1. Under requirements it is stated that the contractor should have an state of Texas Alarm

Planning Supervisor license. As that is an individual license, not a company license and only pertains to the ability to design and stamp fire alarm systems in the State of Texas, please verify that this requirement can be lifted for the following reasons 1. This is a federal installation, as such State of Texas licenses should have no impact on this bid, and 2. There is no requirement to design or stamp designs for fire alarm systems under this contract (SOW, Requirements; Pg

1). This has been removed. See revised SOW.

2. Under requirements it is stated that the contractor should have an SCR-U which is a company license to certify the installation of underground fire main. As the SCR license used by a

Sprinkler company covers that same certification as the SCR-U (an allows us to inspect, etc.) we do not use that license. That license is only used by utilities contractors wishing to install underground fire main. Please verify that we can be relieved of the requirement for the following reasons: 1. This is a federal installation, as such State of Texas licenses should have no impact on this bid, and 2. There is no requirement to install or certify the installation of underground fire main on this contract 3. The SCR already covers this requirement (SOW, Requirements; Pg 1). This has been removed. See revised SOW.

3. Under the requirements it is stated that all inspectors shall be Notifier Factory trained to service and program Notifier 3030. This is impossible as a fire sprinkler NICET would never be factory trained to work on the fire alarm. Furthermore, there is no requirement by either Federal or State requirements for an inspector to be certified factory trained on the panel, as the inspector will not be the one to update or work on the programming, that will be a service tech. Furthermore, with that wording you are removing fair competition, as the only company that can do the inspection is a one that is a Notifier distributor, which does not follow with FAR clauses. Please change or clarify the wording to something along the lines that contractor must be able to program the Notifier system, and that way there how we get there is fair across the board

(we can self-perform, or sub-contract) (SOW, Requirements; Pg 1). SOW updated under requirements to reflect that Honeywell is the manufacturer of the Notifiers and requires factory-trained personnel to perform services and maintenance to maintain warranty. See revised SOW

4. By NFPA 25, there is a three-year pressure test requirement for all dry and pre-action systems. This is supposed to help us find pin-hole leaks, etc. so that we do not put additional strain on the air compressor. There is a five-year requirement for all sprinkler systems that requires us to open the sprinkler system at the vertical main, one cross-main and one branch line and inspect the system for excessive corrosion, etc. There is also a five-year hydrostatic test for the FDC, where we flip around the check valve and then pressurize the FDC to check for leaks. Some of the VAs do the three and/or five-year tests, but several do not, or they just do the five year, so I just need to know if we are doing them which option period do they fall into. Obviously, we will only need to do the five-year once, but we could wind up doing the three-year on multiple years (base and 1st option will require another inspection in option 3 or 4).

I have no problem performing whatever course of action you need me to, but I just want to make sure I am meeting all your intents. Thanks for the clarification, we are basically starting from scratch. Testing will include the main, vertical, and cross connections. The dry system, and the five-year FDC. See revised SOW.

5. How about if we plan on doing both the 3 and 5-year inspections during the base year and then we will do the three-year again during option year 3. That will put the five-year inspection on the first year of the contract each time the contract is renewed and should make it a lot easier (SOW, Table 4; Pg 4). See revised SOW.

6. Under 6-year inspections it states smoke and fire dampers, please let us know which year that inspection is due in (SOW, Table 4; Pg 4). The last inspection was completed in 2019.

7. Under the device list, it says there are only 10 dampers. Please verify this number is correct. This is what we KNOW of (SOW; Pg 5). This has been corrected. See revised SOW.

9. Table 1 mentions FE Maintenance as the only place it’s listed. Please verify if fire extinguishers are included in the bid (SOW, Table 1; Pg 2)? Fire extinguisher maintenance shall be included in the quote. There are 225 extinguishers. See revised SOW.

10. The proposal mentions 7 buildings and 22 outbuildings. Please provide how many stories each building has (SOW, General Information; Pg 1). Stories added for each building. See revised SOW.

11. Table 2 refers to kitchen hood suppression. Please verify if this is included (SOW; Pg 6). The kitchen hood suppression is a bi-annual inspection. See revised SOW.

12. Table 6.6 lists backflows as the only mention. Are these included? If so, how many are in each building (SOW; Pg 6)? Backflows are included. There are approximately 5 to 10 backflows tied to the fire system. See revised SOW.

