Consolidated, Follow Up Questions for ELP Home Oxygen Bridge (36C25726Q0488)

Note: Follow up questions in blue. Answers to follow up questions in red text, highlighted in yellow.

• 3.9 Oxygen Cylinder Refill Stations o Q: May the Government please confirm a maximum of two (2) self-fill cylinders are to be provided with each system?

VA Answer: Depending on the Liter Flow in the prescription, it should be max of 6, with provided replacement tanks per visit.

• Follow-up Question:

o The Government states a max of 6, with provided replacement tanks per visit.

Q: With a self-fill system, patients are able to fill the cylinder(s) from their Home Oxygen Concentrator. The system replaces the need for routine cylinder deliveries to the patient(s). May the Government please clarify if it is their intent for the contractor to switch the self-fill cylinders on a routine basis? Only Liquid Oxygen is to be made available for self-fill. Yes, the government intends for the contractor to switch the self-fill containers on a regular basis.

• 3.14 Government Owned Equipment The Contractor shall return Government-owned equipment to the VA in terminally cleaned condition for repairs, replacement, or disposal as appropriate. Government furnished equipment shall be handled in accordance with FAR 52.245-1 Government Property.

o Q: May the Government please clarify what Government Owned Equipment is expected for this short-term bridge contract?

VA Answer: There is to be no Government Owned Equipment for this contract. All equipment is to be vendor owned.

• 3.19 Stock Storage… The Contractor shall maintain a minimum of (1) 800+ SF storage facility within 35 miles of each VAMC included in the Region.

o Q: May the Government please clarify this requirement, as this is only asked when Government Owned Equipment is to be stored at a Contractors facility.

(please see question from section 3.14) Follow-up Question:

• A response to the question submitted prior to the due date allowed for questions was not received with the Amendment 0002. May the Government confirm if an additional amendment is to be expected? An amendment will publish the answers contained in this document. There is no Government equipment involved in this contract; thus, no space will be needed at contractor facilities for Government equipment.

• Item 0003 Rental portable concentrator setup with backup system consisting of compressed gas source, regulator, stand (nasal cannula or mask and humidifier, when specified.) Concentrator shall have a flow rate capacity up to

10LPM

o Q: This line item appears to be a duplicate of Item 0002. May the Government please confirm if this is a separate requirement?

VA Answer: CLINs 0002 and 0003 were copied from the previous contract (36C25723D0059) and should read as follows:

• VA Answer: 0002 with HCPCS E1390 is for a stationary concentrator which offers a liter flow of up to 10 LPM.

A Answer:

0003 appears to have the incorrect HCPCS. It should be HCPCS E1392 for a portable oxygen concentr ator o Q uestion: Portable oxygen concentrators (POCs) do not currently exist that deliver 10 Liters Per Minute (LPM) of continuous flow; 10 LPM devices are stationary home concentrators weighing 30–50+ lbs. Can you please clarify what you are requiring with this line item?

o VA Answer: This should read “Rental stationary concentrator to be up to 20 LPM. Back up, is to be tanks that can sustain 10 LPM.

Follow-up Question:

• Stationary concentrators are only available in 5 LPM or 10 LPM. May the Government please clarify if this CLIN will be removed, as there are no 20 LPM concentrators available in the industry? Can be changed to 5 or 10 LPM.

Anything higher required to be in a medical facility. Please see revised Price/Cost Schedule.

• Item 0004 Rental Portable Concentrator System (compressed gas source) shall provide a minimum of 92% (+/-

3%) oxygen concentration at all flow settings. Weight <20 lbs. w/Power. FAA approved for flight o Q: May the Government please clarify this requirement, as a POC is not a compressed gas source?

Compressed gas is provided via a cylinder/tank.

VA Answer: Portable Oxygen Concentrator is battery operated. Portability is to be the compresses gas cylinders with conserving device. See revised Price/Cost Schedule.

o Question: A compressed gas source would be a cylinder, not a portable concentrator. Can you please clarify what you are requiring with this line item?

