CONTINUATION PAGE

RFQ 36C25724Q0980 Big Spring Continuous Water Quality Monitoring

Amendment 0002 Questions and Answers

Q1: Please confirm the primary biocide used by your municipality.

A1: Chlorine Dioxide

Q2: B.2 Statement of Work: Section 1 states “each building must be monitored for pressure, temp, pH and biocide levels.” Section 4 calls for the measurement of Dissolved solids: 100 to 500mg/L. Please confirm the need to continuously monitor TDS as it is not a requirement of Directive 1061.

A2: We do not need to monitor this and will remove as a requirement. See revised

SOW.

Q3: B.2 Statement of Work: Section 2 states “for the installation of a continuous monitoring and Biocide Injections system”. The Biocide Injection system is referenced again in Section 4 paragraphs A and B. Monitoring and secondary disinfection systems are very separate components. To price a secondary disinfection system you must provide, at a minimum, flow rate and water usage for each building.

Please confirm whether you are requesting the installation of a secondary disinfection system, and if so, please provide the necessary information and add it to the pricing schedule.

If a secondary disinfection system is not required, then please specify whether you are requesting the installation of biocide injection sites for any possible shock chlorination.

A3: We are just asking for a primary disinfection system that continuously monitors the levels with pumps and a secondary injection point. The system must be able to inject and monitor at the same time.

Water Tower: This is where the primary disinfection/injection system will be placed and have two flowmeters installed for monitoring and treatment going both in and out.

Building 2 will have a portable injection/monitoring feed system, and the DOM/small house will have monitoring panels and ultrasonic flow meters installed as well as injection points for hot and cold.

Main: Basement of building 1 will have a monitoring, secondary feed system and ultrasonic flow meter installed. A feed panel will be used for the secondary injection site with a pump for hot and cold.

Flow rates and water usage for the campus buildings are unknown.

Q4: B.2 Statement of Work: Section 4 paragraph C states “The Contractor must provide all equipment, supplies, material, and labor to perform emergency remediation if required…”

Will this be accomplished with a separate PO, or will you add a line item to the pricing schedule to allow for this service?

A4: In the event emergency remediation is necessary, Contractor will submit a quote to the COR for approval prior to any work being done. If approved, a modification will be awarded to allow for the emergency remediation. SOW revised accordingly.

Q5: Page 5, section 4 Monitoring. The statement is made that pressure will be monitored: “The contractor shall monitor the pressure, PH, temp and biocide level for each building…” Pressure of what? This appears to be an oversight or error. Can the government please clarify?

A5: Pressure does not need to be monitored. See revised SOW.

Q6: Page 6, section 4, C. How many Emergency remediation events are estimated to be required every year?

A6: Number of emergency remediation events is unknown. See A4.

Q7: Will the VA consider adding Emergency Remediation as a CLIN for each year with the unit being a single remediation event?

A7: No, LIN will not be added. In the event emergency remediation is necessary, Contractor will submit a quote to the COR for approval prior to any work being done. If approved, a modification will be awarded to allow for the emergency remediation.

Q8: Will the VA consider stating the number of Emergency Remediation events to be bid for each year of the contract to establish a Not To Exceed amount for this service?

A8: See A7.

Q9: Will the VA consider stating the number of Service Calls to be bid for each of year of the contract to establish a Not To Exceed amount for this service?

A9: Yes, VA will add a NTE LIN for service calls to each year of the contract. See revised Price/Cost schedule.