13. B.4 – 2. Requirements only requires a NICET II. A NICET Level IV technician is an engineering technician with at least 10 years of experience in fire alarm systems, who is an expert in interpretation of codes and standards, with the ability to perform on complex and specialized systems, ensuring proper quality of life safety systems (SOW, Requirements; Pg 1). Please confirm whether a NICET IV certification will be added as a requirement to the solicitation, to ensure the fire alarm system meets all required local, national, government, and industry standards, codes, and regulations. Yes, NICET Level

IV can be added. See revised SOW.

STATEMENT OF WORK

FIRE ALARM & FIRE SUPPRESSION SYSTEMS INSPECTION AND TESTING

1. GENERAL INFORMATION: The Amarillo Texas Veterans Health Care System

(AVAHCS) Thomas E. Creek Division is comprised of the main hospital consisting of 7 buildings and 22 outbuildings that require fire alarm and fire suppression system inspection and testing. Geographically the facility is located within Amarillo, Texas city limits. There is one (1) fire alarm system in use across the campus; (Notifier) Fire Alarm System.

The Contractor shall be able to provide database management of all inspection and testing, as required. The Contractor shall produce comprehensive printed and electronic reports of all data required to be provided to the Government.

2. REQUIREMENTS: The Contractor shall ensure that all personnel performing work on this contract shall have at minimum the following certifications:

• At a minimum, the National Institute for Certification in Engineering Technologies

(NICET), Level II is required.

• At a minimum. the National Institute for Certification in Engineering Technologies

(NICET), Level IV can be substituted.

• All assigned technicians shall have a minimum of three (3) years of experience in fire alarm/fire sprinkler inspections, installation, and service.

• All inspectors shall be Notifier Factory trained to service and program Notifier 3030 fire alarm systems. Honeywell manufactures the Notifier and requires factory-trained personnel to perform service and maintenance to maintain factory warranty.

2.1 The Contractor shall possess the following Texas State Licenses/Registrations:

• ACR (fire Alarm)

• ACR-SS (monitoring)

• APS (fire alarm superintendent)

• SCR (fire sprinkler)

• RVIE (Responsible Managing Employee)

3. PLACE OF PERFORMANCE: The Safety Service will monitor incoming inspection and testing of the Fire Alarm System in the following location:

4. PERIOD OF PERFORMANCE: One Base Period and four Option Years:

Base Period: 01/01/2025 - 12/31/2025

Option Year 3: 01/01/2028 – 12/31/2028

Option Year 4: 01/01/2029 – 12/31/2029

5. SCHEDULE: The AVAHCS normal business hours usually operate between 8:00AM to

4:30PM CST, Monday through Friday, except Federal Holidays.

Federal Holidays: National holidays observed by the Federal Government are:

6. SCOPE. The Contractor shall provide material and labor to perform fire alarm and fire suppression systems services inspection and testing. The Government shall not exercise any supervision or control over the services described herein. Pursuant to the schedule and requirements written in this scope, the Contractor shall provide inspection and testing of the Fire

Alarm & Fire Suppression Systems pursuant to all Joint Commission (JC) and National Fire

Protection Association (NFPA) Codes or the most current regulations of the National Fire

Protection Association (NFPA) Codes at the Amarillo Texas Veterans Health Care System

(AVAHCS). Fire extinguisher maintenance shall be included 225 extinguishers.

6.1 The Annual Alarm system testing shall be a functional test of all components related to the above requirements, to include Smoke Detectors, Manual Pull Stations, input, output, and supervisory modules, as well as all interface outputs, speakers, horns, strobes, and controls/relays in the fire system.

6.2 The inspection shall comply with all applicable NFPA requirements.

6.3 A detailed electronic inspection and test report complying with applicable NFAP standards shall be within 14 days of completion.

6.4 Fire Sprinkler systems Inspection & Testing: The contractor shall perform one (1) semiannual and one (1) annual Inspection during the term of the contract.

6.5 The semiannual shall include all fire sprinkler system devices, water flow, tamper, and pressure switches.

6.6 The annual inspection shall include fire pump, Backflow preventers, exercise PIV's, lubricate valves, test all associated components in accordance with Applicable NFPA standards. The kitchen hood suppression system(s) shall be conducted bi-annually. There are approximately 10 backflows tied to the fire system.

6.8.1 The fire alarm panel's sensitivity self-diagnostic report shall be reviewed during the inspection. Any detectors reported to be outside of the allowable range shall be noted.

6.8.2 In addition to fire alarm testing, the Contractor shall also test to ensure that access control doors with fire alarm interface release upon operation of the fire alarms.

