This is a Request for Information (RFI) and Sources Sought Notice issued by the Department of Veterans Affairs, Veterans Integrated Service Network 17, for the South Texas Veterans Health Care System. The VA is seeking qualified sources to supply thirteen (13) patient transfer chairs/stretchers for the Pain Clinic's expansion to a new facility at Audie L. Murphy VA Medical Center in San Antonio, Texas. The procurement targets brand name or equal to Wy'East Medical Corporation's TotaLift Transfer Chairs, with a response deadline of February 11, 2026, at 1:00 PM Central Time. Responses must be submitted via email to Tammy.Wilson5@va.gov and should address nine specific capability questions regarding business classification, manufacturer status, federal contracts, domestic production, and demonstrated equivalency to the specified model.

The required equipment must be hydraulic-operated (non-electric) transfer devices capable of functioning as stretchers, chairs, and lateral transfer devices with variable positioning and inclines. Each unit must include safety straps, comfort mattress with PVC fabric cover, head rests, IV poles, and upper side rails, with a minimum load capacity of 300 pounds. The contractor must coordinate delivery and on-site setup during normal business hours (7:30 a.m. to 4:00 p.m., Monday through Friday) with final delivery contingent upon the government's determination that the facility is ready to receive equipment. This is a pre-solicitation notice for planning purposes only, and responses to this RFI do not constitute offers and cannot form a binding contract. A formal solicitation may be issued at a later date requiring separate responses from all interested parties.

Statement of Work and Salient Characteristics Below Statement of Work (SOW): Transfer Chairs/Stretchers for Pain Clinic

1. Project Description: Acquisition and delivery of thirteen (13) patient transfer chairs/stretchers with each including safety straps, mattresses, head rests, IV poles and upper side rails. These chairs will allow the Pain Clinic to provide Veterans with cutting-edge technology to address their pain management needs safely and comfortably. The new equipment will be used in the clinic’s new location with expanded space.

2. Background: The Pain Clinic will be expanding and moving locations and have a need to increase their total transfer chairs/stretchers for the expanded space. To mitigate patient safety risks, the clinic is attempting to replicate their procurement of last fiscal year and obtain more of the same or similar model of Totalifts as they use a hydraulic system instead of electrical, which have caused issues in the past with deterioration and inability to repair locally. A comparable model that operates via a hydraulic system (non-electric) is required to avoid electrical failure issues in the future.

Due to the size and amount of the equipment, procurement and delivery of this request needs to occur only after the Pain service has been given the all clear to move staff or items into the new facility. Storage of these items before that occurs is not possible.

This procurement is being requested as a brand name or equal to Wy’East Medical Corporation’s TotaLift Transfer Chairs.

3. Equipment Listing. The following equipment shall be delivered and installed as agreed upon within this statement of work:
