Amendment #0002 Questions and Answers
Q1: Is there an Incumbent in place? If so, kindly provide the contract award number, awardee name, and award amount of the contract.
A1: This is a new requirement, so there is no incumbent.
Q2: Do we have a complete list of Furniture that needs to be removed from these facilities? Exact quantities and types of furniture broken down to identify which facility they are currently occupying would be very helpful in our Quotation Process.
A2: We do not have a list. Types and quantities of furniture will vary.
Q3: Do we have a Phasing plan?
A3: There is no phasing plan. Work will be coordinated and scheduled ahead of time as needed.
Q4: Do we have drawings outlining all facilities associated with this project that include current furniture layouts and ingress/egress points.
A4: We have floorplans for all of our facilities. We do not have furniture layouts for all our facilities.
These will be made available to the selected vendor as individual requirements arise.
Q5: it is exceedingly rare to find a contractor who holds certifications from four of the manufacturers listed in the solicitation. This is primarily due to the competition clauses that many manufacturers attach to their certification processes. With this in mind, I wanted to seek clarification: If a subcontractor possesses certification from one of the major manufacturers specified and has substantial industry experience in assembling and disassembling equipment from the other listed manufacturers, would that be deemed sufficient to fulfill the certification requirements for this solicitation?
A5: Certification from other vendors is acceptable. Certification from the four Manufactures listed is preferred. If subcontractors do not have certification from the four listed vendors a minimum of 5 years of experience is required. Subcontractors and subcontractor staff may be required to be replaced based on acceptable performance.
Q6: Other than the office furniture items listed in the Statement of Work, what are examples of other equipment that may be included in the VA El Paso’s work orders?
A6: This requirement will be used for all types of administrative type furniture and equipment. This requirement will not be used for medical equipment.
Q7: In the Statement of Work, Page 1 Section 2, “The Contractor shall furnish labor, tools, equipment and trucks to provide and execute the pickup of complex furniture systems, moving of complex furniture systems, freestanding furniture, and the computer data management of these complex systems and furniture.” Is “computer data management” referring to space plans, as-built and installation drawings?
A7: No. “computer data management” is referring to tracking and inventory.
Q8: Will the VA allow the vendor to include a drive time charge for the Las Cruces locations?
A8: Most work will be in El Paso; however, a Not-to-Exceed Line Item has been added for travel associated with Las Cruces only. This LIN’s amount is not guaranteed and will fluctuate based on actual need.
Q9: In the Statement of Work, Page 3 Section 4. A, “bond” is mentioned. Office furniture management services do not require bonding. Will you please clarify this?
A9: “Bond” removed from SOW and will be incorporated into the contract when awarded.
Q10: In the Statement of Work, Page 3 Section 4. B & Section 5. A. “receiving” is mentioned. There is no Item Information in the Price/Cost Schedule for “receiving new furniture.” How should this service be costed in the pricing schedule?
A10: This should be accounted for in LIN 3, Inventory.
Q11: How will the VA El Paso manage the network cabling required for systems furniture installations?
What will your process be? Is this done in-house at the VA El Paso or is it outsourced to a contractor? Is there one contractor or multiple contractors for this service?
A11: The El Paso VA holds a Data Cabling service contract that is used to address network cabling requirements.
Q12: Would there be an opportunity to conduct site visits?
A12: A site visit would not be beneficial at this time. The work will depend on the specific requirements as they arise, we do not know what those requirements are yet.
