The contractor can set the number of hours for each pharmacist.
Question 6: How many positions are available?
Answer 6: The contractor is required to provide sufficient pharmacist coverage for all hours required in the contract. The number of positions is up to the contractor.
Question 7: Secure Based Web-Systems: It mentions that this has to be provided by the contractor. Is this referring to internet, a zero client or a system that integrates with VISTA to verify prescriptions? If the latter can you provide the Secure Web-System the incumbent used?
Answer 7: Secure Based Web-Systems: This would refer to the contractor’s Windows security settings. The settings must conform to OIT network requirements. The contractor will use their own furnished equipment and are given access to Citrix and a virtual desktop. Citrix establishes the VPN with the VA network and then contractor employees login to the VA virtual desktop.
Question 8: What is or included in the VISTA Pharmacy package?
Answer 8: The VISTA Pharmacy package for the overnight pharmacy would include the full inpatient package. The inpatient package contains units of the dose package, IV package, and the inpatient drug file inquiry. This allows the pharmacist to view, process, and finish all inpatient orders.
Question 9: To complete this contract what electronics are required besides phone/fax, computer monitor, router, modem and or possibly thin client or zero client?
Answer 9: There should be no other equipment required.
Question 10: Sufficient number of licensed pharmacists: Do you know the number pharmacist previously required for workload from incumbent?
Answer 10: The incumbent has 15 – 20 pharmacists on staff.
Question 11: I know the goal is to complete as many medication orders as possible, but is there a desired minimum that can remain in the queue for morning next shift at the VA?
Answer 11: There is not a desired minimum as long as all of the overnight inpatient orders are completed during the agreed shift.
Question 12: Insurance premium payments. Is this referring to insurance for the business or is an offer of healthcare insurance a requirement for sub-contractors?
Answer 12: If you are referring to Addendum 52.212-1 Instructions to offerors Section D1c, it is stating that the hourly rate you quote must be all inclusive of your expenses. Contractor employees are not employees of the Government.
Question 13: I see Wong Pharmacy is the incumbent. Can you please provide the solicitation number for their contract or is it the same number listed in the Presolicitation (36C25725Q0072)?
Answer 13: The prior solicitation was number 36C25720Q0302.
Question 14: Should I initially only complete the RFQ response? Then if awarded complete the other documents attached to the pre-solicitation? Or are all documents required to be completed with the RFQ response?
Answer 14: See Addendum to FAR 52.212-1 Instruction to Offerors Pg. 50 – 51 for instructions. Specifically, the following documents must be completed:
a. Part I:
i. SF 1449 and Amendments, if any
ii. Contract Administration Data
iii. Schedule of Services (page numbers 6 – 7)
iv. D.1 Quality Assurance Surveillance Plan (QASP)
v. D.3 Experience Worksheet
vi. D.4 Contractor Rules of Behavior
vii. D.5 Contractor Certification – Immigration and Nationality Act
viii. D.6 Organizational Conflicts of Interest
ix. Clause and Provisions Information
As well as paragraph 3, Veterans Involvement if applicable on page 51.
Question 15: As being a small business, is it possible to receive funds prior to work for effective setup?
Answer 15: The VA will not provide any advance payments. The VA will only pay for actual hours worked at the hourly rate quoted.
Question 16: I noticed that the RFQ states monthly payments. Is there a reason for monthly payments? As other contracts for virtual pharmacy’s services were paid on a yearly basis. Can this be changed to yearly payments?
Answer 16: The VA will only pay for actual hours worked at the hourly rate quoted. The contractor will invoice monthly for hours worked/hours of coverage as outlined in Section C in arrears. Annual payments would cause an undue burden on most small businesses to be paid only at the end of a one-year term. A task order will be issued annually for the base and if awarded, each Option Year covering the entire yearly period of performance. Invoices will be submitted monthly against this task order. Any excess funds will be de-obligated at the end of each performance period.
Question 17: I want to make sure I understand the section about the contract max. Is $450,000 the max for the total contract (base plus 4 years)? If so, $450,000 max amount for 5 years wouldn’t suffice for the requirements of this contract. Can the max amount be adjusted.
Answer 17: The contract maximum is based off of the Government’s best estimate of the total cost (base plus four years). If necessary, it can be increased or decreased as needed.
Question 18: The period of performance chart unit is in hours. Should unit be per year instead for easier calculation?
Answer 18: The VA will only pay for actual hours worked at the hourly rate quoted. The contractor will invoice monthly for hours worked/hours of coverage as outlined in Section C in arrears. This would cause an undue burden on most small businesses to be paid only at the end of a one-year term. A task order will be issued annually for the base and if awarded, each Option Year covering the entire yearly period of performance. Invoices will be submitted monthly against this task order. Any excess funds will be de-obligated at the end of each performance period.
Question 19: Can all subcontracted pharmacists work from their home?
Answer 19: All services will be virtual. The contractor decides where their contract employees will perform the work.
Question 20: The OIG website does not pull up to give us names of pharmacists involved in fraud. Please let us know how to proceed otherwise.
Answer 20: Use the following link - Search the Exclusions Database | Office of Inspector General. You can search for each provider by name and provide a screenshot that shows the name is not on the excluded list.
Question 21: I have about six pharmacists under our company. Do I submit the resume of each?
Answer 21: Yes, please provide the resumes of each pharmacist that will perform on this contract. If awarded, background and credentialling will be required of all contractor employees.
Question 22: Do I just need to send you one email with all documents required on page 50 and 51?
Answer 22: Yes, one email with all the required attachments in Addendum to FAR 52.212-1 Instruction to Offerors. Each document should be a separate attachment, i.e., RFQ, experience worksheet, etc.
