Questions NTX Exhaust Fans and Louvers Project
1. Is this project tax exempt? If so, will a tax exempt certificate be provided?
Government Response: Yes
2. Are there as-built drawings for the HVAC Duct systems?
Government Response: No
3. Are there electrical floor plans with circuits since this is calling for new conduit raceway , wire and breakers?
Government Response: Contract calls for new wire and breakers only if the ones in places are bad/ not working.
4. Will the VA provide the sign in sheet?
Government Response: Yes, see attached documents.
5. What are insulation requirements for exhaust and intake ductwork?
Government Response: No ductwork is required. Just replace the exhaust fans one for one.
6. Can the VA confirm available voltage, phase, and amperage at each exhaust fan and louver location? To the best of my knowledge 27,800cfm, 460v, 20amps
Government Response: Contractor should verify voltage, phase, and amperage of equipment before ordering new equipment. Exhaust has name plate to compare.
7. Will panel upgrades or new panels be required, or should the contractor assume sufficient existing capacity?
Government Response: Capacity should be equal or great then what is in place, compare against the name plate on unit.
8. Are there specific crane staging areas designated by the VA?
Government Response: Contractor can designate the area. There are only two locations to stage (front or back of the Energy center). Place let the COR know at least two weeks ahead of time.
9. Are factory-authorized representatives required on-site or only for startup/testing?
Government Response: Not required.
10. What is the roofing material? TPO?
Government Response: See attached drawings
11. What is the subsurface material below the roofing? Metal Decking and Purlins?
Government Response: See attached drawings
12. Are roof curbs existing and reusable, or should new curbs be included in pricing?
Government Response: Not sure if there are existing roof curbs. Contractors may include new curbs in pricing as an optional item.
13. Are exhaust fan controls required to integrate with the existing Building Automation System
(BAS)?
Government Response: Yes
14. What are the louver dimensions? Width, Height, and Depth?
Government Response: This information should be checked by the contractor.
15. Finish type: Mill or Painted (Colors Selected by Others)
Government Response: No painter required.
16. Intake or Exhaust – with CFM, if available
Government Response: Exhaust, CFM should be equal or greater than what is in place. Name tag are on the unit to compare. 27,800 cfm
17. Are there any Code or Rating requirements, such as FEMA or UL?
Government Response: No
18. Will the exhaust fans run based on an MCC starter cabinet(s)?
Government Response: Yes
19. Exhaust Fans (Electrical Requirements)
Please confirm the required voltage and phase for the exhaust fans specified in the solicitation.
Government Response: The voltage and phase should be identified by the contractor.
20. Exhaust Fans (Airflow Capacity)
Please confirm the required CFM for each exhaust fan.
Government Response: CFM should be verified by the name tag. To the best of my knowledge, it’s 27,800cfm.
21. Louvers (Section Configuration)
The existing louvers appear to be constructed in multiple sections. The supplier can match the existing sectional configuration if required; however, please clarify whether an exact match is required. If an alternate configuration with a different quantity of sections is proposed, will that be acceptable?
Please note that a change in configuration may require a special build with engineered shop drawings, which could extend manufacturing lead times.
Government Response: The exact match is not required, but the action as in open and closing of the louvers and the hole in the wall should be completely covered.
22. Louvers (Depth)
Is a louver depth of 6 inches acceptable?
Government Response: As long as the hole is completed covered.
23. Louvers (Finish Requirements)
Please confirm whether a painted finish is required for the louvers. If so, please provide any specific coating or color requirements.
Government Response: There is no paint required.
24. Louvers (Actuator Requirements)
For the louver actuator, is a 120V, two-position actuator acceptable?
Government Response: Yes
25. Installation Schedule / Access Constraints
Please clarify the anticipated installation schedule. Will installation activities, including setting the exhaust fans on the roof, be required during nights and/or weekends?
Government Response: The Energy Center is open 24/7. Schedule with the weather in mind.
26. Safety and Quality Control Staffing
Please confirm whether the Site Safety and Health Officer (SSHO) and Quality Control (QC) roles may be fulfilled by a competent subcontractor onsite, or if these positions are required to be provided directly by the prime contractor.
