About this file
This is a Questions and Answers document clarifying the scope and requirements for a federal contract solicitation involving the deinstallation and removal of an audiology booth located in a trailer at Fort Bliss.
The contract requires contractors to deinstall, dismantle, and remove a double-wall audiology booth manufactured by Wellness Techs Inc., with approximate external dimensions of 8 feet long by 8 feet 5 inches wide by 8 feet 6 inches high. The scope is limited to removal only; no maintenance, repair, recycling documentation, or repair to the trailer is required. The contractor is responsible for disconnecting all power and utility connections to the booth before removal. The booth contains fiberglass insulation and will be disposed of without concern for damage during dismantling. Contractors must provide separate firm-fixed prices for two Contract Line Items: CLIN 0001 (Sound Room Removal) and CLIN 0002 (Disposal to Metal Recyclers). The booth is approximately 100 feet from the parking lot staging area. Site visits are available only to the contractor awarded the contract, which requires Fort Bliss access credentials. The solicitation references Wage Determination 2015-5229, Revision 28, available through SAM.gov or the Department of Labor. The Government will not provide proof-of-disposal documentation requirements and contractors may retain any scrap proceeds from recycling.

1. Scope Clarification
Please confirm that the contract scope is limited to deinstallation, dismantling, removal, recycling, and disposal of the audiology booth. Deinstall and removal only.
2. Maintenance Language
Sections 3 through 11 of the Statement of Work include planned maintenance for a Natus EMG System, field service engineer reports, repair parts, OEM-certified training, calibrated test equipment, diagnostic software, and equipment-repair requirements. Please confirm whether these provisions are inapplicable to this removal requirement and will be removed or formally identified as not applicable.
This is for a Deinstall and removal of booth only!
3. Dismantling Standard
May the booth be destructively dismantled for recycling and disposal, or must it be disassembled in a manner that preserves the panels and components for reuse?
The booth will be disposed of. We are not concerned about damage to the booth
4. Utility Disconnections
Please identify all existing connections to the booth, including electrical power, lighting, ventilation, HVAC, data, communications, intercom, audiology wiring, and grounding. Please also confirm whether the Government will disconnect these systems before contractor mobilization. The booth is still connected to power as far as I know. It will be on the vendor to disconnect power.
5. Booth Construction and Weight
Does the Government have an estimated total weight, panel weight, manufacturer manual, photographs, material description, or additional identifying information for the Wellness Techs Inc. booth? No. We can provide photos if necessary
6. Trailer Access
Please provide the trailer doorway dimensions, ramp or stair configuration, floor-load limitations, exterior access conditions, parking availability, and available loading or staging area. I don’t have this information at this time
7. Hazardous Materials
Has the booth or its insulation, coatings, wiring, sealants, glass, or acoustic materials been evaluated for asbestos, lead, mercury, fiberglass, mold, or other regulated materials? We believe there is fiberglass inside the walls
8. Site Visit and Fort Bliss Access
Will the Government provide an optional site visit before quotations are due? Please also identify Fort Bliss badging, escort, vehicle-entry, background-check, and advance-notice requirements. No. Escorts for site visits will be given to the company awarded the contract only.
9. Disposal and Salvage
Please confirm whether the contractor may retain any scrap proceeds and whether recycling receipts, certified weight tickets, disposal manifests, or certificates of destruction are required. The company will be responsible for disposal. We are not requiring any proof of disposal.
10. Wage Determination and Certifications
The solicitation references Wage Determination 2015-5229, Revision 28, but the wage determination was not included in the provided package. Please provide the applicable determination and confirm the anticipated labor classifications. Please also identify the specific permits, licenses, and certifications required under Item 9 of the offer-submission instructions.
The Wage Determination can be found through SAM.gov or through Department of Labor (DOL).
11. Pricing
Please confirm that offerors must provide separate firm-fixed prices for CLIN 0001, Sound Room Removal, and CLIN 0002, Disposal to Metal Recyclers.
Yes, offerors must and shall provide separate firm-fixed prices for CLINS 0001 0002.
. Electrical disconnect: Will the Government provide an electrician to disconnect power to the audio booth (inside/outside the trailer), or is disconnection the contractor's responsibility? No. This is the responsibility of the contractor. See question 4
2. Patch-up/repair scope: Since the booth is located inside a trailer rather than a building, please confirm whether any patch-up or repair is required (e.g., trailer flooring, anchor points, wall penetrations from mounting), or if the scope is limited to removal only.
Removal only!
3. Loading/staging distance: What is the approximate distance and path from the trailer's location to the nearest loading dock or accessible unloading/staging point? Approximately 100 ft to the parking lot
