About this file

This is Amendment 0001 to solicitation 36C25725Q0036 issued by the Department of Veterans Affairs Temple CTX Contracting for repair and leveling of the Community Living Center concrete slab at Audie L. Murphy Memorial Hospital in San Antonio, TX. The amendment incorporates two new FAR clauses (52.223-2 and 52.223-23) regarding biobased and sustainable products, provides the correct wage determination (TX20250231 replacing TX20250007), and includes revised Section A.7 Instructions to Offerors.

The amendment also provides Q&A from the January 23, 2025 site visit addressing technical requirements such as concrete specifications (4,000 PSI strength, Type I/II cement), work hours (negotiable 6:00am-5:00pm Mon-Fri), background check requirements (4-6 weeks processing time), and infection control measures. Key clarifications include: brick walls only require cleaning not repair, sidewalk requires base/sub-base testing, the CLC facility will remain operational during construction requiring dust control measures, and past performance will be evaluated for prime contractor work only. The VA will provide a designated staging area, and digital signatures are acceptable on proposal documents. Weather delays will be addressed per FAR 52.249-10, and there are no liquidated damages specified.

A VHA-ICRA is a systematic process, conducted as part of the VHA- PCRA, that determines the level of potential infection risks to patients or residents due to the physical environment throughout the construction and commissioning process and defines controls to reduce these infection related risks. VHA-ICRA for offeror awareness of VA assessed risks and required mitigation(s) that may impact contractor work activities is attached.

RFIs Q&A

Solicitation 36C25725Q0036 Repair and Level Community Living Center Concrete Slab, PROJECT 671-21-147.

CLC Building of Audie L. Murphy Memorial Hospital, 7400 Merton Minter St., San Antonio, TX 78229

Q1. The contract documents show that existing brick walls are to be cleaned. There are some bricks that may need repair. Also, during the foundation repair, some brick and mortar may be compromised. Is the intent to repair the affected areas or only perform cleaning?

ANSWER: Only perform cleaning. Any brick and/or mortar repairs may be addressed as differing site condition.

Q2. The proposed drilled foundation repair shown in the plans does not include the perimeter of the canopy that is connected to the main building. Would it be acceptable to include that perimeter to ensure the proper lifting and stabilization of the foundation? This is to ensure proper lifting and ensure the drainage aspect of the contract documents is met.

ANSWER: The perimeter is approx. 9’ x 26’ (234 sqft) – metal plate transition from covered entrance to existing canopy. The repair area is approx. 4’ x 5’ (20 sqft).

Q3. Is base, sub-base and concrete testing required for the sidewalk?

ANSWER: Yes. A base, sub-base and concrete slump testing is required.

Q4. The existing Resinous flooring shows signs of cracking. It is possible that during the lifting of the slab, the flooring may have cracking and damage, is it the intent of the project to completely redo the existing flooring? If so, can we get specifications on the flooring to ensure proper pricing?

ANSWER: Please follow plans as indicated by the Structural Engineer of Record. The intent is not to completely redo the existing flooring. Q5. Are there any specifications for the sidewalk replacement? Can you provide details on the acceptable sidewalk replacement? Will 4 inch concrete with #3 reinforcement at 18 inches be acceptable?

ANSWER: Yes. 4-inches of concrete w/ #3 reinforcement at 18-inches is acceptable.

Q6. This is a primarily exterior project. Will the requirement for immunizations be required?
