B.4 STATEMENT OF WORK
A. GENERAL INFORMATION
Title of Project: Zebrafish Observation Chamber for Research Studies Scope of Work: The Research Department located at the Central Texas Veterans Health Care System (CTVHCS), VA Research Core Lab at 1901 Veterans Memorial Drive (Research Building 205), Temple, Texas. This is a request for a turnkey zebrafish behavioral test chamber equipped with a temperature control unit, a computer workstation loaded with acquisition and analysis software, an observation chamber containing a high-quality camera, controlled infrared light, visible light, and mechanical stimulus, as well as the ability to accommodate various types of specimen dishes. The test chamber will be used to study zebrafish models of PTSD.
Background: In the past two decades zebrafish have proven to be very effective models for uncovering conserved biological pathways, mechanisms, and principles that underly human biology and disease. Zebrafish share a very similar physiology and genome with humans. For 82% of the disease genes currently known in humans, scientists have discovered an ortholog gene in zebrafish. Such genetic similarity gives scientists the power to study various aspects of human disease in a non-human organism. One of the ways in which zebrafish behavior has been studied is by using standardized environments, in which high-quality video is used to capture activity of the fish under various test conditions in a specialized chamber. The movement, mobility, localization, trajectories, rotations of the fish recorded on video are then subjected to statistical analysis according to test parameters using automated tracking software. The analyzed data can be visualized by graphs and heat maps, which can be exported for the creation of presentations and publications.
Description of Research Equipment: For this requirement, we are requesting the purchase of a “turn-key” behavioral observation chamber for zebrafish so that our researchers can study disease processes associated with mental disorders, with the goal of obtaining results that will benefit our Veterans.

The zebrafish observation chamber system needs to have the following attributes and capabilities:
Hardware Attributes and Capabilities
1. The observation system must be a “turnkey” package that is able to perform high-throughput tracking and analysis of zebrafish larval locomotion behavior under various experimental conditions.
2. The observation chamber must offer controlled environments for experimentation.
3. The zebrafish observation chamber must allow the user control of temperature, lighting and mechanical “tapping” or another form of startle stimuli.
4. The observation platform of the chamber must be able to accommodate standard-well plates (i.e. 4, 8, 12, 24, 48 or 96 well/plates) in either square or circle configurations, as well as petri dishes.
5. The observation chamber must include a high-quality camera that is able to capture movement of the zebrafish larvae. The camera needs to be able to capture 60 frame per second with a resolution capability of 1280 x 1024 pixels per inch.
6. The observation chamber must be equipped with a wavelength of infrared (IR) invisible to the zebrafish, so that it is not a confounding factor in complete darkness studies.
7. The observation chamber must have anti-vibration technology.
8. The computer system with sufficient power to track and analyze zebrafish movements:
a. A Dell (or equal brand) Precision 3680 tower with 500-Watt power supply with an 80 Plus Platinum chassis or an equivalent or greater computer.
i. The minimal requirements include a computer with an intel Core i7 14700 processor (33 MB cache, 20 cores, 28 threads, up to 5.4 GHz Turbo, 65 Watt), with 32 Gigabytes (2 x 16 GB, DDR5) of motherboard memory.
ii. An NVIDIA T1000 8GB DDR6 video card that includes 4 mini-Display port to DisplayPort adapters.
iii. A C1:M.2 SSD boot drive and a 1TB M.2 2289 Gen 4 PCle NVMe, SSD. The computer needs to come preloaded with Windows 11 professional operating system and zebrafish tracking/analysis software.
iv. Other accessories include a keyboard and mouse.
Acquisition (tracking) and analysis Software
1. The system must have dedicated software that is pre-installed on a computer.
2. The tracking/analysis software must be able to track and analyze individual or group of zebrafish behaviors that include swimming speed, location preference, velocity, trajectories and rotations of zebrafish larvae.
3. Specific parameters reported by the tracking software for zebrafish embryos need to include:
a. Burst activity - percentage of time the embryo was moving
b. Inactivity – percentage of time of inactivity
c. Burst duration – total time spent active
d. Burst count – number of times the embryo moved
4. The observation software must be able to determine the amount of thigmotaxis in zebrafish larvae, which is the preference for staying close to the walls or edges of an enclosure. Thus, allowing for the measure of anxiety-like behavior in this animal model.
5. The user must be able to set the intensity of white light in the observation chamber, for the purpose of being able to induce a startle reflex or mimic a day/night cycle.
6. The software must allow the user to be able to control the frequency, timing, and duration of the light stimulus.
7. The software must allow all actions to be logged allowing for nearly an automated analysis of zebrafish movements.
8. The analysis software needs to be able to visualize temporal movement in the culture wells.
9. The analysis software needs to be able create graphs and heatmaps according to user defined independent variables.
10. The system needs to be capable of analyzing zebrafish larvae in multi-well plates, up to 96 individuals simultaneously.
11. The software must be capable of exporting data to Excel.
Electrical Requirements: The aquatic systems need to have electrical requirements of 115 VAC, 60 Hz, and plugs that connect into standard AC receptacles.
SHIPPING and Installation: Shipping and equipment installation needs to be performed by personnel trained to transport and handle sensitive equipment.
SERVICE and WARRANTY: Standard 12-Month System Warranty on all non-consumable components.
Security Requirements: The Certification and Accreditation (C&A) requirements do not apply. A Security Accreditation package is also not required as there is no PHI/PII will be stored on any part of this system, no requirement for protection of Veteran’s Affairs (VA) data is necessary.

