Work hours are restricted to Monday through Friday, 0900 to 1700. Please confirm whether after-hours or weekend work will be permitted if needed to meet the 120-day period of performance, and whether such work requires advanced approval.
Answer: Work outside of the stated hours will require approval. The work hours will not change regardless of the day of the week. This minimizes patients’ quiet hours interruptions.
22. Please identify the ICRA class or classes anticipated for this work, the permit application lead time, and whether ICRA permits are issued per building, per floor, or per work area.
Answer: ICRA class level 4.
23. Please confirm whether the VA will provide a laydown area, secure material storage, dumpster location or contractor-provided dumpster, parking, and elevator access for the second-floor work in each building.
Answer: The Contractor is responsible for securing/storage of materials and tools. A small laydown area will be identified after award.
24. Please confirm the badging and background investigation process and lead time for contractor personnel, including whether escorts are required in resident areas.
Answer: Contractors will follow facility security procedures. This will be specified after award.
25. The closeout documentation requirement calls for model number, serial number, and VA barcode (EE) number of the component of the system. These fields do not apply to handrail and wall protection installation. Please confirm what closeout documentation is actually required, such as product data, warranty documents, and as-built quantities.
Answer:

• Type of service performed
• Model
