About this file

This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for a sole-source contract with the American College of Surgeons Commission on Cancer (CoC) to provide accreditation services for the VA North Texas Cancer Program.

The key details are:

  • The requirement is for an accreditation contract to cover the CoC accreditation fee for the VA North Texas Cancer Program. This was previously covered under a separate contract.
  • The CoC is the only responsible source that can meet the highly specialized and comprehensive accreditation needs of the VA North Texas Cancer Program. No other accrediting organizations were found to be able to provide the required cancer program accreditation.
  • The North American Industry Classification System (NAICS) code is 913920 Professional Organizations, and the Product/Service Code is R420 Professional: Certifications and Accreditations.
  • The procurement is being conducted using commercial item procedures under FAR Part 13 Simplified Acquisition Procedures.
  • The estimated contract value is not specified, but the SAT threshold of $250,000 applies.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2 Revision: 00 Acquisition ID#:

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C257-24-AP-3528

JFOC ID: FY25 - NCO 17 - 60

1. Contracting Activity: Department of Veterans Affairs, VISN 17, Dallas VA Medical Center located at

4500 S. Lancaster Rd., Dallas, TX 75216 (549-25-1-075-0002) is seeking a sole-source contract per FAR 13.106-1(b) as with the American College of Surgeons Commission on Cancer (CoC) for continued cancer program accreditation. National Institutes of Health (NCI) National Cancer Institute (NCI) designation was not considered because it is a grant-related accreditation program that requires an extensive application and is not guaranteed to be approved. The Joint Commission (TJC) Hematology/Oncology accreditation was not considered because it is specialty specific, and does not provide comprehensive accreditation for cancer programs.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This will be a new service contract to cover the accreditation fee, which was previously covered via contract number 36C25724P0009 for FY24.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 13.106-1(b); Only One Responsible Source (FAR 13.106-1(b)) can meet requirements for VA North Texas Cancer Program Accreditation because of its highly specialized and comprehensive accreditation needs.

4. Description of market research conducted and results or statement why it was not conducted: An online search for Cancer Accrediting Organizations identified the Commission on Cancer (CoC), The Joint Commission (TJC) Hematology/Oncology and the National Cancer Institute (NCI) as reputable accrediting organizations. NCI is not an option because it is a grant-based designation for healthcare systems that are heavily involved in cancer research requiring an extensive application and review process not achievable for VA North Texas at this time. The Joint Commission accredits Hematology/Oncology Services, however does not accredit ‘Cancer Programs’. The Commission on Cancer is the only organization able to meet VA North Texas requirements for Cancer Program Accreditation. A search of on-line databases was conducted and the following detail the findings of Market Research:

Market Research Findings indicate that there is no reasonable expectation that at least 2 or more SDVOSBs or at least 2 Small businesses would be qualified to fulfill the requirement. Market Research was conducted using the following databases:
