Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:
Department of Veterans Affairs, Regional Procurement Office West, Network Contracting Office (NCO 17) on behalf of the Central Texas Veterans Healthcare System (CTVHCS), Doris Miller VA Medical Center 4800 Memorial Dr. Waco, TX 76711, proposes to enter into a contract on the basis of other than full and open competition to provide labor and materials for the emergency construction services to locate and cap an existing natural gas line.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Work performed will be performed at the Doris Miller VA Medical Center at the address listed in number 1 above. The contractor shall be responsible for providing labor, materials and equipment for the construction services required to locate and cap the natural gas line near building B21. The estimated amount of the emergency repair is $24,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The proposed emergency contract will locate and cap an existing natural gas line. This is an active gas line that is directly in the construction area for the homeless veterans. There is ongoing excavation and refurbishing of the existing structures that contain these gas lines. The active gas line was discovered as demolition was underway at building B21. Should the line be inadvertently struck or disconnected in the structure, it could lead to fire and explosion.
Due to this unusual and compelling urgency (FAR 6.302-2) affecting patient and employee safety, we needed to find a local source to complete the emergency requirement.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted immediately through VIP, Google, and the local COR. The market research shows there were multiple SDVOSB/VOSB options in Texas. However, we needed a local contractor who can respond immediately. Market research showed there was 1 woman owned small business (WOSB) in the area that could complete the repairs. The identified company can respond immediately to the emergency requirement. It is in the best interest of the Government to take immediate action and award to the identified WOSB.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
