About this file

This document is an Amendment (SF 30) for Solicitation 36C25726Q0058, a procurement for a Digital Health Platform Service issued by the Department of Veterans Affairs North Texas Healthcare System. The solicitation is a commercial, brand-name-or-equal, unrestricted procurement seeking a standalone digital health platform to replace the incumbent MedBridge, Inc. solution. Vendors must submit two-volume proposals (Technical Capability and Price) by the specified due date, including a signed SF 1449, signed SF 30 amendment acknowledgement, SAM registration, an Accessibility Conformance Report, and an OEM authorization letter if applicable.

Key submission requirements include completing specific FAR provisions, providing a technical volume demonstrating capability to meet the Statement of Work requirements, and submitting a price volume with a completed price/cost schedule. The procurement will evaluate quotes on a basis outlined in section 52.212-2, with firm-fixed pricing required for multi-year subscriptions. Vendors must be registered in SAM, comply with all solicitation terms, and submit documentation as specified. The platform is not expected to integrate with VA systems and will operate as a standalone cloud-hosted solution with FedRAMP-Moderate or equivalent security standards.
