About this file
This is an Amendment to Solicitation/Modification of Contract (SF 30) issued by the Department of Veterans Affairs Network Contracting Office for solicitation 36C25726Q0348, SPS Surgical Instrument Sharpening and Repair. The amendment was issued on March 18, 2026, with a revised solicitation due date extended to March 24, 2026, at 12:00 PM CST. The amendment provides vendor questions and answers, extends the solicitation deadline, and incorporates a revised Statement of Work (D.1) and revised Attachment D.2 (Container Product Details/Inventory).
Key clarifications from the questions and answers address service delivery scope: laser marking services have been removed from the contract; repairs will be performed off-site but must be returned the same day rather than completed on-site; the estimated workload at Audie L. Murphy VA is 25-30 trays per month across three visits (not per visit), with four visits per month per year total across three clinical sites (NWHCC Data Point Dental and Kerrville locations); and complex serialized electrical devices listed in the original inventory have been removed from the scope. The previous incumbent contract number is 36C2572521P0614. Vendors are required to acknowledge receipt of this amendment prior to the extended deadline, either by completing required form items and returning copies, acknowledging receipt on each offer copy, or via separate written communication referencing the solicitation and amendment numbers.

Questions and Answers Question 1. D.1, Page 1, Section 1. Objectives states “instrument maintenance services, including onsite laser sharpening”. Is the awardee expected to perform onsite laser marking as part of this solicitation?
Answer 1. Yes, the SOW has been updated to reflect the repairs will not be done on-site (off-site) BUT returned the same day. The laser marking has been removed from the SOW. Laser marking has been removed from the previous SOW. Laser marking services will not be conducted. See attached revised SOW.
Question 2. D.1, Page 2, Section 2, SCOPE OF WORK states the estimated workload for Audie L. Murphy VA is 25-30 trays per job with 3 jobs per month. Is the government open to the vendor servicing this location at 6 jobs per month with workloads of 13-15 trays per job?
Answer 2. The amount is across (3) three clinical sites for the NWHCC, Data Point Dental, and the Kerrville locations. Audie L. Murphy VA will have 4 visits per month per year. See attached revised SOW with the section revised below with highlights.
Question 3.
Reference A (SOW): Attachment D.1 – Statement of Work, Section “SCOPE OF WORK,” bullet list (2nd bullet), states that onsite services include repair of “power equipment repair, light cables, fiberoptic retractors, phacoemulsification handpieces, and laparoscopic instruments.”
Reference B (SOW): Attachment D.1 – Statement of Work, Section “OBJECTIVES,” states that items that cannot be repaired onsite require prior COR approval for off-site service, with a 3-business-day submittal of condition, options, costs, and timeline.
Reference C (Inventory): Attachment D.2 – Container Product Details (Inventory) includes multiple serialized and electrically powered devices (e.g., 0°/30° Xi endoscopes with serial numbers, Stryker 1688 cameras, Medistim probes with serial numbers), which all typically require specialized off-site service procedures.
To ensure our response aligns with the Government’s intended scope, please confirm whether the serialized/complex devices listed in Attachment D.2 are intended to be included in the onsite services described in D.1 SOW – Section “SCOPE OF WORK” (Reference A), or whether such devices are intended to follow the off-site repair approval process described in D.1 SOW – Section “OBJECTIVES” (Reference B), which would require separate approval and funding outside the onsite rate?
Answer 3. These items have been removed from the Statement of Work (SOW) and Attachment D.2, see attached revised SOW and attached revised Attachment 2.
Question 4. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer 4. Previous contract number is 36C2572521P0614.
Question 5. In the SOW, it mentions that all work must be performed onsite at the VA Medical Center, but in the following sentence, it mentions that the items may be picked up as long as they are returned on the same day. If there were a centrally located repair lab (brick and mortar), would it be permissible for the instruments to be picked up, taken there to be repaired and returned on the same day?
Answer 5. Yes, the SOW has been updated to reflect the repairs will not be done on-site BUT returned the same day. See attached revised SOW.
Question 6. The estimated workloads section of the SOW, it mentions 25-30 trays at Adley L. Murphy VA. We assume this amount is per month across the 3 visits, but we want to confirm that assumption. Is it 25-30 trays per visit or per month at that facility?
Answer 6. The SOW has been updated to further clarify. See attached revised SOW.
