About this file

This is a Standard Form 30 amendment to Solicitation 36C25726Q0678 issued by the Department of Veterans Affairs Network Contracting Office in San Antonio, Texas on July 2, 2026. The amendment provides answers to technical questions received regarding the Domestic Water Booster System Replacement project at a VA facility. Key responses clarify that this is a brand-new contract with no incumbent contractor, a planned facility shutdown will be required during early morning hours or Saturday to minimize patient care disruption, and the booster pump system is currently offline and will be repaired once the new system is commissioned. The contractor is responsible for supplying all required valves and materials for isolation and tie-ins, while the VA will provide water outage support and shutdown coordination assistance. Replacement equipment must be the same as or equivalent to the existing design and requires VA approval prior to purchasing.

The offeror response deadline remains July 23, 2026 at 4:00 PM Central Standard Time. The amendment requires offerors to acknowledge receipt of this amendment prior to the specified deadline through one of three methods: completing and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

Technical Questions

36C25726Q0678 | Domestic Water Booster System Replacement

1. Is this a brand-new contract OR if there is (was) an incumbent performing these services Answer: Brand new

2. If not brand new, could you please provide the current / previous contract number?

Answer: N/A

3. Please identify any required hospital shutdown windows, after-hours requirements, weekend requirements, or special phasing restrictions for the domestic water bypass, cutover, and system tie-ins.

Answer: A planned facility shutdown will be required to accomplish the domestic water bypass, cutover, and system tie‑ins associated with the booster system replacement. Based on operational needs and the requirements outlined in the attached SOW Booster Pump 203 1, the shutdown should meet the following criteria:

• Timing of Shutdown:

A shutdown should be scheduled during early morning hours or on a Saturday, when domestic water demand is lowest. This window minimizes patient‑care disruption and facility impact.

• Purpose of Shutdown:

The shutdown is necessary to install a new isolation valve that will allow the booster system to be fully isolated for replacement and commissioning activities.

• Phasing Considerations:

Before any booster system components are removed or installed, a temporary domestic water bypass must be installed, as required in Section 4.0 of the SOW. This ensures continuity of water service during construction phases.

4. Please confirm whether the existing domestic water booster system must remain operational during bypass installation and whether VA will provide isolation valves, water outage support, or shutdown coordination staff.

Answer: The booster pump system is currently offline and will be repaired once the new one is commissioned. The contractor is responsible for supplying all required valves and materials needed for isolation and tie‑ins. The VA will provide water outage support and/or shutdown coordination assistance with VA staff.

5. Please confirm acceptable replacement manufacturers/models or confirm approved equal meeting or exceeding the existing design requirements is acceptable.

Answer: Same or equivalent to existing design and must be approved by the VA prior to purchasing.
