About this file
This is a Question and Answer Document for VA solicitation 36C25726Q0544, addressing contractor inquiries regarding a domestic hot water skid replacement project at a VA medical campus. The project scope involves replacing three existing Spirax Sarco S9A-IG10-16 domestic hot water skids with new Spirax EasiHeat DHW package skids. Site access is restricted to the Engineering Canopy with crane placement limited to the medical helicopter pad and no dedicated project staging areas. The work is tax-exempt and classified as ICRA Class 2, requiring all on-site workers to complete OSHA safety training plus facility-specific safety and infection prevention training. No hazardous materials (asbestos, lead, or mold) are present in the work area.
Technical requirements include integrating the new skids with the VA's existing Andover Controls BAS system through the facility's preferred control contractor, Entech, with the awarded contractor responsible for hiring Entech for system programming and verification. Contractors must reuse existing electrical feeds, disconnects, and related infrastructure while adhering to AWWA standards for domestic water flushing, disinfection, bacteriological testing, and legionella procedures before placing each skid into service. Each skid must be individually commissioned and accepted before proceeding to the next unit. A two-week utility shutdown window is required to minimize patient care impact, with coordination through the Contracting Officer Representative and VA Maintenance and Operations. The one-year maintenance period begins after substantial completion and must follow the manufacturer's recommended maintenance plan. As-built drawings and existing equipment specifications have been provided to support contractor planning and submission development.
