About this file
This is a Sources Sought Notice issued by the Department of Veterans Affairs, Network Contracting Office 17 VHA Regional Procurement Office-West, for Sterile Processing Service (SPS) Water Testing services.
The VA seeks to identify capable vendors for testing, maintenance, and repair of sterile processing water systems at the South Texas VA Healthcare System in San Antonio, Texas. The requirement addresses the updated AASI/AAMI ST108:2023 Standard, which mandates monthly critical water sampling at every point of use in sterile processing areas—significantly increasing the volume of water samples needed compared to current contracts that only cover source testing locations. Responses must be submitted via email to Mr. Shawn R. Reinhart at shawn.reinhart@va.gov by 10:00 AM Central Time on Tuesday, April 27, 2026, with the subject line "36C25726Q0448, Sources Sought Notice." The notice is labeled RFQ Sources Sought 36C25726Q0448 and is assigned NAICS code 541380 with Product Service Code H146. This procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC).
Respondents must provide only the specific information requested in paragraph 5 of the notice: business name and address, point of contact details, SAM UID number, SAM registration status, SBA Small Business Search registration status, NAICS code, business size classification, business type (SDVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB), and GSA or VA Federal Supply Schedule contract number if applicable. The VA specifically requests estimated market research pricing to determine procurement strategy and whether the set-aside can be maintained based on small business pricing competitiveness. All eligible businesses are encouraged to respond. Respondents are responsible for all expenses associated with responding, and this notice does not constitute a formal solicitation or binding contract.

DESCRIPTION
1. This sources sought is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W), 1901 Veterans Memorial Dr. Building #171, Temple, TX 76504 on behalf of the South Texas VA located in San Antonio, Texas.
2. The requirement is for Sterile Processing Systems requirement for testing, maintenance, and repair of sterile processing water systems. SPS is a critical part of any Hospital as it ensures all clinical departments have a readily available supply of sterile equipment. One of the key pieces of equipment supporting any SPS is the direct critical water supply to SPS personnel and equipment. The updated AASI/AAMI ST108:2023 Standard, which governs the processes and requirements for Sterile Processing, added requirements to the roster of locations needing monthly critical water sampling. Per the standard, the requirement to test critical water at “every point of use” has significantly raised the quantity of water samples needed each month. Current water sampling contracts only cover the bare minimum of testing locations at the source of Critical Water systems.
