About this file
This document is an Amendment to a federal solicitation for specialty mattresses and bariatric bed frames for the Department of Veterans Affairs Amarillo Health Care System. The amendment extends the response deadline to July 13, 2026, at 10:00 AM Central Time, updates the Statement of Work, and provides answers to vendor questions. The solicitation number is 36C25726Q0697, with the contracting office located at 5441 Babcock Road, Suite 302, San Antonio, TX 78240, and the point of contact is Contract Specialist Janice Malbon.
The requirement is for 14 specialty mattresses with air pumps/blowers and 2 bariatric bed frames to replace existing rental mattresses and reduce long-term patient care costs. Specific quantities include 8 standard low air loss mattress systems (36"W × 80"L, 500 lbs capacity), 2 bariatric low air loss mattress systems (48"W × 88"L, 1,000 lbs capacity), 2 bariatric bed frames (expandable 39"-54"W, 1,000 lbs capacity), and 4 bariatric foam mattresses (expandable 36"-48"W × 80"-88"L, 1,000 lbs capacity). All mattresses must include five-year non-prorated warranties, be compatible with Hill-Rom and Stryker bed frames, and meet clinical specifications for pressure ulcer prevention. The acquisition is performance-based, allowing vendors to propose compliant products meeting specifications. Delivery must include installation, removal of existing equipment, and staff training. The Government anticipates awarding a Firm-Fixed Price contract. The lowest-priced technically acceptable vendor will be required to conduct an on-site product demonstration within 7 days of technical acceptance. Product service code is 6530, NAICS code is 339113, and there are no set-asides or Recovery Act funds identified.

Statement of Work (SOW) Specialty Mattresses Procurement Department of Veterans Affairs – Amarillo VA Health Care System 6010 Amarillo Blvd West, Amarillo, TX 79106
A. General Information
1. Title of Project Procurement and replacement of VA-owned specialty mattresses and bariatric bed frames to support long-term patient care and reduce ongoing bed rental costs.
2. Scope of Work The contractor shall provide 14 specialty mattresses, including all required air pumps/blowers, and 2 bariatric bed frames for use in long-term patient care areas at the Amarillo VA Health Care System (AVAHCS). All mattresses shall include a five-year, non-prorated warranty covering both interior and exterior components, including replacement and/or repair.
3. Background AVAHCS currently relies on rental mattresses under an existing contract. Rising rental costs, mattress integrity concerns, wear and tear, and delays in wound healing/skin integrity pose risks to patient safety. Specialty mattresses with long-term lifespans and reliable pressure redistribution are required to prevent pressure injuries, reduce infection risks, and improve patient outcomes.
4. Performance Period The life expectancy for hospital mattresses shall be a minimum of five years.
5. Type of Contract The Government anticipates a Firm-Fixed Price (FFP) contract.
B. Requirements
1. Evaluation Committee A multidisciplinary committee (Nursing Service, Wound Care, Biomedical Engineering, Environmental Services, and Community Long-Term Care) will evaluate proposed products and determine award.
2. Required Quantities The contractor shall provide the following items:
- 8 Standard Low Air Loss Mattress Systems (mattress and blower)
- 2 Bariatric Low Air Loss Mattress Systems (mattress and blower)
- 2 Bariatric Bed Frames
- 4 Bariatric Foam Mattresses
3. Mattress Clinical and Functional Requirements All mattresses shall:
- Prevent and treat pressure ulcers up to Stage IV (air systems) or Stage II (foam mattresses).
- Be compatible with Hill-Rom, Stryker, Stryker Spirit Select 5700, and Centrella Smart bed frames.
- Provide alternating pressure, low air loss, and Autofirm/therapy modes as applicable.
- Offer immersion and envelopment, a sloped heel section, and high-memory foam in the sacral region to reduce migration.
- Feature moisture-vapor-permeable, low-friction, fluid-resistant, washable covers.
- Include firm edge perimeters and side cradles for patient ingress/egress.
- Fit customized length/width requirements and existing bed frame dimensions.
4. Demonstration Requirement Vendors shall provide an on-site evaluation of proposed mattresses/products prior to selection. Products must meet functional expectations across all clinical services.
A product demonstration shall be required only from the lowest‑priced vendor whose quotation is determined to be both complete and technically acceptable within 7days after acceptance. Upon completion of the initial technical evaluation, the Government will identify the lowest‑priced quotation that meets all stated specifications and submission requirements. That vendor will then be contacted to provide an onsite demonstration of the proposed mattress system and components.
The purpose of the demonstration is to verify that the offered product meets all functional, technical, and performance requirements outlined in this Statement of Work. Failure to successfully complete the demonstration or failure of the product to meet the required specifications may result in the quotation being deemed technically unacceptable. In such event, the Government may proceed to the next lowest‑priced technically acceptable vendor for demonstration and further evaluation.
5. Installation and Training The contractor shall deliver and install all mattresses and remove existing mattresses at the time of installation. The contractor shall also provide training and educational materials to EMS and Nursing Staff at no additional cost.
C. Changes to the SOW Only the Contracting Officer may authorize modifications to this SOW. Any unauthorized changes made by parties other than the Contracting Officer will be at the contractor’s risk and expense.
D. Work Requirements
1. Inspection and Maintenance The contractor shall perform quarterly, semiannual, and/or annual inspections and maintenance on all acquired mattresses in accordance with the most current manufacturer manuals and Joint Commission standards.
