About this file

This document contains the Questions and Answers from a site visit for Solicitation 36C25724Q0905 - El Paso VA Blackout Shades Replacement. The key details are:

The solicitation is for the removal and replacement of blackout shades at the El Paso VA facility. It specifies that only one skylight window requires blackout shades, with two shades currently installed. Access to the work area may be limited, requiring the use of scaffolding due to a support beam restricting space for a lift. The VA is open to approved equal products for the motorized shades and controls, rather than requiring specific brands. A final site visit is scheduled for September 11th, with technical questions due by September 6th. The work is required to be performed during non-office hours, with limited flexibility on the 6PM to 12AM schedule. The existing blackout shades are custom size 61"x71", which may exceed the 45"x71" maximum size vendors can accommodate.

Site Visit 8/8/2024 Technical Questions and Answers Solicitation 36C25724Q0905 - El Paso VA Blackout Shades Replacement

1. Total Number of Windows/Shades: The Statement of Work (SOW) mentions the dimensions of the blackout shades and that one skylight requires two blackout shades, but it does not specify the total number of windows or shades required. Could you please confirm the total number of windows that require blackout shades? Only 1 skylight window requires the black out shades. There are currently 2 shades for the 1 skylight. Please see attached photo for more clarification.

1. Access to Work Area: Could you provide more details about access to the work area? Specifically, will there be any restrictions or special considerations for moving equipment like lifts or scaffolding to the installation area? Scaffolding may be needed as there is limited space for a lift. If a lift can fit into the area behind the MSA desk, then that will be accommodated but there is a support beam severely limiting the space allowed for a lift.

1. Specific Requirements for Motors and Controls: Are there any specific brands or models of motorized shades and controls that the VA prefers or requires, or do we have the flexibility to propose equivalent products? Currently the manufacturer that is being used I believe is Technoline but there is flexibility to use an approved equal. Approved equal will have to be approved by VA.

1. Site Visit: Is there an opportunity to conduct a site visit before the proposal's due date to better understand the scope of work and any potential challenges? FINAL Site visit on Thursday, Sept. 11th @ 9:00 AM (MST). 2nd site visit Technical Questions due Friday, Sept. 6th by 12 noon (CST).

1. Environmental or Safety Regulations: Are there any additional environmental or safety regulations specific to this VA facility that we should be aware of beyond the typical OSHA and NFPA standards mentioned in the SOW? Nothing other than typical safety regulations.

1. Working Hours Flexibility: The SOW mentions that work will be performed during non-office hours (6:00 PM to 12:00 AM) with the possibility of weekend work. Could you confirm if there is any flexibility in these working hours? Very little flexibility on this. Could possibly start at 5:00 PM but would have to finish by 12:00 AM. On the weekends work could be done from 8:00 AM to 5:00 PM.

1. Can you provide us with the model and manufacturer of the existing blackout shade to include the motor? Our vendors are stating that the maximum product is 45"x71"? The existing shade is 61"x71" which may be custom. As of right now we only have the current manufacturer, Technoline. Model is still unknown. This may have to be a custom shade if necessary.
