Vendor Questions: NTX Courier Services
Vendor A:
1. Is this a NEW or existing contact for services?
a. This is a new contract for services currently being performed.
2. If existing who is the incumbent

4. Historically how many courier vehicles are operated at one time?
a. This information cannot be provided at this time.
5. Historically are all the trips expended on each CLIN?

6. What are the total contracted trips billed out for the last 24 months?

7. On the word document xxx6 shows 265 while the RFQ xxx6 shows 264 Which is correct?
a. The correct number is 264.
8. What is historically the largest size box/cooler shipped?
a. Dependent on the pickup location, no bag is over 12x17x24in, some sites might have multiple bags.
9. Is there a maximum delivery timeframe from pick up to delivery i.e., 2 hours?
a. No specific timeframe, courier must be able to maintain specimen integrity during transport, with temperature control measures.
10. The *** states “UTSW -Multiple locations *** This stop will be billed as one.” How many locations are expected and are they all in one building or multiple buildings?
a. UTSW Campus including Clements University Hospital, 6201 Harry Hines Blvd., Dallas, Texas 75390, and the BioCenter at Southwestern Medical District, 2330 Inwood Road, Dallas, TX 753
11. Is there a specific route or format that the VA is requesting.
a. It is at the discretion of the courier to determine the route, as long as each location is picked up at the established time for that clinic.
12. Can the contractor pick up multiple locations and then deliver to Dallas all at one time, as long as it is in the same working day?
a. Yes.
13. What are the cutoff times for pick up / delivery?
a. It is dependent on the clinics need and what will be agreed upon between all parties involved. Typically, daily pickup occurs between 3:30-5:00 pm.
14. How will courier services be ordered (Phone, email, text, routing software)
a. Routine transport happens M-F, the Dallas VA to UTSW is dependent on referral testing ordered for that day, and daily pick is not guaranteed.
Vendor B:

4. How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?
a. Dependent on the pickup location, no bag is over 12x17x24in, some sights might have multiple bags.
b. Cannot provide quantity daily, varies by clinic location and day.
5. Please clarify if the government will require the vendor to provide equipment (coolers, totes, locks, and temperature logs).
a. Good Transported states:
i. The contractor shall provide temperature monitoring devices for each container used to transport specimens. Temperatures of containers holding specimens will be monitored by P&LMS staff.
ii. The contractor shall provide insulated transport containers for the pickup/delivery of specimens.
iii. The contractor shall also furnish various types of puncture-proof containers
(coolers) for test specimens, which shall be labeled “biohazard.”
6. What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?
a. The estimated annual number of trips are listed in Section B, Price/Cost Schedule.
7. RFQ Page 5: Goods Transported: Section B. “All shipments will be clearly labeled. The VAMCs and CBOCs will be responsible for proper packaging and labeling.” Is the VA currently locking or tamper sealing items in transport?
a. Site specific not all clinics lock items.

a. Tote thermometer with monitor. PLMS take temperature upon arrival.
9. Is there a specific device that is currently in use, or are there specifications available for the device that needs to be sourced?
a. Tote thermometer with monitor.

The contractor shall also furnish various types of puncture-proof containers (coolers) for test specimens, which shall be labeled “biohazard.”
a. What coolers/transport containers are currently in use and in what quantities per unit type?
i. Dependent on the pickup location, no bag is over 12x17x24in, some sights might have multiple bags.
b. Will the current coolers/transport containers be made available to the drivers under the awardee Vendor as “Legacy Equipment”?
i. This is possible.
c. Are there specifications (i.e. size, dimensions, insulation values) available for the required coolers/transport containers either for replenishment of “Legacy Equipment”, or for procurement of new units should the VA wish to have these deployed at the start of the award performance period?
i. The contractor shall also furnish various types of puncture-proof containers
(coolers) for test specimens, which shall be labeled “biohazard.”
ii. Test specimens stored in the refrigerated cooler must remain upright during transportation. Test specimens that are stored at room temperature can be placed near the top of the refrigerated cooler during transport.

a. Is there a No Earlier Than and/or No Later Than time frame for pickup service at these origin locations?
i. This will be established prior to contract execution date. Typically, daily pickup occurs between 3:30-5:00 pm.
b. Will there be a need to have items picked up at the VA and taken to each Clinic on route, or will there only be need for Clinic pickup with delivery service back to the VA as written?
i. Any items needing to go to the clinic, can be placed in the transport bag and delivered the following day in the standard route.
c. Dallas VA Medical Center to UTSW line: Can you please provide clarification on the number of suites visited at UTSW, associated suite names and #s, and the anticipated volume of items in this lane, or if there is a known need for a larger vehicle to service this route?
i. Standard vehicle, low volume, 1-5 small paper bags, that would be transported in a standard transport bag. UTSW Campus including Clements University

Vendor D:
a. Is there a current contract that is fulfilling these services? If yes, what was the solicitation number and total award value?
a. Yes. Previous solicitation was 36C25720Q0368 and award value was $528,708.90.
b. Under “Goods Transported,” the solicitation says that the contractor may be responsible for transporting “Supplies.” Would you please clarify and provide examples of the types, sizes, and weights of supplies?
a. Collection containers for blood/urine/stool samples.
c. Can the VA provide the pick-up/delivery times they are currently using for the contract?
a. This information cannot be provided at this time.
d. Are there any objections in routing the "routine transport" stops into 1 (or multiple) loops?
a. No, it is at the discretion of the courier to determine the route, as long as each location is picked up at the established time for that clinic.
e. Would the VA please provide business hours that the deliveries/pick-ups must occur within?
a. This will be established prior to contract execution date. Typically, daily pickup occur between 3:30-5:00 pm.
f. Would the VA please provide historical data (if possible) of the "intermittent/unscheduled routes" so we can understand the timing and volume of these unscheduled shipments?
a. Less than 10 routes per pickup location in a given performance period.
Vendor E
1. Do you expect any clinic locations expected to be removed for the contract during the period of performance?
a. Other sites within the VA North Texas Healthcare System may be added or deleted as need develops either as routine or intermittent pick up and/or delivery site.
2. Previous contract listed the UTSW deliveries as-needed. Please confirm that this will be scheduled M-F.
a. It is dependent on the referral testing ordered for that day. Daily pickup not guaranteed.
3. UTSW delivery is listed as “Multiple Locations” How many individual delivery locations are within UTSW?
a. UTSW Campus including Clements University Hospital, 6201 Harry Hines Blvd., Dallas, Texas 75390, and the BioCenter at Southwestern Medical District, 2330 Inwood Road, Dallas, TX 75390.
4. Are there any access issues with the different departments within UTSW?
a. No current knowledge of access issues, any issues that arise will be communicated with all parties involved.