C.3 VAAR 852.212-71 GRAY MARKET ITEMS (FEB 2023)
(a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided.
This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory.
(b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.
(c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

C.4 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV
2018)
(a) Definitions. As used in this clause—
(1) Contract financing payment has the meaning given in FAR 32.001;
(2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment;
(3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests;
(4) Invoice payment has the meaning given in FAR 32.001; and
(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.
(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required.
(c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following:
(1) VA’s Electronic Invoice Presentment and Payment System at the current website address provided in the contract.
(2) Any system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI).
(d) Invoice requirements. Invoices shall comply with FAR 32.905.
(e) Exceptions. If, based on one of the circumstances in this paragraph (e), the Contracting Officer directs that payment requests be made by mail, the Contractor shall submit payment requests by mail through the United States Postal Service to the designated agency office.
Submission of payment requests by mail may be required for—
(1) Awards made to foreign vendors for work performed outside the United States;
(2) Classified contracts or purchases when electronic submission and processing of payment requests could compromise the safeguarding of classified or privacy information;
(3) Contracts awarded by contracting officers in the conduct of emergency operations, such as responses to national emergencies;
(4) Solicitations or contracts in which the designated agency office is a VA entity other than the VA Financial Services Center in Austin, Texas; or
(5) Solicitations or contracts in which the VA designated agency office does not have electronic invoicing capability as described above.

The Contracting Officer reserves the right to designate an Administrative Contracting Officer (ACO) for the purpose of performing certain tasks/duties in the administration of the contract.
Such designation will be in writing through an ACO Letter of Delegation and will identify the responsibilities and limitations of the ACO. A copy of the ACO Letter of Delegation will be furnished to the Contractor.

(d) Comptroller General Examination of Record. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Prices shall be listed as an all-inclusive Firm Fixed Unit Price that covers in full those services under each Line-Item Number.
Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

E.2 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
(a) Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR 13.106-2 Evaluation of Quotations or Offers.
Basis for Award: The Government will select the offeror that represents the best benefit to the Government at a price that can be determined fair and reasonable based on price and other factors. Offeror quotes shall be evaluated under FAR 13.106-2(b)(3), Comparative Evaluation.
Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so.
Volume 1 -Technical Capability: The technical information provided will be evaluated for completeness first (whether the quote includes the information requested in the instructions to quoters section of the solicitation) and then to determine whether the quote demonstrates that the quoter can satisfactorily meet the Government’s requirements as outlined in the solicitation. In addition, the technical capabilities will be compared to the technical capabilities of all other quotes to ensure the best value from all quotes is obtained. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offeror format is accepted.
Incomplete quotes may not be considered for award.
Volume 2 – Price: Prices will be evaluated for reasonableness and balance. If the price of the higher rated quotes is higher, the Government will determine if the additional value of the higher rated quotes is worth the level of premium imposed by the higher price. After evaluating prices for reasonableness, the prices of all quotes received will be compared to each other.

E.3 52.204-24 REPRESENTATION REGARDING CERTAIN
TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR
EQUIPMENT (NOV 2021)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it ‘‘does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument’’ in paragraph (c)(1) in the provision at 52.204–26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212–3, Offeror Representations and Certifications– Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it ‘‘does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services’’ in paragraph (c)(2) of the provision at 52.204–26, or in paragraph (v)(2)(ii) of the provision at 52.212–3.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204–25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115–232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