6.8.3 All fire dampers shall be physically tested to ensure proper electrical and mechanical operation of motor, linkage, and dampers.

6.8.4 All water flow and tampers shall be tested to ensure proper functionality as related to the fire alarm systems.

6.8.5 The Contractor shall provide all necessary test equipment and labor to perform required inspection and testing.

6.8.6 During all onsite work, the Contractor shall provide a daily in-brief prior to any work completed and out-brief prior to departure to the COR (or representative) at the respective station.

6.8.7 All devices of the fire alarm system shall have a Unique Identifier (UID) number. The

Contractor shall provide a UID for every device in the fire alarm system. All inventories and inspection reports shall be organized by the UID. UID numbers shall never change over the lifetime of the device (cradle to grave data maintenance). UID numbers shall never be re-used or re-issued to new devices from a previously retired device.

*If the facility or campus is already using establish UID system (e.g., EE#'s) - Contractor shall use the provided UID's.

6.9 Amarillo Fire Suppression: Contractor shall provide 100% I&T service for the following fire suppression devices. Approximate current types of devices are listed below. Devices change periodically as devices are placed in and out of service listed below plus or minus 5%.

7. Contractor Qualifications: (Education, Certifications/Licensure, and Insurance)

7.1 All services shall be performed by trained Technicians in conformity with federal, state, and local trade practices.

7.2 Education: At a minimum, the technician shall have received one of the following:

• a technologist certification

• a 4-year engineering technology degree

• a 2- year certificate of completion of training in any of the following engineering disciplines, such as Civil Engineering or Civil Engineering Technology, Electrical

Engineering or Electrical Engineering Technology, Mechanical Systems Engineering or

Mechanical Systems Engineering Technology or similar course aligned program.

7.3 Labor Categories: The individuals filling the positions shall possess the minimum requirements listed below:

7.3.1 Senior Project Manager/Construction Manager:

• Minimum Experience: 15+ years of technical/supervisory experience in related type projects.

• Functional Responsibility: Responsible for the overall day to day functions of the project or task order. Senior Project Manager has full responsibility for all project management functions as required to facilitate the tasks, objectives, and goals of the project.

Supervisory skills are necessary to guide the project team and the clients toward a successful project task order.

• Minimum Education: BS in Engineering, architectural, business management or equivalent and professional registration.

7.3.2 Senior Project Inspector:

• Minimum Experience: 5+ years of technical experience in related projects.

• Functional Responsibility: Responsible for the overall day to day functions of the project or task order. (Senior) Project Inspector has full responsibility for all project management functions as required to facilitate the tasks, objectives, and goals of the project. Technical skills are necessary to guide the project team and the clients toward a successful project or task order.

7.4 Experience: All key personnel shall demonstrate the ability to perform the requirements of the scope of work.

7.5 Registrations (FIRM): Each firm engaged in the business of fire detection devices or systems shall have an Alarm Certification of Registration (ACR) for the State of Texas. The extent of work, allowed by the firm planning, certifying, leasing, selling, servicing, installing, monitoring, or maintaining fire detection devices or systems is limited by the license held by their employees.

7.6 Insurance: The Contractor shall obtain all necessary insurance and/or permits that are required to perform this work. Proof of license and/or permits and insurance is required.

7.7 Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to any Contractor's representative, or others, as well as, for any damage to personal or public property that occurs during the performance of this contract that is caused by the contractor's fault or negligence.

7.8 Fire Alarm System Qualifications: Each firm engaged in the service of this contract shall be a manufacture certified Notifier engineered system distributor with the ability to apply extended warranties on newly installed Notifier parts.

7.9 Contractor Supervision: Prior to beginning performance under this contract, the Contractor shall provide a Personnel roster/List of employees who will provide services for this contract.

This list shall include the name(s), certifications, licenses and contact telephone numbers.

7.9.1 Changes to the Personnel Roster: The Contractor shall notify the COR in writing whenever there is a change of personnel appointed to fulfill supervisory or shift leader function or when there is a planned absence of key personnel.

8. Quality Assurance and Quality Control:

8.1 Contractor's Quality Control: The Government will rely on Contractor's existing quality control/assurance systems as a substitute for Government inspection and testing before tender for acceptance unless customary market practices for the commercial item being acquired include in process inspection. Any in-process inspection by the Government will be conducted in a manner consistent with commercial practice.

8.2 Government's Quality Assurance: The Government will not rely on inspection by the

Contractor if the COR determines that the Government has a need to test the supplies or services in advance of their tender for acceptance, or to pass judgement upon the adequacy of the

Contractor's internal work processes. In making the determination, the COR shall consider:

• The nature of the supplies and services being purchased and their intended use.