VA Answer: This is to be “equivalent to compressed gas source.

• Follow-up Question:

o The updated CLIN states “Portability is provided by compressed gas cylinders with conserving device. A POC is used for portability purposes, in place of a compressed gas source. May the Government please clarify the updated description? The Government does not require a POC and a compressed gas source simultaneously.

o The Government is requiring a portable oxygen system that performs the same function as compressed gas cylinders.

o Vendors may meet this portable requirement either with a POC or with compressed gas cylinders + conserving device, depending on patient need and the solicitation’s pricing structure. Please see revised Price/Cost Schedule.

• Item 0005 Rental Self-Filling Oxygen Concentrator: Single piece concentrator with capability to refill portable oxygen cylinder.

o Q: May the Government please confirm a maximum of two (2) self-fill cylinders are to be provided with the system?

VA Answer: Yes. Only for Liquid O2 patients. See revised Price/Cost Schedule.

o Question 1: What size cylinders are you requiring with this line item?

VA Answer: “H” tanks, “E” tanks, and/or “M” tanks. See revised Price/Cost Schedule.

o Question 2: How many cylinders are required under this line item?

VA Answer: One “E” tank for back up, and it’s hard to identify the number of tanks will be needed. This is to be identified against the prescription sent in; LPM.

• Follow-up Question:

o A self-filling oxygen concentrator system is not the equivalent of a Liquid O2 system. For a self-fill system, the cylinder sizes available are M6 (B) or M9 (C).

The updated description for this CLIN includes Liquid O2, H, M and E tanks, which are not part of a self-filling oxygen concentrator system. May the Government please consider updating the description to remove the Liquid O2, H, M and E? Liquid cannot be taken off. Please leave as is. Please see revised Price/Cost Schedule.

• Item 0020 Nebulizer Compressor with four handheld nebulizers o Q: May the Government please confirm if the nebulizer provided will be borne of the contractor or delivered from VA stock?

VA Answer: Nebulizers are provided directly by the VA to the Veteran from VA stock. The vendor will not be responsible for delivering nebulizers. Item 20 will be removed from Price/Cost Schedule. See new Price/Cost Schedule attached. See revised Price/Cost Schedule.

• Follow-up question:

o The Fee Schedule received with Amendment 2 reflects CLIN 0020 for the

Nebulizer. May the Government confirm if an additional amendment is expected, removing CLIN 0020? This is to be removed. Requested from previous questions. NO NEBULIZERS as we have them in stock at VA location. See revised Price/Cost Schedule.

• CLIN 0034 – “Travel Tank.”

o Question: Can you please provide a description of what you are requesting with this line item?

VA Answer: Travel tank is if a veteran is in need of a tank whether “e” “m” or whichever for local travel.

• Follow-up question:

o Is it the Government’s intent for the contractor to only provide E (portable tank) or M (stationary tank) for travel patients? Travel is to be understood as portability. Travel is to be in a Portable Oxygen Concentrator issuance. The M tank comes with what is called a conserving device, so it provides the oxygen that is in the tank. The M tank lasts about 4 hours, so typically patients on these takes about 3 or 4 with them when going around town, errands, appointments, leisure, etc. So, it is labeled as portability. See Revised Price/Cost Schedule.

• Question: Is this performance requirement to be billed under line item 0026 – “Additional Certified Respiratory Therapist (CRT) Registered Respiratory Therapist (RRT) or Registered Nurse (RN) visit.”? If not, then how will we bill for the 90-day visits and 30-day visits?

o VA Answer: Yes. This will fall under “Additional Certified Respiratory Therapist (CRT) Registered Respiratory Therapist. Line Item 0026, which included RRT and RN. See revised Price/Cost Schedule.

Follow-up Question:

• The unit for CLIN 0026 now reflects “HR”. Is it the Government’s intent for the contractor to bill the 30-day or 90-day visits in hourly increments in lieu of a service fee of “EA”? I cannot answer this as we are not familiar with what this is. Changed back to EA. See Revised Price/Cost Schedule.
