Dallas VAMC Boiler/Chiller Plant Contract 36C25724Q0817
Request for Information (Technical Questions)
1. On page 3, section 1.5 of the Performance Work Statement (PWS) document mentions, the scissor lift needed for the Solar system will be provided by the VA; but the contractor is responsible for maintaining certification per Solar/manufacturer requirements. Could you provide additional clarifications, please? Solar requires scissor lifts to be maintained and in good working order if used by their techs. This means contractor will ensure the scissor lift they use is in good condition.
2. On page 4, section 1.7 of the PWS document mentions all corrective maintenance/repair and emergency/repair labor outside the scope of preventative maintenance defined in Section 1.5 will be drawn from a bank of 1200 repair labor hours for Dallas.
Are these hours per year? Also, in the case the contractor exceeds these hours, does the CO will approve additional hours? What will be the process to request additional hours? Per Year. Anything over will require a mod request for additional funding the CO has to authorize this.
3. On page 4, section 1.10 of the PWS document mentions any parts/materials outside the scope of testing, inspecting, and preventative maintenance will be approved and supplied by the VA. Corrective Repair and/or Emergency Repair parts will be purchased by the VA or will be purchased by the contractor upon approval of the VA and drawn from the $200,000.00.
Could you provide additional clarifications of this process, please? Is this amount approved by year?
Also, in the case the contractor exceeds this amount per year, does the CO will approve additional $ amount? Yes and Yes CO approval is needed.
4. Page 9 -10 of boiler equipment list does not show condensate tank. Is it included to this contract? Not the condensate tank. The DA Tank is.
5. Page 25 Boiler quarterly PM. Does the contractor need to follow the safety devise manual to perform boiler quarterly PM or just follow the required task/check points outlined on page 25? Follow VA Boiler Testing Manual Version 8.
6. As part of the additional tasks required to the boilers, it is mentioned the mechanical tube cleaning (rattling), is it required as part of the annual service and need to be performed one boiler each year, so each boiler is done every 4 years. However, per the pricing schedule provided, this solicitation is for two (2) years, please clarify. 1 Boiler per year.
Also, please confirm if the annual internal certification provided by non-jurisdictional inspector will be required for your boilers. Yes.
7. Regarding the Mercury 50 Gas Turbine enclosure, could you confirm when will expire the warranty of this system, please? We need to know whether the service of this unit needs to be provided only by Solar Technicians? Warranty expires at 46k hours. After overhaul we will have a new warranty. Service will only be provided by Qualified Solar Technicians.
