About this file
This document is a Standard Form 30 (SF30) amendment for a Department of Veterans Affairs solicitation for regulated medical waste collection and removal services. The solicitation (36C25726Q0014) covers waste pickup from multiple facilities including West Texas VA Healthcare System, San Angelo, Abilene, Wilson & Young, Hobbs, and Fort Stockton locations. The incumbent contract number is 36C25721D0048, and the current amendment provides detailed responses to technical questions from potential bidders.
Key details include waste pickup frequencies (proposed change to biweekly for the main campus), container specifications (2-3 gallon containers with counterbalanced doors, 5.4 qt containers in patient rooms), and historical billing practices based on waste weight in pounds. The solicitation requires monthly reporting, manifest documentation, and pickup schedules during business hours (Monday-Friday, 8 am to 4:30 pm). The offeror due date remains 11/20/2025 at 4 PM CST, with an estimated waste generation of approximately 1,800 lbs/month, including 400 lbs of sharps containers. The contract is administered by the Department of Veterans Affairs Network Contracting Office in San Antonio, Texas.

The purpose of this amendment is to:
1. Provide the answers to the technical questions.
2. Offeror due date remains the same - 11/20/2025, 4 PM CST.
1. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is renewal, do you have the contract number associated with the old contract?
Answer: Incumbent contract # - 36C25721D0048.
2. Billing Method: The solicitation and Attachment A indicate that invoicing is based on weight (lbs) according to the manifest report. Can you please confirm if the VA has historically billed strictly by the pound (lbs), and not by the box/container?
Answer: Historically, the VA has billed by the pound. Each manifest for transport of regulated medical and pharmaceutical waste is required to list amount in pounds. Additionally, waste data tracking for the VA is in pounds.
3. Old Contract Number: Could you please confirm the previous contract number that covered these services (I see reference to Requisition No. 519-26-2-632-0001 in the current solicitation)?
Answer: See # 1.
4. Could you please confirm the estimated average number of sharps containers exchanged per month at each facility (WTVAHCS, San Angelo, Abilene, Wilson & Young, Hobbs, and Ft. Stockton)?
Answer: WTVAHCS: 15-20 throughout facility, San Angelo: 5, Abilene: 5, Wilson & Young: 5, Hobbs: 5, Fort Stockton: 2. *These are estimated numbers as influx can occur due to influenza season and veterans needs.
5. Are there specific container sizes the VA requires for these locations (e.g., 1–2 gallon, 5–10 gallon, or larger central collection units), or should the contractor propose a mix of containers based on typical site usage?
Answer: Throughout all facilities, we have a combination of 2-gallon and 3-gallon containers with a counterbalanced door. Some are locked in cabinets made for the container while others utilize a strapped wall bracket. In patient rooms we utilize the 5.4 qt containers and swap out less frequently due to lower use.
6. Could you please confirm if there is an incumbent contractor currently performing these services, or if this is a new requirement combining multiple facilities?
Answer: Current contractor performs the duties outlined in contract solicitation and picks up from all facilities.
7. Per SOW 36C25726Q0014, the West Texas VA main campus (central exterior location) is currently scheduled for weekly RMW pickups. To better align service with generation volumes while maintaining compliance, may we adjust the main campus RMW service to every two (2) weeks? (We will continue to provide manifests and monthly reporting as required and can make as-needed surge pickups if volumes spike. This request does not change the existing pickup schedules for other waste streams (e.g., hazardous pharmaceutical PPE weekly; pharmaceutical waste quarterly) or any equipment/bracket requirements. If acceptable, please confirm the effective date you prefer and any site-specific constraints (access windows, holidays, etc.). We’ll update our route and notify facility points of contact immediately.
Answer: Current location for RMW storage prior to pick up at the WTVAHCS does allow for approximately 50 boxes. The WTVA Big Spring campus generates roughly 15 boxes a week but varies by season due to influx of care. Pickup every 2 weeks is possible as long as there are enough supplies on site to cover that time frame. The 2-week schedule should allow for pick up of RMW to occur according to the business hours listed in the SOW. Mon-Fri 8 am to 4:30 pm. Observation of the holiday schedule shall be noted as well. The 2-week pick-up schedule shall begin at the start of the contract period and remain in effect during the duration of the contract.
8. Per the Statement of Work for contract 36C25726Q0014, the current schedule at the West Texas VA Health Care System (Big Spring, TX) is set for weekly pickups for regulated medical waste. We would like to request your approval to adjust the main campus RMW pickups to every two (2) weeks, based on current waste generation levels (~1,800 lbs/month total, including ~400 lbs of sharps). All other requirements — including sharps brackets (lockable and labeled), hazardous pharmaceutical PPE weekly pickups, and quarterly pharmaceutical waste pickups — will remain unchanged.
If approved, we can implement the new biweekly schedule immediately and continue to provide all required manifests and monthly reporting per contract.
Answer: Pick-up of RMW is approved at a 2-week schedule, as long as there are adequate supplies on site for VA staff to utilize. Dates of pick-up shall be scheduled during normal business hours and the schedule shall be provided to the site to ensure there are no instances of missed pick-ups due to staffing.