• The potential losses in the event of defects.

• The likelihood of uncontested replacement or correction od defective work; and

• The cost of detailed Government inspection.

8.3 The COR will monitor the Contractor's performance using a Quality Assurance Surveillance

Plan (QASP). The COR and the Contractor will coordinate and agree upon a QSAP inspection plan within 30 days after the contract effective date. The QASP shall include at a minimum the following standard inspection requirements:

• Require the Contractor to provide and maintain an inspection system that is acceptable to the Government.

• Give the Government the right to make inspections and test while work is in process.

• Require the Contractor to keep complete, and make available to the Government, records of its inspection work.

8.4 Inspection/Acceptance: The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplied or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or re-performance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government will exercise its post acceptance rights:

• Within a reasonable time after the defect was discovered or should have been discovered.

• Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

9. DELIVERABLES:

9.1 Documentation Requirements:

9.1.1 All documentation requirements shall be kept current and up-to date. Documented shall be provided to the COR within fourteen (14) business days after each I&T cycle.

9.1.2 Contractor shall provide a secure internet-based datacenter with drop down filterable menus for all I&T activities and repair.

9.1.3 Contractor shall provide a total of 2 electronic copies (e-copies) of all data for all inspection, testing, maintenance, and repair activities for each individual device covered under this contract. E-copies shall match binder tabs exactly with all matching documents individually delineated for ease of identification. E-copy folders shall replicate hard copy binder.

9.1.4 The Contractor shall provide two (2) 3-ring binders for each location, which clearly documents all JC and NFPA requirements for all I&T activities and repair for each individual device covered under this contract. An index shall be included in the front of the binder delineating all tabbed items.

9.2 Data Organization: Each binder (and associated internet-based datacenter) shall be clearly tabbed out as follows:

9.2.1 Binder 1: Tabs shall have all JC-required documentation requirements only:

• Sample mandatory documentation requirement for JC is EC.01.02.05, EP's 1-5, 9 and 19.

Note, these requirements could change, and it is up to the Contractor to ensure documentation contains the most current requirements per the JC.

• If an EC/EP Component contains documentation requirement for more than (1) device, sub tabs shall be created so that each separately-group device under a single EC/EP identifier has its own unique section. Example EC.02.03.05 EP9.

• Each tab shall have a cover sheet specifically delineating JC [EC/EP identifier] and

NFPA requirements verbatim out of the most current standard or edition.

• Each tab shall have a second cover sheet defining time/testing interval requirements for the specific tabbed item per JC and NFPA individually.

9.2.2 Binder 2: All other Fire Alarm and Fire Suppression testing requirements shall be contained within a secondary binder. The binder shall match Binder 1 regarding the organization and set-up. If a large section of devices or fire zone fail for a prolonged period due to complex repair requirements or awaiting parts, an Interim Life Safety Measure (ILSM) may be required.

A prolonged period is defined as greater than 8 hours for a fire alarm system and greater than 10 hours for a fire suppression system within a 24-hour period. A written ILSM plan shall be submitted for approval and routing by VA COR. Once approved and implemented by the VA, the Contractor shall ensure the ILSM does not expire, and the document is filed behind the appropriate tabbed section.

10. PERFORMANCE MONITORING:

10.1 Contracting Officer Representative (COR): The COR will be identified by a separate letter.

The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation is issued to the COR, a copy of which will be provided to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in price, estimates or changes in delivery dates.

10.2 The COR is not authorized to change any of the terms and conditions of the resulting order.

10.3 The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting

Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that will affect price, quantity, or quality of performance in this contract. In the event the Contractor affects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. All changes to the contract will be issued via an amendment and/or modification in writing from the Contracting Officer to the Contractor.

11. SECURITY REOUIREMENTS

11.1 Physical Security:

11.1.1 All Contractor employees dispatched to or working at any of the VA sites identified herein shall obtain and wear VA issued badge while performing services. VA badges shall be obtained through coordination with the COR.

11.1.2 Contractor shall obtain work and safety permits from the Safety Service.

11.1.3 The Contractor shall be responsible for safeguarding all government equipment, information and property provided to Contractor personnel while performing the services described herein.

12. Government-Furnished Equipment (GFE)/Government Furnished Information (GFI).

The Government intends to provide all-of the fire alarm and fire suppression equipment parts, as defined in this Statement of Work. There may be some instances of Contractor acquired parts.
