This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Road Medical Center. 302 San Antonio TX 78240 for the procurement of for GI PILLCAM.

1. Background and Requirement: El Paso VA Health Care System Cardiology Service requires an Endoscopy PillCam system to provide this alternate procedure which is non-invasive and is the viable alternative to full Endoscopy with anesthesia needs.

2. This miniature camera is embedded in a capsule that can be swallowed and images saved and retrieved by data communication to an external sensor unit. This system must be capable of Full Interface with the VA architecture for the Electronic Medical record imaging section (CPRS/VISTA).

a. The PillCams proposed data kit must be able to capture images as it moves through the digestive tract for retrieval and viewing.

b. Must have a workstation in the clinic for uploading data and subsequent viewing by the GI Specialist to view and decipher any pathology from the detailed images.

c. Workstation must allow the specialist to be able to select and embed chosen images into a formatted final report PDF that can be uploaded into the VA EMR.

d. System must be patient friendly so that they are able to easily swallow the pill camera and understand/follow instructions given at time of clinic visit by the specialized nursing staff.

e. System must be capable of saving and maintaining raw data images for duration of five years.

3. This equipment must be able to perform the following functions for all the SPECIFIC INSTRUMENT REQUIRED: El Paso VA Medical Health Care System, Endoscopy PillCam system with the following: Endoscopy PillCam system.

4. If this is an item your business can provide, please respond to this Sources Sought Notice by 10:00 AM Central Time on Monday 13 April 2026.

5. The intent of this notice is to establish sources to define the procurement strategy (e.g. set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested contractors are requested to respond in accordance with the following:

a. Where is the item manufactured, the VA is interested in procuring items manufactured in the United States. Provide City and State.

b. If you have an existing GSA or VA, Federal Supply Schedule contract, include the contract details in your response.

c. Please note that VA is particularly interested in determining the availability of Service Disable Veteran Owned Small Business/Veteran Owned Small Business or other Small Business manufacturers or authorized distributors that can provide this item.

d. Respond to this notice if you can provide these products listed in the table in the background and requirement section above. In response, please cite your business size status.

e. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept gray market items.

f. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g., if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).
