About this file

This document is an Amendment to a Solicitation for a Department of Veterans Affairs (VA) Odor Control Project at multiple facilities. The amendment provides responses to 25 vendor questions covering various aspects of the contract, including facility details, equipment requirements, and service expectations. Key details include the current contract with AF&S Products & Services, Inc. is valued at $80,478.24 for Option Year 4, and the new contract will require an SDVOSB (Service-Disabled Veteran-Owned Small Business) prime contractor to provide odor control services.

The contract covers multiple VA facilities including NWHCC 100, Villa Serena, KMC, and ALM, with detailed breakdowns of urinals, water closets, and other bathroom fixtures. Critical requirements include battery-operated odor control devices, compliance with the Buy American Act, a two-week phase-in period before the November 1, 2025 start date, and no mandatory subcontractor requirement. Service quality will be measured by complaint frequency, with documentation via signatures and service reports. Staff must pass a Tier I background check, and no digital systems should be connected to VA internet or databases.

NWHCC 100 (water closets) – 8 urinals Villa Serena – 42 (water closets) – 4 urinals

Are 400 of each item required? Please specify B.2 Price/Cost Schedule line item 0002 on page 15 of the RFP – Based off the numbers provided, we can leave it up to potential contractor to propose what would be necessary to ensure all areas have odor control

Contractors are not required to submit the entire RFP. Please submit the documents in accordance with the offer submittal instructions on pages 41-42 of the solicitation.

Domestic items will receive evaluation preference, and foreign items may be subject to an evaluation adjustment.

Please ensure the country of origin for all products being offered is disclosed.

7. Are contractors required to have a Subcontractor?

An SDVOSB prime contractor is not required to use a subcontractor on this project. The work may be performed entirely with the prime’s own resources. If subcontractors are utilized, the contract’s Limitations on Subcontracting clauses will still apply, but having a subcontractor is not mandatory.