Government Response: As long as the contractor has someone on site for representatives
27. Is a lift plan required for the crane operation?
Government Response: Yes, two weeks prior to being on site
28. What individual personnel are required for the crane operation (flagger, spotter, etc.)?
Government Response: Everyone that is required for a crane team.
29. Is a site specific safety plan required for the project?
Government Response: Yes
30. If a site specific safety plan is required, what are the required components of the plan?
Government Response: See attached Activity Hazard Analysis (AHA).
31. Under "Relevant Workers/Trades and Certifications" in the SOW, there are multiple "relevant certifications" listed under each trade. For example, under "Safety Officers" the two relevant certifications listed are "OSHA Certification" and "Certified Safey Professional (CSP) or Construction Health and Safety Technician (CHST)". These specific certifications are vastly different. So for each of the trades, is the VA requiring the contractor / subcontractor to have someone employed on the project with only one of these certifications or all listed?
Government Response: OSHA certified.
32. Can the SSHO also serve as the site supervisor or are these to be separate individuals?
Government Response: Yes
33. Can the quality control officer serve as the site supervisor or are these to be separate individuals?
Government Response: Yes
34. Is an AHA for safety purposes required?
Government Response: Yes
35. Are there any other specific safety requirements for this project that are not listed in the
SOW?
Government Response: Yes, an Activity Hazard Analysis (AHA) information attached and safety plan.
36. Will the site visit sign-in sheet be provided?
Government Response: Yes, see attached documents.
37. Can another site visit be scheduled?
Government Response: No, we already conducted two site visits on January 22nd and January 30th.
38. Are there any drawings / documents that can be provided for the wall mount louvers?
Government Response: No
39. Will this work have to be done in phases?
Government Response: Please coordinate with the COR on site.
40. How many systems can be removed and installed at one time?
Government Response: Please coordinate with the COR on site.
41. What will the working hours be, along with the period of performance?
Government Response: The energy center is open 24/7, please coordinate with the COR onsite.
42. Where will the crane crew and working crew be able to stage / set up?
Government Response: The front or the back of the energy center. Place let the COR know at least two weeks ahead of time.
43. Are there any drawings of the Energy Center that can be provided to determine distances and height of the building?
Government Response: See attached
44. Will this work be completed during the week or weekend?
Government Response: The energy center is open 24/7. Please coordinate with the COR on site.
45. With the use of cranes, will the contractor have to coordinate any with police services?
Especially if the crane has to set up in the road?
Government Response: Yes, the energy center has a parking lot in the front for use, and the road in the back for use only.
46. In the SOW it states "All new weatherproof disconnect boxes, wiring, and breakers" and "All new wiring and breakers are to be installed". Is the VA wanting new wire pulled, new breakers in the breaker panel, and new disconnect boxes?
Government Response: Yes, new disconnect boxes are a must, the wires and breakers only if needed to be replaced.
47. Does the VA require "EE" (Electrically Enclosed) or "EX" (Explosion Proof) rated equipment to be used within the energy center?
Government Response: No preference
48. Does the VA have a specific breaker panel within the energy center that they would like to use? If so, what is the designation on the panel and its location?
Government Response: The exhaust fans have designated breaker panels. Equipment is removed one for one.
49. Can the VA please provide weight of the fans and motors? We will need that information for our load calculations
Government Response: This information should be able to be located from the name tag on unit.
50. Could the Government please provide the existing wall louver dimensions (height × width) for Building 70?
Government Response: No
51. Can you confirm whether a freight elevator is available at the Energy Center for moving equipment and materials, or if contractors should plan for exterior access only?
Government Response: The Energy center does not have a freight elevator.
52. Does the VA have a preference for the 2 - chiller louvers on if they are pneumatic or electrically operated?
Government Response: Unit in place are pneumatic. The VA does not have a preference.
53. Do the gravity louvers under the exhaust fans need to be replaced as well?
Government Response: No
54. Can the VA confirm and provide the correct voltage for the exhaust fans?
Government Response: To the best of my knowledge 27,800cfm, 460v, 20amps. Please verify before purchase.
55. Can the VA please provide the correct breaker sizes and amps for the exhaust fans, and their cabinet locations?
Government Response: To the best of my knowledge 27,800cfm, 460v, 20amps. Please verify before purchase.
