SECTION 1 – DEMOLITION & EXISTING CONDITIONS

RFI 1 – Concrete Drive Replacement Limits (Based on Site Visit)

Issue: The SOW requires replacement of the “concrete drive,” but the site visit showed that only half of the drive is deteriorated.

Clarification Requested: VA Response in RED

● Replace entire drive or only damaged sections?

The contractor will replace the damage sections. See attached drawing below.

● VA to provide criteria for defining damaged concrete?

Please see attached drawing on above questions.

● Will demolition limits be confirmed via joint site verification?

The demolition limits will be confirmed with a joint site verification with the winning contractor.

● If full replacement is required: thickness, reinforcement, joints, PSI?

As per project drawings, the thickness will be 4 inches, or match existing, 4 rebar for reinforcement, control joints will be placed every 5 feet, and expansion joints every 20 feet, 4,000 psi.

Impact: Major cost/schedule impact; cannot be priced accurately without clarification.

RFI 2 – Demolition Limits for Asphalt, Base, and Concrete

Issue: SOW §17.2 states the contractor shall remove asphalt, base, and concrete, but no horizontal or vertical limits are defined.

Clarification Requested:

● Exact demolition boundaries.

● Required replacement thicknesses for asphalt/base.

Please See Specs

● Any protected or excluded areas.

Impact: Material quantities and pricing vary significantly.

SECTION 2 – CONCRETE & STRUCTURAL REQUIREMENTS

RFI 3 – Concrete Section Requirements (“Equivalent” Standard)

Issue: SOW §17.3 requires the new cap to be “equivalent” to 4,000 psi, #4 @ 9” O.C., but does not explicitly mandate exact replication.

Clarification Requested:

● Is alternate reinforcement acceptable?

● Is alternate slab thickness acceptable?

Impact: Misinterpretation could lead to overdesign or noncompliance.

RFI 4 – Concrete Sealer Specification

Issue: SOW §17.4 requires “sealed concrete,” but does not specify type.

Clarification Requested:

● Penetrating, epoxy, acrylic, or silane-siloxane sealer?

As per drawings, Sikaflex 1A, or equivalent to be used to waterproof new concrete cover.

● Required performance characteristics?

● Approved manufacturers?

Impact: Material selection cannot proceed without clarity.

RFI 5 – Cross-Member Supports for Steam Lines

Issue: SOW §17.7 lacks material type, spacing, load ratings, coating, or installation details.

Clarification Requested:

● Support spacing?

● Structural requirements?

● Steel type and finish (galvanized, coated, stainless)?

As per drawings, all pipe supports are to be powder coated.

Impact: Structural safety and compliance cannot be ensured.

SECTION 3 – ELECTRICAL / UTILITIES

RFI 6 – New 2” Conduit Routing & Specifications

Issue: SOW §17.6 states “run new 2” conduit” without routing, depth, or material type.

Clarification Requested:

● Start/termination points.

● Material type?

Metal Conduit

● Junction/pull box requirements?

No junction or pull box is required. However, a pull string will be required.

Impact: Electrical design depends on routing and material.

RFI 7 – Abandoned Wire Removal Requirements

Issue: SOW §17.5 does not state wire type, hazards, or whether conduit remains energized.

Clarification Requested:

● Confirm wire is de-energized.

VA will de-energized, but contractor will take care of the existing conduits.

● Removal method.

None of the existing conduits will be remove.

● Testing requirements after removal.

No testing will be required.

Impact: Potential safety hazard without clarity.

SECTION 4 – SUBMITTALS, SHOP DRAWINGS & PRODUCT DATA

RFI 8 – Required Submittal Structure & Review Timeline

Issue: SOW §19 lacks submittal format, schedule, and approval times.

Clarification Requested:

● PDF format sufficient?

PDF format will be sufficient.

● Required review time (10, 15, 30 days)?

As per specs, 10 days will be required for review time.

● Is a submittal log required at bid stage?

A submittal log is not required at the bid stage but will be required once a contract is awarded.

Impact: May delay project start if process is unclear.

RFI 9 – Materials With >7-Day Lead Time (SOW §3)

Issue: SOW requires notifying CO of >7-day lead times prior to NTP, which is infeasible.

Clarification Requested:

● Should the contractor provide estimated lead times?

Yes

● Should the 7-day rule apply after submittal approval instead?

No

Impact: Procurement sequencing depends on correction of this requirement.

SECTION 5 – SITE LOGISTICS & OPERATIONS

RFI 10 – Temporary Power and Water Availability

Issue: SOW §12 states utilities “may be provided”; ambiguous.

Clarification Requested:

● Will power/water be provided?

VA will provide temporary water and power.

● Locations and capacities?

Location to be determined.

● Is a generator required?

No, its contractor option.

Impact: Determines equipment mobilization and temporary facilities.

RFI 11 – Parking Restrictions & Laydown Areas

Issue: SOW §16 requires the contractor to create a plan but gives no boundaries or allocations.

Clarification Requested:

● Number of allowed crew vehicles?

There is not a set limit on the number of crew vehicles, however the parking is limited at the VA.

● Approved equipment staging areas?

Yes, an approved equipment staging areas will be assigned to the Contractor by the

COR.

● Is overnight staging allowed?

Yes, but the VA is not responsible for any damage, theft or any other thing that could happen to the contractors equipment

Impact: Impacts site utilization, productivity, and manpower planning.

RFI 12 – Working Hours & Exception Approval Timeline

Issue: SOW §4 requires a 7-day approval for off-hours work, which may conflict with hospital operations.

Clarification Requested:

● Are any operations restricted to off-hours only?

At this time no operation will be required after hours only.

● Can emergency approvals be expedited?

To be coordinated with the COR.

Impact: Noisy work and concrete work may require non-standard hours.

RFI 13 – Handling of Recyclable Copper Materials

Issue: SOW §10 states copper must be turned over unless directed otherwise.

Clarification Requested:

● Turnover procedure?

This will be coordinated with the COR.

● Required documentation?

● Physical location for turnover?

Impact: Chain-of-custody impacts compliance.

SECTION 6 – ADMINISTRATIVE / CONTRACTUAL REQUIREMENTS

RFI 14 – Construction Schedule Requirements

Issue: SOW §3.B requires a schedule but does not specify format.

● Is a CPM (Critical Path Method) schedule required?
