Page 1 of Page 1 of Q & A for NTX – REPAIR/PAINT Fuel Tanks Restoration 36C25726Q0321
1. Can you provide us the size for each of the tanks, 25,000 Gallon AST Painting, 10,000 Gallon AST Painting, 2,000 Gallon AST Painting Physical dimensions can be accessed upon site visit.
2. Can you provide the height and OD for each of the tanks?
Tank 4 boiler plant—11’ wide—40’ long Tank 2 E-85 tank------8’ 6” side---28’ long Tank 5 boiler plant---6’ 10”—11’ 2.5” --4’8” high
3. Do you want us to blast the tanks, or can we use SSPC-SP 11, Bare Metal Power Tool Cleaning? Power wash tanks, to remove dirt, wire brush any areas with pitted rust to ensure all loose material is removed. Dust and debris must be contained to the area of work.
4. We are assuming this is just for exterior painting on the tanks, correct? Including exterior of tanks and base, supply and return piping and refueling station cabinet. Reattaching all required labels
5. Will all 3 tanks be available at the same time? Yes, Work should be completed on the weekend.
6. Do you have any pics of the tanks as we are not able to attend a site visit at this time?
Yes, pictures are available on request
7. Do we have to contain and dispose of spent water generated through pressure washing each tank?
Containment of paint debris can be contained but water can be released to the storm drain.
8. Surface prep in spec tells you to SP-2 wire brush but the Manufacture Product Data Sheet for Amerlock 600 specifies that at the minimum you need to mechanically clean surface if you cannot blast the steel. Does the owner what us to follow the RFQ identified specifications or the manufactures recommendations? If the coating contractor cannot follow the manufactures PDS surface preparation for Amerloc 600 the coating applicator cannot provide the specifications one year warrantee identified on page 4 No 14.
Manufacturer specifications are required.
9. Will the tanks be empty when coating contractor performs the steel preservation?
No, the tanks will not be empty, the tanks are dual wall therefore the integrity of the tanks will not be affected.
10. The specifications state that weekend work shall be performed during the weekend and working hours are between 0730 – 1615 hours each day. High-performance coating applications are at the mercy of environmental conditions. Each coatings product data sheet identified the environmental conditions that must be present at the time of coating applications. If exterior environmental conditions are favorable you want to work as long as possible. Can the coating contractor work weekends and/or past 1615 hours during the coating application if necessary?
Yes, this solicitation specifies weekends, working past 1615 is not an issue. We can get approval for Saturday and Sunday if necessary. Weather permitting.

See question Number 1 & 2.
12. Could you confirm what the existing coating system is on each of the tanks?
No, that information is not available.
13. Do we know what the current DFTs are on each of the tanks?
Tank 4 boiler plant—used for emergency purposes ie. Curtailment. Tank 2 E-85 tank------contain E-85 not in use. Tank 5 boiler plant---supplies fuel to boiler plant generator.
14. Can the government provide photographs of all three tanks showing current paint condition, extent of rust/pitting, tank dimensions, and surrounding access areas?
Yes, pictures are available on request, see question 1& 2 for tank dimensions
15. Are the tanks located outdoors (confirmed) or partially enclosed? Are there any overhead obstructions, adjacent structures, or utilities that would limit access for lifts or scaffolding?
All tanks are outside, with no overhead obstructions, tank 4 at boiler plant has adjacent structures and no utilities should be affected.
16. Will scaffolding or an aerial lift be required to access the full surface of the tanks? If so, what is the approximate height of each tank?
Scaffolding and lift will be required, see question 1 & 2
17. What are the approximate dimensions (height and diameter) of each of the three tanks? This information is critical for accurate material takeoff and labor estimating.
See question 1 & 2
18. Are all three tanks the same size, or do they vary?
See question 1 & 2
19. The SOW references priming “tanks and stairs.” How many stair structures are included?
There are no stairs. The top of the tank has gauges, sensors and fuel oil supply and return lines.
20. Section 16/Page 5: (Submittals) references a door/screen example but does not list specific submittal items for this project. Can the government confirm that manufacturer’s data sheets for PPG Amerlock 600 and Pit Thane Ultra Gloss are the only required submittals?
Contractors should provide SDS’s should be provided prior to beginning work for Engineering and Safety requirements. The paint to be used should be industry standard.
21. Does the prime contractor need to have a NACE II certified coating inspector on staff? PPG Amerlock 600 and Pit Thane Ultra Gloss have strict application requirements — including surface profile, film thickness, temperature, and dew point windows — and their manufacturers require certified inspection to validate proper application. A NACE II inspector is the recognized industry standard for verifying compliance on industrial coating projects and ensures adherence to manufacturer specifications and the contract’s 1-year workmanship warranty.”
