About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 17 for solicitation number 36C25726Q0668, dated June 17, 2026. The amendment serves as a Questions and Answers document providing clarifications to offerors regarding a vacuum pump replacement project at Temple VA Medical Center.

The project involves replacing existing Ohio Medical S20-N 20 HP vacuum pumps and a Triplex Touch Screen Control Panel located in Mechanical Room 1D127 of Building 163. Key project requirements include: the contractor must purchase and schedule delivery of new Ohio Medical equipment; no temporary pump is required as the facility has a redundant vacuum system; equipment delivery will be to the SPD Loading Dock with approximately 100 feet transport distance to the mechanical room via S7 Elevator; all demolition and disposal of existing equipment belongs to the contractor, who must recover equipment oil and dispose of it off-site in compliance with VA policy, EPA regulations, and Texas environmental requirements; equipment movement will use a pallet jack with three possible routes, with the shortest via SPD Dock and Elevator S7; no additional onsite meetings or electrician site visits are permitted; Ohio Medical is the preferred vendor for third-party inspection and certification; and maintenance manuals are available online at Ohiomedicalparts.com. The contractor is responsible for providing a turnkey solution and must complete work quickly and efficiently to minimize load on the redundant vacuum system. The solicitation deadline has not been extended per this amendment.

1. Does the government require a temporary pump installed for this requirement?

No, a temporary pump was not requested. The other building vacuum pump cross connect will be utilized. The work needs to be done as quickly and efficiently as possible.

2. Where are the existing vacuum pumps physically located within the facility?

Mechanical Room 1D127 in Bldg. 163

3. Has delivery of the new Ohio Medical vacuum pumps and control panel already been scheduled? If so, what is the anticipated delivery date?

Contractor is to purchase and schedule delivery.

4. What is the approximate distance from the designated equipment delivery/drop-off location to the mechanical room where the replacement work will occur?

Delivery to the SPD Loading Dock - 100 ft to the Mechanical room via S7 Elevator.

5. Will the Contractor have direct and unobstructed access for moving the equipment, or are there any access restrictions, elevators, corridors, or loading dock limitations we should consider?

Yes, all demo is to be covered during moving through the bldg. No issues with routing via corridors. Elevator access will require VA personnel to escort with PIV badge.

loading dock should be cleared immediately, utilized for staging only.

6. Will a third-party inspection or certification of the installation be required, or will the Temple VA perform all inspections and acceptance testing?

Yes, Ohio Medical is the preferred vendor.

7. Can the Government provide photographs or a video of the existing vacuum pump room and equipment to assist offerors in preparing their quotations?

Please see attached photos

8. Is the Contractor responsible for the removal, transportation, and disposal of the existing vacuum pumps and associated components? If so, are there any VA-specific disposal procedures beyond those identified in the Statement of Work? The Statement of Work requires disposal in accordance with VA policy, EPA regulations, and applicable Texas environmental requirements.

Yes, All demo belongs to the contractor. Contractors are responsible for the recovery of equipment oil, disposing of off station. Do not dump anything into floor drains.

9. Are there any photographs, equipment drawings, floor plans, or layout drawings available showing the existing vacuum pumps and control panel locations to assist in evaluating accessibility and removal requirements?

Please see attached photos

10. Are maintenance manuals, service manuals, or additional documentation available for the existing Ohio Medical S20-N 20 HP vacuum pumps and the Ohio Medical Triplex Touch Screen Control Panel (32A)?

No, Ohio Medical has this information online. Ohiomedicalparts.com

11. Electrical: We are not electrical contractors, and the hospital expects a turnkey solution. We need an electrician to walk the facility with us to better scope electrical work and costs. Can you confirm whether we can schedule a revisit with an electrician?

No, a revisit can NOT be scheduled with an electrician.

12. Receiving / access: How will equipment be moved in and out? I did not see dedicated entry/exit routes for new or old equipment; the closest entries appear to be the main public entry. I was told this would be resolved before install, but to be competitive we need a confirmed, dedicated path and the hospital’s preferred method for moving equipment.

With a Pallet Jack, there are three different routes that could be taken. The shortest route is via the SPD Dock, Elevator S7 and down a short corridor.

13. Downtime: The client requests minimal downtime. Are there space and electrical capacity onsite to install a rental vacuum pump (and temporary power) so we can avoid shutdowns? If not, what alternatives do you recommend?

No temporary will be necessary, as this is a redundant vacuum system. The work should be done as quickly and efficiently as possible to minimize the load on the other/redundant vacuum system.

14. Follow-up meeting: Can we schedule an additional onsite meeting to review.

No, you cannot schedule an additional onsite meeting to review.
