B.2 STATEMENT OF WORK

Clinic Wayfinding Signage

A. PROJECT SUMMARY

The Grand Prairie PACT Clinic Signage is a turnkey signage project. This statement of work includes all work. The project will consist of 3 phases of the design build process. Phase 1 will include programming for new interior and exterior signage in all areas, 100% specifications for the complete interior wayfinding system for signage at Grand Prairie PACT Clinic, and the complete exterior identification and wayfinding system for signage. Once the specifications and drawings are approved, Phase 2 will commence. Phase 2 will include fabrication and delivery of new interior and exterior signage as detailed in the approved specifications and drawings. Upon delivery of the new signage, phase 3 will commence. Phase 3 will include installation of new signage, followed by a comprehensive punch list walkthrough process for quality control and 100% completion. The new signage will align with the VA North Texas Healthcare System signage standards. This project is in line with the VAMC’s continuing effort to move patients more efficiently throughout the hospital, reducing stresses on both patients and staff, and increasing hospital efficiencies. All signage must be brand name or equal and all functions, finishes and sizes match exactly to the VA North Texas Healthcare System standards.

B. SCOPE OF WORK

The project scope of work specifically includes interior signage at Grand Prairie PACT Clinic; and exterior signage for all parking lots, roadways, buildings, and pedestrian pathways at the facility. The scope of work includes using the established interior and exterior signage standards for the VA North Texas Healthcare System to develop a complete interior and exterior signage and wayfinding program for the Grand Prairie PACT Clinic

1) Phase 1 – Interior Signage Planning and Programming Sign programming will include on-site visits as needed to collect information necessary for development of the Sign Program Documents. The Sign Program Documents shall reflect the established VANTHCS signage standards (see attachments A1 and A2) and include Signage Program standards, Sign Specification drawings for each sign type, Sign Message Schedule detailing information on each unique sign, and Sign Location Plans indicating the specific installation location for every sign. There will be electronic and hard copy reviews at 70%, 90% and 100% completion. The 100% documents will be considered Construction Documents and include: detailed signage drawings, material specifications, message schedules, and mounting instructions for each sign type (including identification, wayfinding, life-safety, regulatory and informational signs), linked to associated floorplans and site plans showing the location of each sign. The final package will have all documents needed for manufacture and installation of this part of the interior and exterior signage program. The solution will provide orientation to all patients and visitors from the time they arrive on campus, to the time they eventually return to their point of arrival. The final plan will clearly define the space the visitor has entered and effectively communicate how the visitor will self-navigate to their planned destination. The contractor will provide a complete signage plan based on an overall understanding of the PACT Clinic and life safety codes. The Phase 1 deliverable will include 100% review level Sign Program Documents, sign type specifications, sign message schedules and sign location plans detailing fully the sign program. Interior sign type categories will include identification, wayfinding, life-safety / regulatory and informational.

Exterior sign type categories will include campus identification, building identification, vehicular and pedestrian wayfinding, and Department of Veterans Affairs branding. The completed integrated solution will include all areas. The project will also include a review of, and programming for, new life- safety / regulatory signage for compliance with accessibility laws, building codes, life-safety codes, health codes, local sign ordinances and authorities having jurisdiction including IBC, IFC, ADA/ABA. The VA Integrated Project Team including representatives from Engineering, Interior Design, Space Planning, MAS, Facility Planning, Public Affairs, and others will work with the signage contractor to review final signage documents and indicate approval to manufacture products.

a) Deliverables for Phase 1: (1) Electronic set and (5) Hardcopy sets (11x17 and 30x42) of 100% Sign Program Documents. The Sign Program Documents will include: Signage Program design standards for typography, symbols, mounts, images, and finishes; Sign Drawings detailing each sign type and include all product specifications, measurements, finishes, construction details and full-color illustration; Sign Message Schedule listing all signs by a unique sign number, sign type, message, mount, and installation instructions, separated by floor; and a Sign Location Plan showing the location of each individual sign planned for the facility on the floor plan. The Sign Drawings and all signage specifications must match exactly the sign type standards utilized by the VANTHCS Dallas Campus (Attachments A1 and A2).

2) Phase 2 – Signage Fabrication and Delivery The Signage Contractor shall fabricate all signage to the exact specifications detailed in the Phase 1 100% Construction documents. All signage products must match exactly the sign type standards utilized by the VANTHCS Dallas Campus (Attachments A1 and A2) for design and branding continuity and improved, streamlined serviceability throughout the VA NTHCS system. All signage must be fabricated by the Signage Contractor in full and may not be outsourced to other fabricators for any reason, to ensure product quality, lead times and future material availability. The Signage Contractor will provide real time updates to the VA IPT on the fabrication process and state of completion and will allow access by the VA IPT team into its signage manufacturing facility for progress review and quality inspection during the fabrication process as required. The Signage Contractor will stage all production methods and organize all finished products in the most efficient way for transition to the job site and offer reduced shipping transportation costs to the VA.

3) Phase 3 – Removal of Existing Signage / Installation of New Signage

a) The Signage Contractor will remove all existing interior and exterior signage as required on the project. The contractor will review all work areas with the VA IPT and identify all signage to be removed before commencing any work. Existing interior signage will be removed with care to minimally disturb any affected wall surfaces. The Signage Contractor will then repair all surfaces to pre-removal condition or better by removing residual adhesives, patching, and painting the wall, repairing adjacent surfaces, etc. Existing exterior signage will be removed with care to minimally disturb any affected surfaces and ground conditions. The Signage Contractor will remove above-grade spoils and repair landscaping to pre-removal conditions or better by replacing and shaping ground conditions, etc. All signage that is removed shall be recycled as possible and disposed of by the Signage Contractor. Documentation of all recycled materials shall be provided to the VA IPT.

b) The Signage Contractor shall provide professional installation services to install new signage products in compliance with the 100% Construction Documents. Proper installation services are essential for the overall quality and effectiveness of the signage program. The Signage Contractor shall utilize a dedicated team of installation professionals that it employs and dispatches directly and who are direct representatives of the Signage Contractor. The Installation Team shall include an Installation Foreman to oversee all onsite work and provide daily reports to the VA IPT; individual Installation Crew Leaders to oversee specific work crews and who report to the Installation Foreman, and Installation Team Members who are factory trained and certified in proper signage installation techniques.

c) During and immediately following all major installation phases, the Signage Contractor shall perform on- site punch list walkthroughs and reviews with the VA IPT. All signage will be inspected for product, material and installation quality and craftsmanship, ensure all signage systems, products, materials, finishes, and details match the 100% Construction Documents and the VANTHCS Signage Standards (attachment A1 and A2).

d) The Signage Contractor shall generate each punch list using an iPad application that incorporates the 100% Construction Documents in their original file formats and will also provide an iPad with the same application and access to the same files to the VA IPT for their use and cross reference. The punch list will be exported directly from the iPad application to the Signage Contractor’s computer servers to generate the punch list report.

4) Phase 4 – Long Term Maintenance Support Following project completion, the Signage Contractor will provide long-term signage maintenance support services to the Grand Prairie PACT Clinic. The contractor will conduct walkthroughs at regularly scheduled intervals to review and inspect all signage, ensuring the quality and integrity of the new signage program is maintained. The signage contractor shall generate a maintenance survey walkthrough punch list using an iPad application that incorporates the original project 100% Construction Documents in their original file formats, for quality assurance to original project standards. The signage contractor will also provide an iPad with the same application and access to the same files to the VA IPT for their use and cross reference. The punch list will be exported directly from the iPad application to the Signage Contractor’s computer servers to generate the punch list report.
